빅데이터 분석을 통한 지방자치단체 정책이슈 도출 방법론 (Methodology of Local Government Policy Issues Through Big Data Analysis)

  • 본 연구의 목적은 효율적이고 효과적인 정책 발굴 과정에서 빅데이터의 활용이 점차 중요해지는 현실에서 지방자치단체의 정책 이슈 발굴에 빅데이터 분석을 활용하는 방안을 제시하는 데 있다. 이를 위하여 본 연구에서는 수원시를 대상으로 지난 3년간의 수원시 약 18만 건의 기사를 분석하여 정책 이슈를 발굴하였으며, 이를 IPA분석을 통해 정책의 우선순위를 평가하였다. 본 연구의 분석 결과는 신문 기사를 통한 반정형 빅데이터의 분석으로 전국의 주요 이슈와는 차별화된 지방자치단체의 차별화된 정책 이슈를 도출하는데 효과적임을 보였으며, 특히 도출된 정책 이슈들이 대부분 그 우선순위가 높은 것으로 평가되었다. 이처럼 본 연구에서 제시한 빅데이터 분석을 통한 정책 이슈 발굴의 방법론은 지방자치단체가 효율적인 정책 이슈를 도출하고 민의를 효과적으로 파악할 수 있음을 의미한다. 또한, 본 연구에서 제시한 방법론은 지방자치단체의 온라인 민원 자료, 주민 SNS 등 다양한 반정형, 비정형 빅데이터의 분석을 통한 정책 이슈 발굴에 적용이 가능할 것으로 기대된다.

탄소배출권 거래제도 의제형성과정의 역동성 분석 (Dynamic Analysis on the Policy Agenda Setting Process of the CO2 Emissions Trading)

  • The main purpose of this study is to find what steps are needed for a system for CO2 emissions trading to be formulated as government policy, using System Thinking approach. First, this paper analyzed Korean newspapers to consider the social issue regarding CO2 emissions trading. There were more articles related to international issues than domestic ones before 2008. This trend, however, became reversed from January 2008, which means that consideration of CO2 emissions trading has been discussed as a domestic social issue from 2008. Second, it analyzed speeches by former president Roh Moo-Hyun and current president Lee Myung-bak. In particularly, President Lee Myung-bak declared "Low Carbon and Green Growth" as a new growth engine and a Korea's vision of the future national development. Third, it examined which government agencies, including departments and committees, are pursuing policies regarding climate change, global warming, and CO2 emissions trading. Most policy has originated in the Ministry of Environment, although policy alternatives have been proposed in other agencies including the Ministry of Knowledge Economy. The study concludes that the political consideration has played a major role in the policy agenda-setting process of the CO2 emissions trading in Korea.

  • 정보통신 정책환경 변화에 따라 정보화 촉진이 당면과제로 부각되고 있다. 이에 따라 네트워크 구축중심의 정보화 전략은 응용서비스의 구축과 상호 연계시켜야 할 필요성이 높아지고 있다. 초고속정보통신기반을 활용한 정보화 촉진전략은 필연적으로 응용서비스의 개발제공활용으로 귀결되기 때문에, 응용서비스의 효율적인 개발·제공·활용을 위한 정책방향의 모색과 바람직한 정책수단의 발굴이 필요하다. 본 논문에서는 정보화 촉진과 관련한 국가의 제반정책의 현황 및 문제점을 분석하고, 정보화를 위한 응용서비스의 효율적 구축방향을 제시하였다.

4P Model for Strategic Research Planning: Focusing on the Cases of Korea Research Institute of Chemical Technology

  • The demand for efficient utilization of input resources and productive outcomes is increasing as the government's R&D investments in Government-funded research institutes (GRIs) expand. These changes call for improving research-planning activities, which are defined as a set of activities wherein objectives are established, strategies for acquisition and expenditures of research resources are devised, and utilizations of research outcomes are addressed. This study introduces the integrated 4P analysis model that identifies the relationships among patents, papers, products, and projects. It looks into 4P analysis structure and its efficiency as a research planning means through case studies of the Korea Research Institute of Chemical Technology. This study introduces 4P analysis applied to KRICT, which can be utilized for outcome-oriented research planning of GRIs. At the same time, it investigates into the benefits and implications of 4P analysis. It proffers policy suggestions on such aspects as how research planning of GRIs should go through changes in a strategic and systematic way.

  • E-Government is an administrative innovation that utilizes information technology and is the most powerful means to strengthen government competitiveness. At this moment, countries around the world are continuously improving government competitiveness by continuously implementing government innovation through the implementation of e-Government. Many scholars argue that e-Government should be changed in response to the Fourth Industrial Revolution. Therefore, Korea adopted the government 3.0 instead of the e-Government and promoted the information policy. But the result was a failure. Korea was once a leading country in e-Government, but now it is falling due to government 3.0. The reason can be analyzed in various ways. First of all, over the past decade, Korea's e-Government has been neglected without obtaining the permanence of policy. And the Korea government pursued a new strategy under the name of disconnecting from the past and lost policy permanence. Therefore, future information policy, especially e-Government policies, should be pursued from a politically neutral point of view. The lesson of government 3.0 failure in Korea is clear. Regardless of the government's replacement & regime change, the information policy should be pursued with consistency.

