  • Smart learning is a new trend in education following E-learning, U-Learning, and M-Learning. In June 2011, the Korean government announced the education policy on promoting smart learning, and presented the vision and the direction for the smart learning. However, it seems that the current government-directed education policy on smart learning has promoted the unconditional implementation of the policy without taking into consideration of a variety of factors, such as the reality of the classroom, educational environment, educators' competencies to use smart learning, and so on. The aims of this study are to examine the reality of the classroom and the educational environments for smart learning, and to take a survey on the elementary teachers' use of the smart learning. In addition, the study attempted to investigate the teachers' understanding of the various factors regarding the use of smart learning. On the basis of the results of the survey, the problems of implementing smart learning in the classroom were analyzed, and then some suggestions were made to pave the way for the more improved and systematic smart learning.

For this study, the survey items were developed twice through the preliminary study. The results show that most elementary teachers consider the importance of experiment in elementary science and the critical role of science experiments to increase students' curiosity and scientific understanding. About 80% of the teachers stressed the professionalism in elementary science. Although 65% of the teachers believed their having basic professionalism, 53% of them appealed the difficulty in teaching science experiments to students. Nevertheless, 67.5% of the teachers opposed to the idea of teaching elementary science in separation between experiment and theory in science, and only 8% of them agreed the idea of induction or adoption of the college graduates majoring in science and engineering, or holding the secondary teacher's certificate. Further, over 60% of the teachers responded no necessity of inducing the new policy of elementary science specialist. Many numbers of teachers revealed their serious worries about the new policy because of their past experience to suffer from the side effects of inducing the teachers with secondary teacher certificate to the elementary school. In particular, they also made a proposal to make a good use of the current system of exclusive elementary science teacher in Korea. The educational implication and suggestions for policy making were discussed.

  • Coping with the problems of school violence, weapon and drug abuses, 'zero tolerance policies' have been adopted in the United States since the 1980's. Authorities have been securing the safety and learning-friendly environment of the school, imposing predetermined penalties on any case of school violence or disruption. It is reported that the school violence rate drops accordingly. However, the policies are criticized for their rather escalating effect due to severe punishments on minor offenses, evidencing no effectiveness worthwhile. As alternatives, 'graduated systems of discipline' meeting minor misbehaviors with less severe consequences or 'early response model' are suggested, without abandoning those main rules of zero tolerance policies. Recently Korean government tries to take charge of school violence, issuing some nation-wide measures such as 'the Comprehensive Measures to Stop School Violence'. This article analyzed major principles and changes of the zero tolerance polices of US case, to induce some policy suggestions for the validity of Korean government's measures implemented under the understanding that "little bullying" is also a "crime" to disclose all school violence.

  • In this study, Austrian cleaner production program, ECOPROFIT, was introduced to 15 companies in Korea. The performance and the proposed options of the program were compared with those of Austria. Various options such as good housekeeping, process changes, internal/external recycling, substitution of raw materials were suggested for domestic companies. There are something in common between Korea and Austria such as no relation between company sizes and derived options and good housekeeping as a major option. The difference is that 1.9 years of recovery period on investment is required in Korea, while only 0.5 year is required in Austria. The reason for not applying the suggestions was due to the priority of the company policies in Korea, but was due to the technical problems in Austria. To activate the cleaner production in the Korean regional industry, more systematic analysis on the examples and performances as well as additional studies to disseminate informations and the best practices are necessary.

We devide a plan by 3 steps - introduction step, diffusion step, fixation step and every step by 4 field - policy of u-learning, teaching & learning, quality control, technology. Because we suggested a concrete plan which we generalized the effects of u-learning, we expect to use usefully our plan at school in the future.
