Towards a Knowledge Recipe for State Corporations in the Financial Sector in Kenya

  • Knowledge recipes are packages of knowledge which arise from the process of combining the knowledge assets in the organization in distinctive ways. This involves converting them into useful outputs which are the ideal core competitive advantage enablers for companies. The major objective of this study was to propose a knowledge recipe for financial-sector state corporations in Kenya. The study adopted a convergent parallel mixed methods research design. Quantitative and qualitative data were collected using questionnaires and key informant interviews. The target population of the study was 1574 respondents drawn from all financial state corporations. A multistage sampling technique was used for the study. The first phase involved purposive sampling of the organizations to be studied whereby the four state corporations namely: Capital Markets Authority, Competition Authority of Kenya, Kenya Investment Authority, and Kenya Revenue Authority were identified. The second phase entailed stratified sampling of the respondents in three strata namely senior management team, knowledge management team, and general staff. The authors used a census of all senior management team and knowledge management staff while a simple random sampling technique was used for the general staff. By use of the Krejcie and Morgan table, the actual sample size was 358 respondents from all the four organizations. Data were collected using questionnaires and interview schedules. The qualitative data were analyzed using content analysis while the quantitative data were analyzed by the use of Ms. Excel and VOSviewer and presented using pie charts, bar graphs, and tables. The response rate for this study was 257 (72%). The study revealed that while most employees in the financial sector organizations understand their knowledge needs, knowledge types, knowledge uses and knowledge gaps, they do not have a universal knowledge recipe to facilitate effective knowledge management in their organizations. Consequently, the authors propose a universal knowledge recipe for the state corporations in the financial sector in Kenya. The ingredients of the recipe are legal-knowledge (18%), financial knowledge (15%), administrative knowledge (11%), best practice (10%), lessons learnt (8%), human resource knowledge (8%), research and statistics knowledge (7%), product knowledge (6%), policy and procedure knowledge (5%), ICT knowledge (4%), investor knowledge (3%), markets knowledge (2%), general knowledge (2%) and regulatory framework knowledge (1%).

Evaluation of Health Promoting School by School Characteristics (학교특성에 따른 건강증진학교 평가)

  • Objectives: The purpose of this study was to assess input for health promoting schools (HPS), and to evaluate HPS based on WHO's guidelines through school characteristics, and to identify the schools' need among six areas of HPS. Methods: A stratified and random cluster sampling design was used to obtain a cross-sectional sample. A total of 59 elementary, middle and high schools in Seoul and Gyeonggi areas were included, and 333 teachers (males 40.6%, females 59.4%) participated in this survey. A self-reported questionnaire consisted of ten items for input for HPS, 50 items for the evaluation of HPS and three items for the schools' needs among six areas of HPS. Data was analyzed through a t-test, ANOVA, and a Duncan test. Results: The mean score of input for HPS was 48.5 ($\pm$15.3). Elementary schools had higher mean scores of input than middle schools. The mean score of schools with a management committee was higher than those schools without it. The schools which had meetings on health issues had higher mean scores. The mean score for HPS was 76.8 ($\pm$9.4): the area of "School Physical Environment" had the highest score (80.0$\pm$10.9), and the area of "Community Relationships" had the lowest score (67.1$\pm$13.9). Elementary schools had higher mean scores of HPS than middle and high schools. The schools which had less than nine classes and more than 31 classes had higher mean scores. The mean scores of schools with less than 340 students and more than 1201 students had higher. The schools which had meetings on health issues had higher mean scores. The same results were found on six areas of HPS. The teachers responded that the areas of "School Health Policy", "The School Physical Environment", and "Health Service" should be supported among the six areas of HPS. Conclusion: Based on these results, more concerns and support for school health are necessary. Middle schools should give more regard on the development of HPS. For comprehensive school health promotion, all six areas of HPS should be equally supported.

Analysis of Current Status and Teacher Librarians' Perception about Space Composition and Interior Environment of School Libraries (학교도서관 공간 영역 및 실내 환경 요소의 구성 현황과 사서 교사 인식 분석)

  • The purpose of this study is to analyze current status and teacher librarians' perceptions of school library space composition and indoor environment, and propose some methods for the school library to be a basic educational facility. The space most secured by the 126 teacher librarians who participated in the survey was the free reading area, and the space with the lowest level was the media production and group project area. The most important types of spaces for teacher librarians are the teaching area and the free reading area, while the recognition of the importance of media production and group project areas is relatively low. Among the elements of indoor environmental assessment, they showed that safety and comfort were the most important but diversity and flexibility were relatively less important. The result of this analysis is different from the school and library policy direction that emphasizes the learning commons and maker spaces. Teacher librarians still seem to appreciate the importance of traditional library space. Therefore, it is necessary to include the establishment and operation of maker spaces and learning commons in the teacher librarians training and retraining process. In addition, it is necessary to increase the participation of users such as teachers, students, and parents in space composition and interior design initiatives to increase the user's interior environment satisfaction.