방산분야 공인시험기관의 수요확산 예측 및 정책 방향 연구 (A Study on Forecasting the Diffusion of Certified Testing Service Institutions and Direction of Policy Making in Defense Industry)

  • In order to ensure the reliability and specialty of weapon system test results, a policy of extending certified testing service institutions has been driven by applying accreditation system of the ones in defense industry. Bass and Logistic models are used to apply the policy effectively and forecast the diffusion pattern of certified testing service institutions. The parameters for diffusion forecast are estimated using the diffusion pattern of certified testing service institutions in non-defense industry, and these are applied to forecast the diffusion of certified ones in defense industry. Coefficients of innovation and imitation of Bass model are analyzed to derive the factors influencing the early adoption and diffusion patterns. The more increasing the coefficients, the earlier adoption occurred. Diffusion pattern due to coefficient of imitation, internal factor, has larger effect on sensitivity of diffusion pattern. This means that the self recognition of necessity is more effectively worked than the policy or regulations driven by government.

Effects of Technology Transfer Policies on the Technical Efficiency of Korean University TTOs

  • The Korean government has provided various policy devices to boost technology transfers between academia and industry since the establishment of the Technology Transfer Promotion Act in 2000. Along with the enactment of the law, the Korean government mandated the establishment of a technology transfer office at national and public universities and encouraged technology transfer activities. Despite the quantitative expansion of technology transfer offices (TTOs), operational inefficiency was brought up. As a supplementary policy, the Korean government implemented a line of projects to support the labor and business expenses of leading TTOs. This research questions whether the project greatly affected the technical efficiency of TTOs. We analyze publicly available university panel data from 2007 to 2015 using a one-step stochastic frontier analysis. The results suggest that the program was marginally effective at shifting the technical efficiency distribution to the right on average, but it failed to maximize its impact by diversifying the policy means based on targets. The marginal effects of the program on technical efficiency differ according to the research capability and size of each school. We also compare technical efficiency against the licensing income at the start and end of the program. Technical efficiency increased for the leading TTOs, and both measures show improvements for unsupported TTOs. Our empirical results imply that diversifying the program for universities with different characteristics may have improved the effectiveness of the policy.

둘 이상의 용도지역 등에 걸치는 대지에 대한 용적률 적용기준 변경의 정책적 효과분석 - 강남구를 중심으로 - (An Analysis of the Policy Effect on the Change of Application Standard of Floor Area Ratio for Land Covering Two or More Zoning Area - Focused on Gangnam-gu -)

  • 국토교통부는 지난 2012년 "국토의 계획 및 이용에 관한 법률"을 개정하였으며, 이를 통해 둘 이상의 용도지역에 걸치는 대지에 대한 용적률 적용기준이 변경되었다. 본 연구는 "국토의 계획 및 이용에 관한 법률" 개정에 따른 용적률 적용기준 변경의 정책적 효과 분석에 대한 연구를 진행하였다. 둘 이상의 용도지역 등에 걸치는 대지라 함은 일반적으로 이해하고 있는 노선상업 또는 노선준주거 지역이다. 본 연구는 노선상업 또는 노선준주거 지역이 상대적으로 많이 입지해있는 서울의 강남구를 대상으로 정책효과를 검증하였다. 이를 위해 2007년부터 2017년까지 강남구에서 거래된 오피스 사례 468건이 분석에 이용되었다. 정책변경에 따른 효과를 검증한 결과 정책변경에 따른 용적률 인센티브를 받은 오피스는 그렇지 않은 오피스에 비해 19.08%의 평당 매매가격 상승이 있는 것으로 나타나 법개정에 따른 경제적 효과가 상당히 컸음을 알 수 있다. 또한 기존 정책이 둘 이상의 용도지역 등에 걸치는 대지의 소유자들의 토지이용에 대한 제약으로 작용했고 이는 곧 해당 자산이 갖고 있는 본연의 가치를 절하요인으로 작용했다고 볼 수 있다. 따라서 본 연구 결과는 정책변경이 둘 이상의 용도지역에 걸쳐있는 토지의 합리적 이용을 이끌어내 해당 자산 본연의 가치를 평가받고 있다는 실증적 근거를 제시했다는데 기여를 했다고 볼 수 있다.

  • The purpose of this paper is to suggest field-oriented policy of regional innovation support system. To accomplish this purpose, we examined the status quo of technical support ,performance satisfaction of consumers and practical issues. The key factors influencing core technical innovation of small and medium firms are development fund, R&D employees, experimental instrument, technical information, protection of intellectual property, subcontracting and so on. To make sure of practical effect, therefore, it would rather necessary to implement policy support linking government and supporting means on the ground of needs of small and medium firms than specific method such as funding.

  • Slow-moving items whose cost is so high and/or whose demand is so low the optimal policy is to place a reorder immediately whenever a demand occurs. This is a continuous review (S-1,S) inventory policy which means that whenever a demand for an arbitrary number of units is accepted, a reorder is placed immediately for that number of units. This paper show optimal inventory level ($S^*$) when arrivals tend to get discouraged and recommend practical difficulties of deciding stockholding policy of slow-moving items. Also, a simple numerical example is provided.
