Floating solar photovoltaic (hereinafter PV) power generation is emerging as a proper alternative to overcome various environmental limitations of existing offshore PV generation. However, more government-led policy design and technical and institutional development are still required. Based on the policy agenda setting theory and technological innovation theory, this study contains the research questions concerning the co-evolution of technology and the floating solar PV policy. This study primarily evaluates the technological and institutional development level of floating solar PV policy through a survey of domestic floating solar PV experts. Secondly, we also analyze the kind of policy agenda that should be set a priori. Analyzing the priorities to be considered, the first environmental enhancement needs to be considered from both the technical and institutional aspects. The second candidate task for the policy agenda is residents' conflict and improvement of regulations. Both candidate tasks need to be actively considered in the policy agenda from the institutional point of view. The third is publicity, profit sharing, follow-up monitoring, and cost. Among them, public relations and profit sharing are tasks that need to be considered in the policy agenda from the institutional point of view. On the other hand, the cost of follow-up monitoring should be considered as a policy agenda in terms of technology, system, and common aspects. Finally, there are technical standards. Likewise, technical standards need to be considered in the policy agenda in terms of both technical and institutional commonality.
The objective of this study is to assess the economic impacts that ensue from the ubiquitous spectrum monitoring project(u-SMP) by employing a contingent valuation method(CVM) to provide policy-makers with useful and responsible information. Importance of investigating the u-SMP service and its economic desirability cannot be overemphasized to actively cope with varying environment for spectrum use in that the spectrum monitoring contributes to the public welfare. According to estimating results, annually WTP per household is 1,268 Korean Won. Consequently, the annual benefit of u-SMP is about 7.9 billion Korean won. This result contributes to robust policy-makings for the u-SMP, to uncovering the economic value of the u-SMP, and to obtaining policy implications for activating the spectrum use.
Background: Due to lack of regular and systematic evaluation tool, Korea's tobacco control policy has not been examined its overall process of implementation including efficiency and adequacy of the policies. This study developed policy monitoring and evaluation model to assess policy implementation and effectiveness of tobacco control in Korea. Methods: Based on World Health Organization operational manual for assessment, MPOWER (monitor tobacco use and prevention policies, protect from tobacco smoke, offer help to quit tobacco use, warn about the dangers of tobacco, enforce bans on tobacco advertising promotion and sponsorship, and raise taxes on tobacco) related policies were reviewed by rating policy efforts, programme management, people (human resources and their development), provision of organization, provision of fund and partnerships (range, 0 to 5). Results: As a result of the experts' assessment, overall Korean tobacco control policies scored 2.61 points, which is poor. In relation to each 'MPOWER' policies, 'W' scored the highest points (2.93), followed by 'O' (2.91), 'M' (2.87), 'P' (2.86), and 'E' (2.23). 'R' scored the lowest points of 1.87, meaning government efforts in tobacco price policy is insufficient. Conclusion: This study concludes that Korean tobacco control policy should strengthen tax and price measures, while programme infrastructure, people, and funds for policy enforcement should be secured. Furthermore, rather than focusing on one specific measure, a balanced approach reflecting various aspects of tobacco controls should be considered in order to decrease smoking rates and prevent smoking initiation.
Objectives: This study performed to verify Korea National Health and Examination Survey(KNHAES) to monitor recommended physical activity(PA) and to propose an monitoring tools for evidence-based PA projects. Methods: The characteristics of the Global Physical Activity Questionnaire(GPAQ) and its reliability and validity were overviewed based on the current scientific evidence in the field of PA. Relevant articles were identified through multiple sources including PubMed, Science Direct, Scopus, CINAHL, ASP, RISS4U, and KISS. Results: The GPAQ has strong points over the Short Form of International Physical Activity Questionnaire(IPAQ-SF) as a monitoring tool to meet recommended PA levels for three domains separately and reflecting a better understanding about walking. Its reliability and validity also were reported as acceptable in existing studies overall. Some limitations of this questionnaire, however, need to be addressed to improve its quality. Conclusions: For monitoring of evidenced-based physical activity projects, we considered that it is able to be provided an opportunity for in-depth discussion among academic experts and policy-makers about the necessity of complements for KNHAES and applying new tools, and it could be the basis for development of physical activity monitoring tool in the future.