A Design of Delta-Average Queue Management Method for Supporting QoS in Wireless Sensor Networks (무선 센서 네트워크에서 QoS 제공을 위한 Delta-Average 큐 관리 기법 설계)

  • Recently, the advances on sensor technology increases the study on data processing oriented middleware. Usually, most of middleware uses the naive and delta method for queue management to process data effectively. But such a queue management method it is difficult to support guaranteeing of the requested quality of services because it simply discards the data in a queue when the overflow is occurred. To handle this problem, some methods for minimizing data volumes in a wireless sensor network have been studied, but most of them cause another problem that needs the huge processing time additionally with higher complexity of the proposed algorithm. In this paper, we propose a new method of delta-average queue management by applying the mean value to the exiting delta queue management method using the data differences to handle the problem of queue overflow. The proposed method has lower complexity than the others and increases the QoS of a WSN application by using mean value instead of using data discarding policy. In addition, it is designed to manage a queue effectively by controlling the range of data differences adaptively to the target sensor network environment.

Design and Performance Analysis of EU Directory Service (ENUM 디렉터리 서비스 설계 및 성능 평가)

  • ENUM(tElephon NUmbering Mapping) is protocol that brings convergence between PSTN Networks and IP Networks using a unique worldwide E.164 telephone number as an identifier between different communication infrastructure. The mechanism provides a bridge between two completely different environments with E.164 number; IP based application services used in PSTN networks, and PSTN based application services used in IP networks. We propose a new way to organize and handle ENUM Tier 2 name servers to improve performance at the name resolution process in ENUM based application service. We build an ENUM based network model when NAPTR(Naming Authority PoinTeR) resource record is registered and managed by area code at the initial registration step. ENUM promises convenience and flexibility to both PSTN and IP users, yet there is no evidence how much patience is required when users decide to use ENUM instead of non-ENUM based applications. We have estimated ENUM response time, and proved how to improve performance up to 3 times when resources are managed by the proposed mechanism. The proposition of this thesis favorably influences users and helps to establish the policy for Tier 2 name server management.

Design and Analsis of a high speed switching system with two priority (두개의 우선 순위를 가지는 고속 스윗칭 시스템의 설계 및 성능 분석)

  • In the recent priority system, high-priority packet will be served first and low-priority packet will be served when there isn\`t any high-priority packet in the system. By the way, even high-priority packet can be blocked by HOL (Head of Line) contention in the input queueing System. Therefore, the whole switching performance can be improved by serving low-priority packet even though high-priority packet is blocked. In this paper, we study the performance of preemptive priority in an input queueing switch for high speed switch system. The analysis of this switching system is taken into account of the influence of priority scheduling and the window scheme for head-of-line contention. We derive queue length distribution, delay and maximum throughput for the switching system based on these control schemes. Because of the service dependencies between inputs, an exact analysis of this switching system is intractable. Consequently, we provide an approximate analysis based on some independence assumption and the flow conservation rule. We use an equivalent queueing system to estimate the service capability seen by each input. In case of the preemptive priority policy without considering a window scheme, we extend the approximation technique used by Chen and Guerin [1] to obtain more accurate results. Moreover, we also propose newly a window scheme that is appropriate for the preemptive priority switching system in view of implementation and operation. It can improve the total system throughput and delay performance of low priority packets. We also analyze this window scheme using an equivalent queueing system and compare the performance results with that without the window scheme. Numerical results are compared with simulations.

Review on Soil Erosion and Loss Management System of the Calgary City Government, Albert, Canada (캐나다 앨버트 주 캘거리 시의 토사관리제도에 관한 고찰)

  • In this paper, soil erosion and soil loss management system (SMS) of the City of Calgary in Albert, Canada was reviewed. Regulatory basis supporting this soil management system, permit process and conditions, guidelines and principles for the SMS, and monitoring and repair duties, inspection were discussed. Permit process in the City of Calgary is handled mainly by Urban Development Division, in which special task force called CPAG (Coorporative Planning Application Group) (if necessary circulated through related subdivisions). Inspects all the permit conditions and decides permit or refusal, and LUM (Land Use and Mobility) advertises the approval, if there is no appeals, permit is released to developers. If permit is rejected, applicant can appeals Development Appeal Board, it can approve or reject. In addition to permit, the city has manual for soil management plan, which includes BMP selection, design, monitoring, maintenance, and inspection activities. Perfect SMS policy does not necessarily guarantee relieving the soil-particle related pollution problem, but in Korea, we have to recognize that construction works during development is potentially the most destructive stage of environmental pollution. The central and local governments must make preparations for the effective and tight regulations and ordinance which is appropriate for regional social-economic conditions.

