  • The purpose of this paper is to suggest issues of South and North Korea's common fisheries policy that is expected to be realized in the process of economic integration between the two countries. The paper has shown feasible policy alternatives of fisheries cooperation according to the steps of economic integration between the two countries. The paper has examined the possibilities and economic effects of several policy alternatives as follows : South Korea's fishing in North Korea's fishing area with fishing fee, limited reciprocal fishing in the opposite countrie's fishing zone, joint, ventures between two countries, and South and Nort Korea's common fisheries policy.

Comparative Study of Social Integration Policies for Multi-cultural Families in Korea and the United States (다문화가족을 위한 사회통합정책에 관한 한.미 비교연구)

  • This study examined social integration policies for multi-cultural families in Korea and the United States through a literature review and internet research. Because the United States has developed and maintained its own culture, this was an appropriate country to compare to Korea in terms of social integration policy. There were four main results. First, both countries enforce assimilation policies for multi-cultural families. Second, most social integration programs and services for multi-cultural families in Korea are carried out by the Multi-cultural Family Support Centers, which are supported by the national and local governments in Korea. However, because the U.S. government has preserved a laissez-faire approach to policies for immigrant families, there are no government-based support centers for multi-cultural families in the United States. Third, both countries focus on the assimilation of multi-cultural families. Nevertheless, the U.S. government promotes a balance between ethnic identity and U.S. citizenship. Fourth, the U.S. government strongly supports second-generation education and development programs that recognize the second generation as a human resource for the future of society. In summary, even though there were some cultural differences between the two countries, the United States' assimilation policies based on ethnic identity would be useful for Korean integration policies. In addition, it is very important to offer opportunities for mutual integration in everyday life between Korean families and multi-cultural families.

  • Innovation Policy has evolved to solve social problems through technological innovation. Industrial innovation policy promotes technological innovation so that it consolidates industrial competitiveness and aims at economic growth; however, societal innovation policy promotes technological innovation in the social service domain to improve the quality of life and strengthen sustainability. A different policy regime is required because the objectives and directions of societal innovation policy are different from those of industrial innovation policy. This report consolidates the concepts and characteristics of societal innovation policy that suggest policy options.

A Study on Social Integration of Person With Disabilities based on Independent Living Paradigm : Life Span (자립생활 패러다임에 따른 장애인의 사회통합에 관한 연구 : 생애주기를 중심으로)

  • The purpose of this study is to examine the level of social integration of the person with physical disabilities based on independent living paradigm according to life span and to find factors affecting social integration and therefore to make policy implications for a better rehabilitation system. The data was obtained through telephone interviews with physically disabled residing in the city of Seoul and the suburb area of the city. The final sample consists of 591 respondents. The data was analyzed through frequency, oneway anova, pearson's correlation analysis, and multiple regression. In this study, social integration based on independent living paradigm was divided into separate but related dimensions: autonomy of activity daily living, accessibility, economic level, degree of social support satisfaction, consumer control, psychological empowerment. The major findings of this study were as follows: First, the levels of six dimensions of social integration based on independent living paradigm were very different and especially the level of dimensions such as degree of social support satisfaction and consumer control were lower than other dimensions of social integration. Second, each level of social integration by life span was very different. Finally, the factors affecting social integration were socio-psychological traits such as social support, rehabilitation services, self esteem and acceptance of disability as well as the attribution to disability. The current findings suggest that improving nay only ADL or accessibility but also consumer control or social support should be considered by professional and policy makers. And differentiated intervention and policy according to life span necessary to policy makers and field practitioners.

A Study on the Effect of Logistics Integration between Shipping Companies and Logistics Companies on Performance (해운기업 및 물류기업 간의 물류통합이 성과에 미치는 영향에 관한 연구)

  • The results of this paper show that strategic and technical factors in the integration of logistics between shipping and logistics companies act as a synchronizing factor for internal and external logistics integration. In addition, internal integration of logistics is expanded to external integration, and internal and external logistics integration is shown to enhance the logistics performance of companies. In other words, the greater the strategic need for logistics integration and the higher the utilization of logistics technology, the stronger the motivation for logistics integration. Furthermore, both internal and external integration of logistics have a positive impact on companies' logistics costs and improvement of logistics services.

