This research was for reviewing the people return to farm and rural area, and recommend to some policy implication for supporting it. For the study, literature review was doing and seeking about return farmer meaning and motive, return type, moving problems, adaptation problems, satisfactions degree and farm life and rural life continuance will, and return farmers' characteristics. Based on the study, twelve policy recommendations offered.

The purport of this paper is to deduce political implication and significance of the proposed redress scheme of 'Consumer Collective Lawsuit (hereinunder "CCL")' under way to be introduced by the Korean government via various assessments per each phase of policy implementation process. To this end, the paper classifies the subject policy (referring to CCL) implementation process into 4 phases: policy origination, policy enactment, policy advertisement, and policy execution. Based on the said classification, assessments per each phase together with pros and cons analysis have been conducted. Through the aforementioned analysis, the paper concludes the following political implication and significance of CCL under way of introduction: - 1. In the case of policy origination led by external parties, a social consensus by and from involved parties with various interests is the most critical; 2. Prior feasibility and/or suitability study is also crucial in the policy implementation procedure; 3. To mitigate inter-ministerial conflicts that might arise from the due policy making procedure, democratization of conflict settlement mechanism, and institutionalization of participation in and disclosure of policy making process are cal led upon; and 4. Prior planning wi th respect to the public relation and advertisements of the subject policy on the table poses substantial significance.

This paper critically reviews three decades of research on geographic variations. in health services utilization in the United States, thereby drawing policy and research implications for Korea. The recent renewed interest in variations research in the United States, precipitated by studies on regional variations in Medicare expenditures, stems mainly from the policy implication that a substantial amount of Medicare expenditures could be saved without compromising quality and access. From the research perspective, this policy implication was made tenable by integrating micro- and macro-level analysis of variations in health services utilization. Still, theoretical limitations inherent in the research pose great challenges to developing effective strategies at the health system level. Variations research in the United States can serve as a case study as to how health services research has responded to efficiency and quality issues in an ever expanding health system Considering the current health policy and research environment in Korea, the following implications can be drawn. Variations research will help formulate a national policy agenda for health care quality and also advance the framework of approaches to health policy issues. For such purposes, both relevant descriptive and hypothesis-testing studies are needed. Further advancement in variations research will require interdisciplinary explorations and methodological sophistication. To the extent that Korean health policies will strive to achieve complex goals, variations research will increasingly prove to be useful.

The decline of railway industry been a world-wide phenomenon. Recently, increased attention has therefore of railway systems has considerable impacts on the existing transport systems. Korea is expecting a era of high-speed railway and thus the need for the preexamination of such system emerges. This study is therefore concerned with the impacts on the conventional railway systems of the planned high-speed railway and its policy implication. The results revealed that the high-speed railway is almost exclusive to the conventional railway system emerges. The results revealed that the high-speed railway is almost exclusive to the conventional railway systems. The only impact is to induce some users of the conventional railway services, resulting in some excess track capacity of Kyungbu line. It dose however appear not to have any influence on the level of service for the conventional passenger services and rail freight transport. Consequently, it appears desirable to pay as much attention to the conventional railway systems as to the high-speed railway.

The main objective of this study was to investigate how people prepare for old age by looking at financial statements from single-person households in Gyeonggi province; the policy implications regarding low fertility and population aging are considered. The subjects were members of 600 households who were aged 26 to 44 years old and not married. The data were analyzed by t-test, ANOVA, and dichotomous logistic regression using SPSS WIN 12.0. Respondents pointed out that financial problems are the greatest challenges for those facing old age in single-person households; they said that a stable job is the most important factor for secure living. About 57% of household residents responded that they have prepared for retirement, and a majority of them said they hoped to spend their elderly years with a marriage partner. The financial statements from single-person households were inferior to those from other types of households. The assets of single-person household members were less than those of other households. Only 10.5% of respondents have owned homes. The study discusses policy implications for those who want marriage and for those who don't want it. For those who want marriage, job-seeking support was proposed, and for the others, tax deductions and family programs for single-person households were proposed.

This paper focuses on examining environmental implications embedded in recent spatial expansion of the Asian megacities as well as exploring the potentials of planning practices in addressing urban environmental problems. Regardless what underlying forces of recent metropolitan expansion are, nearly all the Asian megacities suffer serious environmental problems as these cities rapidly grow in terms of population and geographical boundaries. Furthermore, the global environmental implication of urban expansion at Asian megacities implies that there must be intense endeavor to develop more innovative policy solution in order to tackle down the worsening urban environmental problems in Asian cities at a metropolitan scale. Given the situation that there has been little attention on environmental consequence of the Asian metropolitan expansion in spatial term, this paper presents the overview on the changing nature of urban environmental problems embedded in the spatial expansion of recent metropolitan area in Asia, along with exploring possible solutions from planning practices guiding sustainable urban development in Asia.
