With the qualitative methods for casino-related policy analysis on sense of residents, the degrees of expectation, support, adequacy, awareness, participation, contribution, and benefit which were derived from results are as follows: Firstly, from the recognition analysis on casino related policy, recognition III ranked at the top, and benefit and contribution II followed next. From the result, promotion policy on closed mine area fell short of expectations. The second phase of development project and appropriate the dead-mine development fund for promotion of substitute industry by the needs of residents. Secondly, derived from the comparative evaluation of casino-related industry, all comparison targets ; awareness of promoting policy and contribution to regional development, participation and contribution to Regional development, benefits and contribution to regional development, participation in the closed-mine area and contribution to regional balanced development, and lastly benefits and regional balanced development) are related to each other.

The purpose of this paper was to draw implications for community economic development policies of Korean local governments by investigating the community economic development policies of the USA local governments. Those policies can be segmented to first wave(1950s-1970s), second wave(1980s), and third wave(1990s) of development policy. First two policies entailed some expense to community residents by providing low tax rates, tax abatement, tax reliefs, industrial revenue bonds, and direct state loans for potential companies. These policies brought ‘clawback’ and ‘drawbacks’ to the local residents. The third wave of community economic development policy includes capital market programs(predominantly government-financed loan programs and government support for predominantly privately financed loan or equity programs), providing information and education for small business in the communities, supporting small business by providing high technology and research, and export assistance-providing information/training opportunity how to export, sending trade missions, and export financing. Local government authorities in Korea should learn the community economic development policies administrated by the USA local governments so that they can avoid the potential try-and-errors in establishing, planning, and administrating their economic development policies.

The purpose of this study was to analyze the number of university entrants influenced by the population decline of school age, to discuss the major issues of university restructuring policy initiated by government, and to suggest the mid- to long-term policy agenda on university restructuring. According to the analysis of university enrollment changes, university enrollment quota will decrease to 29% of year 2013. And the ratio of private university enrollment and the entrants of universities in the metropolitan areas will increase. Under these circumstances, it is highly concerned that high school graduates will be more concentrated to private universities located in the metropolitan areas. The government policy on university restructuring have several problems on the direction, the pursuing strategies, and the negative impacts of it. This study suggested the new paradigm for the university development and also the alternative strategies such as the balanced development in universities, financial support system, school-to-work policy, university collaboration system, and an enactment of university development.

The paper is to study and analyze the major issues and current problems of space law and policy to suggest the direction of Korean aerospace policy for future development facing the 21st century of air and space industry. It briefs the development of aerospace science and space law. It also outlines the special characteristics and present status of space law. It further reviews the regulatory regime of commercial space carriers, international telecommunication satelite and space environmental problems. Finally, it suggests the future directions of Korean space policy to develop as one of leading space countries in the 21st century.

The goal of impact studies (e.g., as mandated by NEPA in the USA) is to ensure that the full implications of development proposals (ecologic, economic, and social) are taken into account before decisions are made and projects are allowed to proceed. In other words, the aim is to ensure that impact assessment is integrated into planning and policy processes. Today. nearly 25 years after the enactment of NEPA, it is appropriate to inquire regarding the extent of progress toward such integration. This paper examines the role of impact assessment in planning and policy processes with specific reference to resource development projects in the Great Plains region of the USA. The author gives special attention to the socioeconomic impacts associated with energy resource extraction and conversion projects and the role of impact assessment in project evaluation, in local and regional planning, and in state policy development.

The purpose of this study is to provide guidelines of library collection development policies statements. As a case study, 5 national and 2 public libraries are selected and analyzed by using 10 elements, which were drawn from existing studies, for examining collection development policy statements. The results show several suggestions which may help the people who is interested in preparing collection development policy statements.

Recently, the space field has become an important element both for national economies and in national security. In the continued development of the space field, policy must play a very important role. However, many researchers who want to participate in space policy are experiencing difficulties due to the lack of a clear explanation and definition of the term 'space policy' itself. Accordingly, this paper defines 'space policy', which is further classified into 'space research and development policy', 'space economy policy', 'space law and regulation policy', 'space security policy', and 'space diplomacy policy'. The important elements of each space policy field are analyzed as well.

This paper aims to evaluate the new regional development policy which is entirely focused on the lagging rural regions in Korea. The new regional development, called the shin-hwal-ryuk policy is to reflect the radical change in the idea and philosophy of rural development. Although traditional rural development policies were top-down-based and physical infrastructure-centered, the new rural development policy idea is based on bottom-up and soft infrastructure which is related to the promotion of regional innovation capacities. However, it is revealed that the new rural policy involves a variety of problems in the process of establishing and making progress the policy plan in a local level. In the operating process of the policy plan, the central government has shown too quick-tempered for achieving visible outcomes, while many of local government suffer from the lacks of professional capabilities to carry out the plan. I see that as a result of the mixture of these problems the new policy is regarded as 'passively localized process' by the central government rather than 'actively localizing process' by the region for building regional innovation capacity.

Purpose - The purpose of this study is to systematically review the background of the Korean distribution promotion policy and distribution adjustment policies along with related regulations and policies. Research design, data, and methodology - Domestic distribution policy and relevant laws were examined through a review of existing research literature. The results of the development process of the domestic distribution policy, promotion policies, and adjustment policies are summarized below. Results - The results are summarized as follows. First, the purpose of the development of the domestic distribution promotion policy was to strengthen the competitiveness of the small and medium business industry through structural advancement of the small and medium industry. By expanding the managerial base for the small and medium industry, a new balance could be created in the national economy. There was a requirement for an early assistance policy for small and medium businesses as a base of these businesses in the distribution industry developed from their original model of catering to a traditional market of retail shops. Since 1996, there was a need for this early assistance policy due to the expansion and rapid growth of large scale stores causing a change in the consumption pattern for distribution markets and the decline of large enterprises. Second, the government supports small and medium business distribution through distribution promotion policies by supporting an organization promoting small business and supporting innovation in the distribution system. Third, in 1961 a business mediation system was established to protect small and medium industries. The Small and Medium Business Administration advises conglomerates to postpone acquisitions, restrain expansion of the business, or to reduce business scale if small businesses undergo an adverse effect such as decreasing demand because large companies are expanding into their areas. Fourth, the Distribution Adjustment Policy managed large-scale store regulation as follows: ① limitation on construction by urban planning ordinance, ② limitation on location based on traffic impact assessments, ③ regulation based on business guidelines by chiefs of autonomous bodies, ④ regulation on mandatory holidays and limitation of business hours. This large-scale store regulation is a policy introduced by authority to increase competitiveness of small and medium business distribution by the government. Conclusions - As discussed in this study, the distribution promotion policy and distribution adjustment policy are government distribution policies focused on the protection of the small and medium distribution businesses. This study is timely, since it was planned when the strengthening of the revisions of the Distribution Industry Development Act, aimed to protect small and medium retailers and merchants, was under discussion. The significance of this study is that it offers insights for the development of new policies in the future and an opportunity to consider the background of the distribution policy by the government.

This study purposed to explain the development process on elder education policy in Korea and to find out its characteristic. As previous studies mainly described the current situation of elder education policy to make a proposal, the analysis of the development process and its characteristic was ignored. Analyzing the government documents the elder education policy was started as a part of by considering the part in saemaul(New-village) movement, the current policy support for the elderly leads to the training of human resources. In the process, characteristic of policy are as follows, first, the policy objectives and targets has changed. And in the late 1990s, most of the established elder education policy was not to run. Finally, it is not match between policy making and implementation.
