Data, by itself, will not reveal the optimal policy choice. Nor will data alone tell us what problems to focus on or how to direct resources. It should be recognized upfront that data-driven policy making cannot provide all the answers to the challenges of good governance. Policy decisions always depend on a combination of facts, analysis, judgment, and values. In this paper, we research on factors to design an organizational policy making for Big Data.

Construct ion sector government policies are targeted towards regulation than facilitation and management. This approach often fails to integrate different segments of the public and private and seems to be inadequate in encouraging the private sector to achieve better quality construction. This situation suggests a need for a better and systematic approach for construct ion policy making. This paper suggests a model-based approach to public policy making using system dynamics approach. Singapore government's policy making efforts to encourage the use of prefabrication are discussed as an application example. This paper presents system models which discuss strengths and weaknesses of the current construction system in Singapore using casual loops, and highlights the feedback processes that would be useful in decision making for the government. Based on these system dynamics models, this paper identifies four major potential policy interventions policy interventions.

In this paper, we consider a small open economy under the New Keynesian model with unemployment of Gal$\acute{i}$ (2011a, b) to discuss the design of the monetary policy. Our findings can be summarized in three parts. First, even with the existence of unemployment, the optimal policy is to minimize variance of domestic price inflation, wage inflation, and the output gap when both domestic price and wage are sticky. Second, stabilizing unemployment rate is important in reducing the welfare loss incurred by both technology and labor supply shocks. Therefore, introducing the unemployment rate as an another argument into the Taylor-rule type interest rate rule will be welfare-enhancing. Lastly, controlling CPI inflation is the best option when the policy is not allowed to respond to unemployment rate. Once the unemployment rate is controlled, however, stabilizing power of CPI inflation-based Taylor rule is diminished.

The purpose of this study is to reduce the barriers to entry into the government- supported startups and to contribute to the improvement of public policy services of the government. To do this, we identify the difficulties and problems that pre-founders are experiencing through startup cases of young entrepreneurs established in 2018, and provide practical help for pre-founders to experience their utility in preparation for government-supported startups, the need for public services to do so. And to propose a mentoring service to help the successful startup of policy-oriented user. This study is effective to adopt and apply the public service design process and methodology to the development of public policy service for the pre-founder who is preparing for government support centered startup. This study is meaningful that it presents one approach that can be considered when the government wants to develop and improve public policy services.

This paper presents the design of a certain highly efficient security policy negotiation of SPS(Security Policy System) for secure network management using mobile agent system. The conventional IP security systems for secure network management have some problems. A drawback to these systems is that the required policy between each security area is different. Another problem is not possible to guarantee whether a packet is transmitted through the same path by both directions and is protected by the same policy due to the topology of the network. Unlike conventional systems, the model developed herein can be resolved by using a mobile agent technology. If each domain needs a negotiation of security policy, a mobile agent manages the result of the negotiation in the form of a passport and guarantees the authentication and reliability each other by using the passport.

Cyber-terror trials are increased in nowadays and these attacks are commonly using security vulnerability and information gathering method by variable services grew by the continuous development of Internet Technology. IDS's application environment is affected by this increasing Cyber Terror. General Network based IDS detects intrusion by signature based Intrusion Detection module about inflowing packet through network devices. Up to now security in network is commonly secure host, an regional issue adopted in special security system but these system is vulnerable intrusion about the attack in globally connected Internet systems. Security mechanism should be produced to expand the security in whole networks. In this paper, we analyzer the DARPA's program and study Infusion Detection related Technology. We design policy security framework for policy enforcing in whole network and look at the modules's function. Enforcement of security policy is acted by Intrusion Detection system on gateway system which is located in network packet's inflow point. Additional security policy is operated on-line. We can design and execute central security policy in managed domain in this method.

Computer security is considered important due to the side effect generated from the expansion of computer network and rapid increase of the use of internet. Therefore, Intrusion Detection System has been an active research area to reduce the risk from intruders. Especially, The paper proposes a new Security Policy-based Intrusion Detection System Model, which consists of several computer with Intrusion Detection System, based on Intrusion Detection System and describes design of the Security Policy-based Intrusion Detection System model and prototype implementation of it. The Security Policy-based Intrusion Detection Systems are distributed and if any of distributed Security Policy- based Intrusion Detection Systems detect anomaly system call among system call sequences generated by a privilege process, the anomaly system call can be dynamically shared with Security Policy-based Intrusion Detection Systems, This makes the Security Policy - based Intrusion Detection Systems improve the ability of countermeasures for new intruders.

Purpose: The purpose of this study is to explore how to apply marketing and foster public policy for better establishment of the sharing economy in a society. In particular, this study investigates the following: i) how citizens understand definition and scope of the sharing economy; ii) how citizens actually use and perceive sustainability of the sharing accommodation? iii) how factors such as policy preparation for marketing to the public, policy preparation for regulations, and perceived sustainable growth affect overall attitude to accommodation sharing?; iv) how does overall attitude affect satisfaction and intention to use? Research design, data and methodology: This study conducted an online survey with the assistance of a well-known research firm and applied secondary data. This study applied t-test, factor, ANOVA, and regression analysis for analysis. Results: The results found that policy preparation for marketing to the public, policy preparation for regulation, and perceived sustainable growth of the accommodation sharing significantly affect overall attitude toward accommodation sharing. Conclusions: The results provide managerial and policy implications. The sharing economy will be established in a society with better understanding of the meanings and scopes by citizens. Better policies should be prepared and promoted to the public to increase awareness for sustainable growth of accommodation sharing.

Purpose: The purpose of this study is to explore how to apply socially responsible corporate management and public policy to perceive awareness and adoption of electric vehicles for global sustainability. This study examined i) how perceived factors such as economic, environment, convenience, uncertainty, and efficiency factors differ based on experiences of electric vehicles, ii) how actual and potential customers perceive management and policy issues on electric vehicles differently, iii) how proposed factors including policy planning for the management of electric vehicle, prospect of electric vehicles, and socially responsible corporate activities affect overall attitudes toward electric vehicles? iv) how overall attitudes affect growth of electric vehicle industry and development of automobile industry? Research design, data and methodology: This study conducted an online survey and applied t-test, ANOVA, factor and regression analysis. Results: This study found that policy planning for the management of electric vehicles, prospect of electric vehicles, and corporate activities affect overall attitudes toward electric vehicles and actual and potential customers showed mean differences on management and policy on electric vehicles. Conclusions: This study provides managerial and policy implications. This study suggests promoting policies for better adoption of electric vehicles and regulatory policies to enhance global sustainability and prospect of electric vehicles.