Design and Implementation of Sequential Pattern Miner to Analyze Alert Data Pattern (경보데이터 패턴 분석을 위한 순차 패턴 마이너 설계 및 구현)

  • Intrusion detection is a process that identifies the attacks and responds to the malicious intrusion actions for the protection of the computer and the network resources. Due to the fast development of the Internet, the types of intrusions become more complex recently and need immediate and correct responses because the frequent occurrences of a new intrusion type rise rapidly. Therefore, to solve these problems of the intrusion detection systems, we propose a sequential pattern miner for analysis of the alert data in order to support intelligent and automatic detection of the intrusion. Sequential pattern mining is one of the methods to find the patterns among the extracted items that are frequent in the fixed sequences. We apply the prefixSpan algorithm to find out the alert sequences. This method can be used to predict the actions of the sequential patterns and to create the rules of the intrusions. In this paper, we propose an extended prefixSpan algorithm which is designed to consider the specific characteristics of the alert data. The extended sequential pattern miner will be used as a part of alert data analyzer of intrusion detection systems. By using the created rules from the sequential pattern miner, the HA(high-level alert analyzer) of PEP(policy enforcement point), usually called IDS, performs the prediction of the sequence behaviors and changing patterns that were not visibly checked.

  • In 2002, the government arranged an institutional strategy to make it possible for a consumers to make a claim for damages caused by product defects against a business that produces and sells a product by enforcing the Product Liability Law(hereinafter referred to as 'PL'). On the other hand, due to the recent humidifier sterilizer accident, approximately 12 cases of related bills, such as a revised bill for the product liability law, have been proposed to the National Assembly at present in an effort to introduce the group action system and punitive compensation system for the purpose of the strengthening of the corporate product liability, and consumer damage relief. Ironically, as much as 62.6% of small & medium businesses, which are actual interested parties to this bill, are unaware of this. Many companies are responding to PL with the rationalization of document preparation & storage, clarification of responsibility relations with related business operators, and PL insurance policy purchase, or securing compensation funds as a means of Product Liability Defense(PLD), but the methods of preparation such as this leave much room for limits on the considerations of product design and product safety. This paper presents the individual management system model with more focus on product safety by looking into the clear concept of PL and the countermeasures against it, grasping the relevance between the PL system and individual management system, and integrating the PL response system in preparation for the PL. It is hoped that the result of this research objective will be evaluated as a rational countermeasure for small & medium businesses to respond effectively to the PL.

Behavior-Structure-Evolution Evaluation Model(BSEM) for Open Source Software Service (공개소프트웨어 서비스 평가모델(BSEM)에 관한 개념적 연구)

  • Purpose - Open source software has high utilization in most of the server market. The utilization of open source software is a global trend. Particularly, Internet infrastructure and platform software open source software development has increased rapidly. Since 2003, the Korean government has published open source software promotion policies and a supply promotion policy. The dynamism of the open source software market, the lack of relevant expertise, and the market transformation due to reasons such as changes in the relevant technology occur slowly in relation to adoption. Therefore, this study proposes an assessment model of services provided in an open source software service company. In this study, the service level of open source software companies is classified into an enterprise-level assessment area, the service level assessment area, and service area. The assessment model is developed from an on-site driven evaluation index and proposed evaluation framework; the evaluation procedures and evaluation methods are used to achieve the research objective, involving an impartial evaluation model implemented after pilot testing and validation. Research Design, data, and methodology - This study adopted an iteration development model to accommodate various requirements, and presented and validated the assessment model to address the situation of the open source software service company. Phase 1 - Theoretical background and literature review Phase 2 - Research on an evaluation index based on the open source software service company Phase 3 - Index improvement through expert validation Phase 4 - Finalizing an evaluation model reflecting additional requirements Based on the open source software adoption case study and latest technology trends, we developed an open source software service concept definition and classification of public service activities for open source software service companies. We also presented open source software service company service level measures by developing a service level factor analysis assessment. The Behavior-Structure-Evolution Evaluation Model (BSEM) proposed in this study consisted of a rating methodology for calculating the level that can be granted through the assessment and evaluation of an enterprise-level data model. An open source software service company's service comprises the service area and service domain, while the technology acceptance model comprises the service area, technical domain, technical sub-domain, and open source software name. Finally, the evaluation index comprises the evaluation group, category, and items. Results - Utilization of an open source software service level evaluation model For the development of an open source software service level evaluation model, common service providers need to standardize the quality of the service, so that surveys and expert workshops performed in open source software service companies can establish the evaluation criteria according to their qualitative differences. Conclusion - Based on this evaluation model's systematic evaluation process and monitoring, an open source software service adoption company can acquire reliable information for open source software adoption. Inducing the growth of open source software service companies will facilitate the development of the open source software industry.
