A review of water protection zone policies in other countries (해외 상수원 보호구역 정책에 관한 고찰)

  • Since water quality protection is an important issue for the health and survival of the people, various policy efforts are being made to prevent water pollution in any country. This paper seeks to find policy alternatives for Korea's water resource protection area by examining policies related to water resource protection system in the United States and Europe.

A Study on the DSM Policy and Power Supply in Jeju Island (제주지역 전력공급과 효과적인 수요관리 방안)

  • Although Jeju is an island, its electricity demand is 430MW. It indicates electricity demand and its growth rate in Jeju are higher than mainland average. The supply of electricity in Jeju consists of power plants within the island and connection of main system using cable line. The cost of supply is higher than mainland system. However the electricity rate and DSM incentives were treated equally with mainland. Therefore, Effective DSM promotion has not been carried out. This paper analyzes the policy alternatives of supply in Jeju and presents effective DSM countermeasures. Also it presents long-term policy on stabilization of supply and demand in Jeju.

A Dynamic Analysis on the Relation between the amount of Review Time and the Effectiveness of the College Admission Officer System (입학사정관 심사시간과 전형효과에 대한 동태적 분석)

  • In this paper, it is examined how the amount of review time per applicant to a college admission officer system is connected with the performance of the selected students after they enter the college. About five years ago, college admission officers system has been introduced to Korea as a government policy. Thus, for most Korean college, there is not enough number of admission officers, while it takes substantial time to find out whether an applicant has potential ability or not. Thus, it is required to find out some policy alternatives to solve this discrepancy. In this paper, a simulation model is built using System Dynamics theory and simulated to understand the relation between the amount of review time and the performance of the selected students. Finally, some implications and policy suggestions are derived from the simulation results.

  • Analyzers adopt a variety of techniques in analyzing public policy. Based on the results of exploration, they explain problems and suggest prescriptions such as policy alternatives. By doing so, however, they have different degree of confidence in their own results according to what techniques they adopt. This study explores whether system dynamics apporach gives analyzers more confidence on their own simulation results than other approaches do. This study designed an experiment. Three research teams are organized. Each of them applies different analytic techniques on the same policy issue, i.e., introduction of transportation tax. It flnds that researchers using S,D. simulation technique are most confident on what they predict, while researchers adopting survey techniques show moderate degree of confidence on their results. Researchers using regression are least confident.

  • In order to effectively establish the national S&T information system that consists of essential element in national competitiveness, it is necessary to make institutional devices for systematically and comprehensively collecting, managing and distributing S&T information resources at the national level. This paper aims to seek for alternatives to improve the legal deposit system, one of the institutional devices, on the basis of reviewing the existing laws and regulations.

A Study on Policy Making Process of the National Basic Livelihood Institution : Focused on Enactment of National Basic Livelihood Act (국민기초생활보장법 제정과정에 관한 연구)

  • This study aims to identify the enactment factors of the National Basic Livelihood Institution in context of policy making process by using Kingdon's policy Stream Model. The findings of this study can be summarized as follows. First, an economic crisis has worsened social problems, and the president Kim Dae-jung recognized these problems as serious and worried about social confusion and polarization. Second, NGOs as like People's Solidarity for Participatory Democracy put efforts into enacting the Act. Also, the president Kim's government faced a series of political crisis and needed political solution including foundation of a new party, which considered social welfare most important. Third, the PSPD designed the Act. But the alternatives of related government ministries were not selected. In conclusion, the National Basic Livelihood Institution was enacted by the combination of these three factors stream. Especially the political stream was strongest.

  • The purpose of this paper is the improvement of NPKI management policy in Korea. In order to reach the issue of EC certification problems, we examined first the institutions and system accredited NPKI for checking on the status and problems. We studied the alternatives for the improvement of NPKI system through brainstorming with experts, they had drawn possible scenarios and chosen optimal policy measures of the public key infrastructure.

  • The purpose of this study is to analyze the current state of long-term preservation policy for electronic records in Korea and to present future tasks. Although the current electronic record long-term preservation policy is not clearly codified, it can be said to consist of technical elements such as digital signature, hash, preservation format, and long-term preservation package. Each technological element was considered in order, and the limitations of the current policy and technology in the changing digital environment were analyzed and alternatives were presented.

  • The e-Learning is one of best ways to generate the substitution effect for classroom learning, and robust and rational distribution structure for e-Learning industry is the key issue for successful educational performance of e-Learning, however the recent e-Learning market has a distribution status quite different from rational structure. This paper focuses on issues of e-Learning distribution status and alternatives for policy making. In order to make this study successful, we discuss about concepts and scopes of e-Learning distribution and various types of distribution structure by business models. We conducted an interview survey for business individual experts for distribution modelling. Based on the result of the survey, this paper describes issues of distribution structure and suggests alternatives for policy making in the Korea e-Learning market.

Challenges of VOD Market of Korean Film Industry: Legislative and Policy Alternatives to Improve its Distribution Structure (국내 영화 온라인 부가시장의 유통구조 합리화 방안)

  • With the advancement of the digital convergence of content and platform, Korean film industry sees good opportunities of maximizing the profits and increased distribution opportunities by independent film makers. Nevertheless, the domestic film market almost entirely relies on the box office sales, which seems to be caused by the stagnation of new additional copyright market. The study aims to address the following problems: First, information asymmetry of the revenues to which the contents providers and the service providers are exposed leads to the distrust among digital film contents businesses and the disadvantages to film makers and investors, in particular. Secondly, the VOD(Video on Demand) market of film industry is adversely affected by the illegal uploads and downloads of film contents, which harms the formation of paid additional market. Based on the examination of current legislation and policy options addressing these issues, the study suggests legislative accomodations and cultural industry policy alternatives to promote the additional market of film industry.