This article puts forward the opinion of a policy expert, who had been involved in Korea's science and technology policy for 30 years, about technology policy for SMEs. This article first explains why technology policies for SMEs are needed, and from what point of view. The next section looks at the current problems facing Korean SMEs, followed by the introduction of past and current polices to support SMEs. The comparison between current issues facing SMEs and past and current policies leads to lessons that can be learned. There are four lessons for the policy itself and three for the implementation of these policies. As for policy, the first four are about stages of development, concentration, R&D and diffusion, and policy mix. The latter three are policymakers, institutional building, and cooperation between ministries. This article makesfour suggestions for future policy: the importance of startups' culture, cooperation with others, infrastructure to reduce uncertainty, and policy monitoring and evaluation.
The National Nutrition Survey in Japan (NNS-J) started in 1945 and has provided information on dietary intake and health status of Japanese citizens to the public and policymakers for more than half a century. We summarized several relevant issues on the survey in this report : the current framework of the NNS-J in accordance with the Nutrition Improvement Law, utilization of the survey for nutrition and health policy in Japan, the Health Promotion Law recently enacted in 2003, the national plan for health promotion and disease prevention (Health Japan 21), and possible measures to improve the survey systems under the new law. We also mentioned implementation structures of regional health and nutrition surveys, because the Health Promotion Law designates an active role of local governments on promoting health for their citizens, which will enhance the needs for appropriate assessment of health and nutrition conditions in each community as well as the monitoring at the national level. Rapid population growth and land use changes have severely degraded streams across the United States. In response, there has been a surge in the number of stream restoration projects, including stream restoration for mitigation purposes. Currently, most projects do not include evaluation and monitoring, which are critical in the success of stream restoration projects. The goal of this study is to review the current status of assessment methodologies and restoration approaches for streams in Virginia, with the aim of assisting the restoration community in making sound decisions. As part of the study, stream restoration projects data from a project in Fairfax County, Virginia was assessed. This review revealed that the stream assessment methodologies currently applied to restoration are visuallybased and do not include biological data collection and/or a method to incorporate watershed information. It was found from the case study that out of the twenty nine restoration projects that had occurred between 1995 and 2003 in Fairfax County, nineteen projects reported bank stabilization as a goal or the only goal, indicating an emphasis on a single physical component rather than on the overall ecological integrity of streams. It also turned out that only seven projects conducted any level of monitoring as part of the restoration, confirming the lack of evaluation and monitoring. However, Fairfax County has recently improved its stream restoration practices by developing and incorporating watershed management plans. This now provides one of the better cases that might be looked upon by stakeholders when planning future stream restoration projects.

Recently, as the importance of eco-friendly energy has increased hydrogen gas is in the spotlight as future energy. Due to its special properties, hydrogen gas is more difficult to detect requiring more precise sensing technology. The primary objective of this study is to design a concept of an underground hydrogen pipeline monitoring system. For this, the following research works are conducted sequentially; 1)selection of core technology for conceptual design, 2)state-of-the-art review, 3)design of a concept of the system. As a result, DAS(Distributed Acoustic Sensing), and DTS(Distributed Temperature Sensing) are selected as each core technology. Furthermore, a conceptual design of an underground hydrogen pipeline monitoring system is deducted. It is expected that the impact on the eco-friendly energy industry will be enormous due to the increasing interest in using hydrogen energy.
The purpose of this study is to review the characteristics of the policy for supporting child care and education in Korea. In order to suggest the theoretical and practical issues for child care and education policy, it is necessary to evaluate the existing policies. Based on the review of the literature, the legal system, and the policy, the child care support system in Korea is evaluated to be fragmentary and inconsistent. And Korean child care policy is a mixture of the conservative and the liberal one. In order to meet the needs of the family and children of Korea, more progress approach to child care policy is needed. The suggestions of this study are to have Korean government give more weight on societal care of children, introduce children's allowance, integrating child care and education system and developing policy monitoring systems in Korea.

The authors emphasize that the Republic of Kazakhstan is characterized by significant differences in the level of innovation capacity of regions. This article summarizes that the result of the monitoring of innovation potential of the regions are prerequisites for innovation policy adjustments, make it more dynamic, which ultimately contributes to its effectiveness. So, there are substantial differences in the level of innovation potential of the regions in the Republic of Kazakhstan, meanwhile it is noted that most regions' innovative features and potential can be assessed as average. After analysis of previously used methods, it can be concluded that the ranking of the level of innovation potential of regions takes place in the following order: High level of innovative potential: East Kazakhstan (3 matches), Almaty city (2 matches), Pavlodar (2 matches) and Zhambyl regions (2 matches); Low level of innovative potential: Almaty (2 matches), Mangistau (2 matches), West Kazakhstan (2 matches), Kyzylorda oblast (2 matches). In conclusion, it is emphasized that monitoring of innovative potential of regions creates the preconditions for innovation policy adjustments. These adjustments make the policy more dynamic and contribute to its effectiveness in the long run.