  • Two mega-regional negotiations are changing the landscape of Asia Pacific trade policy: an Asian track centered on ASEAN (the Regional Comprehensive Economic Partnership or RCEP), and a Trans-Pacific track centered on the Trans-Pacific Partnership (TPP) among 12 economies, including the United States, which Korea is expected to join. Modeling results suggest that both would generate substantial benefits for Korea and the global economy. From Korea's viewpoint, the agreements would establish new FTAs with China, Japan and smaller economies, improve the utilization of FTAs by permitting the regional cumulation of inputs, and help to upgrade some Korean FTAs to more rigorous standards. By participating in these agreements, Korea could also help to guide them toward inclusive, high-quality regional outcomes. As one of the region's most open and agile economies, Korea has a large stake in regional integration and would be well advised to pursue both tracks.

Theoretical Overview of Housing Welfare and Future Policy Issues (주거복지에 대한 이론적 개관 및 향후 정책과제)

  • The purposes of this study are to define 'housing welfare' which constitutes an important theme of discussion today and to present some future policy issues. Recently, the expression 'housing welfare' is widely used in our daily life and written in some laws, but its concept is still ambiguous. Housing welfare can be defined as 'the situation in which citizens gain access to a decent housing and adapt themselves well to the community life. In this context, the goals of housing welfare policy should be as follows: reduction of the number of households living below the minimum standard in housing, promotion of the right to housing, housing provision and management based on housing needs, linkage of housing and other welfare measures, realization of social integration and social justice. But, there are still some controversies on such questions as target group, moral hazard of beneficiaries, social equity, etc. To get all the policy alternatives more effective, efforts should be made to improve the general infrastructure of welfare policies, to prevent NIMBY phenomenon of local actors, and so on.

The Evolution of Korean Information Infrastructure and Its Future Direction: A System Dynamics Model

  • The recent technological and industrial revolution dictates a new approach in constructing Korean Information Infrastructure. Lacking past data on the newly emerging markets, econometrics methodologies cannot accurately forecast future path of advanced networks, let alone dynamic impacts of public policies. In this paper, we have built a system dynamics model of the Korean Information Infrastructure and simulated diverse policy measures including market integration and government initiative in investment for experimenting their effectiveness. The most counterintuitive result of our research is that the market integration policy will facilitate CATV networks at an early stage until the year 2010, but will result in a diminished market size in the long run. With the system dynamics approach, we can enhance our understanding of the complex policy systems and get valuable insights through learning by modeling and simulation.

  • In this paper, I tried to analyze the relationship between the market structure of teleommunicatin industry and market performance using Economides and Lehr's results considering composite goods methods. And I took three policy scenarios into account. First, government tires to implement the policy which divides the integrated monopoly into network operator and service provider, then invite competition to service part. Second, government tries to implement the policy which invite the competition to service part only. Third, government tries to implement the policy which invite the competition to integrated duopoly. I gained the best result in the third scenario. So we can conclude that Parallel vertical integration is the best market structure. I also specially checked the relationship between the market structure and service quality. I gained the best service quality in the third scenario. So we can conclude that Parallel Vertical Integration is also the best market structure with regard to the service quality.

Measuring the Degree of Integration into the Global Production Network by the Decomposition of Gross Output and Imports: Korea 1970-2018

  • The import content of exports (ICE) is defined as the amount of foreign input embodied in one unit of export, and it has been used as a measure of the degree of integration into the global production network. In this paper, we suggest an alternative measure based on the decomposition of gross output and imports into the contributions of final demand terms. This measure considers the manner in which a country manages its domestic production base (gross output) and utilizes the foreign sector (imports) simultaneously and can thus be regarded as a more comprehensive measure than ICE. Korea's input-output tables in 1970-2018 are used in this paper. These tables were rearranged according to the same 26-industry classification so that these measures can be computed with time-series continuity and so that the results can be interpreted clearly. The results obtained in this paper are based on extended time-series data and are expected to be reliable and robust. The suggested indicators were applied to these tables, and, based on the results we conclude that the overall importance of the global economy in Korea's economic strategy has risen and that the degree of Korea's integration into the global production network increased over the entire period. This paper also shows that ICE incorrectly measures the movement of the degree of integration into the global production network in some periods.
