디지털기술의 발전과 전송망의 광대역화에 따라 기존에 통신과 방송으로 각각 분리되었던 콘텐츠, 네트워크, 단말기 및 서비스의 경계가 허물어지는 융합화현상이 가속화되고 있다. 특히 방송분야와 통신분야의 경계가 모호해지며 통신과 방송 네트워크 및 서비스시장 간 융합현상이 나타나는 방송과 통신의 융합화, 즉 IPTV(Internet Protocol Television) 서비스는 대표적인 융합화의 큰 흐름을 보여주는 현상이다. 하지만, 지난 수년간 법적 제도적 장치를 마련하는 각 부처 및 산업내의 이해관계가 상충되면서 이러한 사회변화에 능동적으로 대처하지 못하고 있는 실정이다. 또한, 관련법 제정과 사업자 선정 이후에도 방송통신융합 산업이 활성화가 되기까지 많은 난관에 직면하고 있다. 이러한 맥락에서 본 논문에서는 방송통신융합(IPTV) 산업의 활성화를 위한 탐색적 연구를 통해 모색과 대안을 제시하고자 한다.

This article is dedicated to present a cornerstone for a desirable legal structure in the area of the administration and utilization of the intellectual property rights of the university research results sponsored by the government, and, in the long run, contribute to the industrial development of our country. In order to achieve that purpose, this article reviews basic theories and current status of the intellectual property regime for the research results sponsored by the government, and presents some suggestions for a desirable legal institution, in particular, including that 'Intellectual Property Rights Administration Center', should be established, an exclusive institution for the systematic administration of the follow-ups of the research results with speciality.

제주특별자치도는 2016년부터 제주로on코딩이라는 제주형 SW교육 사업을 통해 디지털 사회혁명을 대비하고 있다. '제주로on코딩'은 제주형 SW교육을 위한 내용체계 개발에서부터 컴퓨팅 사고력 증진을 위한 전문강사 양성 과정 운영 등 SW소양교육부터 인식확산 사업까지 SW교육 토탈 솔루션을 제공하고 있다. 본 논문에서는 2016 2017년 성과를 바탕으로 향후 개선방향을 정리하고 이후 제주로on코딩이 나아갈 방향에 대해 제언하고자 한다.

For the successful hotel restaurant, careful research on the customers needs, their changes and the understanding should be on the first step. The aim of this study is to find out hotel restaurant user's satisfaction factors and provide useful information for the decision of its marketing policy. Questionnaire survey, after the preliminary survey, had been performed from 23 Sep 2002 to 02 Oct 2002, for 10 days. 240 questionnaires had been collected and 25 excepted which filled out not properly. 215(86%) questionnaires are included for the analysis. For the enhancement of hotel restaurant customers' satisfaction degree, following suggestions are recommended. The development of distinct hotel service is needed. Also the effort for making hotel buffet restaurant not only for dining place but also customers oriented facilities, with various events and shows, is required. Periodical checking on the food quality, presenting new menu to the customers and keeping consistent food taste and quality areneeded. The studies on the diverse ways for specified and new customers, such as advertisement, promotion, easy access to the hotel restaurant, discount coupon and customer smilage service are needed.

Information and Communication Technology (ICT) has become a vital instrument for delivering a number of services such as education, healthcare and public services. Community wireless networks are community-centric telecommunication infrastructure developed to provide affordable communication for those who live in remote areas. This chapter discusses the role of Nepal Wireless in achieving socio economic development of rural communities by facilitating affordable Internet access. We analyze the challenges Nepal Wireless faced and articulate on the approaches it took to address those challenges such as lack of technical skills, appropriate technology and funding, difficult geographical terrains, unstable political situation, and expensive devices. In addition, we address the success and failure factors of this community-based ICT4D approach in order to guide similar endeavors. We conclude the chapter by some suggestions for policy makers, community developers, and academicians.

This study is to grasp the vulnerable families selected by the laws and qualification criteria on housing reformation and repair project of the Ministry of Land, Transportation and Maritime Affairs, the procedures of housing improvement projects, and the roles of superintendents, focusing on rural living and housing environment improvement. After the regional characters, housing style and structure of the recipients (the selected vulnerable families), and construction companies were closely examined by items and year, the results and problems of housing reformation and repair were diagnosed, compared and analyzed. On the basis of the results, the overall guidelines and directions of housing environment improvement for vulnerable families were suggested. Hopefully, these suggestions will be helpful for the kind of project in the future.

The purpose of this paper is to analyze the trends of policies and law related to web accessibility in developed countries such as U.S, U.K, Australia, Japan and EU and then propose polices to improve web accessibility in Korea. The results of the paper are as follows : First, the awareness promotion programs, i.e seminars, campaigns, contests, etc., should be provided. Second, Korean standards and guidelines which have specific information should be made to improve web accessibility, Third, Web accessibility specialist should be trained. Finally, Law and regulation related to web accessibility should be amended as the Section 508.

The purpose of this paper is to provide several considerations to be taken into account when institutionalizing the information security(Infosec) pre-assessment. Infosec pre-assessment is a necessary process to embed the security requirements into the information systems at the early stages in their development, resulting in more cost-effective infosec. In order to provide some institutional issues, domestic infosec assessment schemes and U.S. Infosec certification and accreditation schemes are reviewed. Also, the current status of infosec implementation in the public information systems projects is analyzed. Based on the analyses, the seven suggestions are proposed in developing and performing the infosec pre-assessment scheme.

Russia has an interesting history as a donor, recipient and re-emerging donor in international development assistance (IDA). This article introduces the history, policy and challenges of Russian IDA, and provides suggestions for such challenges. The main barrier to Russian IDA is the absence of a central government agency and Russia can learn from other country's experience. Concerning lack of data on the provision of assistance to each sector of IDA and the large number of recipient countries, Russia can learn from Korea particularly in education sector. With respect to building a system ensuring the efficiency of the Russian IDA works, a tool for analysis of the effect of the Russian IDA programmes may be drawn in consultation with international institutions or successful programmes of other donor countries.

Purpose: This article provides the efficiency test results of conducting depot maintenance. Method: ANOVA (analysis of variance) and ANCOVA (analysis of covariance) tests are conducted using data obtained from Defense Logistics Integrated Information System (DELIIS). Results: The result shows that although the effect of the depot maintenance is significant, some parts do not follow the overall effect of the depot maintenance. In order to solve the problem we provide some suggestions to be improved. Conclusion: For improving the combat readiness condition of K-1 main battle tank, the maintenance policies and regulation must be revised for the parts of the weakness. In addition, the collection way of the operation and maintenance data must be redesigned.
