Study on the policy literacy of the Republic of Korea regarding nuclear and new-renewable energy

  • Policy literacy plays a critical role in enhancing deliberative communication among the public, policymakers, and experts. It also helps develop a positive view of policy by the public, which facilitates public acceptance. Despite its importance, however, policy literacy has received little attention in energy policy practice. Therefore, this study explores factors affecting the public's understanding and knowledge (i.e., policy literacy) of nuclear and new-renewable energy policies. Accordingly, we analyzed data from an online survey of 790 laypeople in Korea. Specifically, we examined the effects of trust, transparency, and policy public relations (PR) on the policy literacy of the public regarding the two alternative energy sources. The analysis revealed that people showed higher policy literacy about the alternative sources when provided with more transparent information and exposed to more policy PR activities. However, we found that trust in energy plant operators played a negligible role in improving policy literacy for both energy sources. Based on these findings, we developed some policy suggestions to secure the energy policy literacy of the public.

  • In this paper, we attempt to analyze consumer preference for the alternative-fuel vehicles based on data from a stated preference using the conjoint analysis. Five possible fuel types (gasoline, diesel, CNG, LPG, Hybrid (electricity+gasoline)) are covered in conjoint cards. To estimate and analyze consumer preference, discrete choice model is used. Specifically, Bayesian mixed logit model is used. Based on estimating results, we discuss the business strategy and policy for the alternative fuel vehicle.

  • This paper proposes several alternative government financial supporting policy on IT-related small and medium sized enterprises. First, this paper considers reforming factors relating to current financial supporting policy and studies foreign government supporting loan programs through benchmarking so as to derive alternative financing supporting policy. Secondly, this paper analyses several investment supporting policies on IT-related small and medium sized enterprises. Finally, new Korean government financial supporting policy on IT-related small and medium sized enterprises is collectively diagnosed by putting comprehensive analyses together in this paper.

  • One form of complementary and alternative medicine (CAM), oriental medicine has developed differently from the western medicine under its own environment and history. Western medicine was introduced to Korea about 120 years ago. But unfortunately, there still is an indisputable lack of cooperative movement between oriental medicine & western medicine. However, the market share of CAM has grown markedly in most industrialized countries (the United States, Europe, Australia, and Asia). In these countries, alternative medicine such as acupuncture and herbal remedies was adopted as a "complementary" therapies of mainstream medicine, to calm the symptoms of terminal illness. Recently in Korea, there was a movement to cooperate oriental medicine & western medicine. However, until this time in Korea, there was a conflict between oriental medicine & western medicine. They blame each other. Such as "Other side is guilty of improper evaluation of patients, possibly suppressing effective therapies of their own side and profit-motivated". Though most western medicine practitioners criticize oriental medicine, the level of adopting alternative forms of health care by the public and by some western medicine practitioners will continue to increase. Therefore oriental medicine & western medicine share a mutual responsibility to apply evidence-based practices, to seek scientific empirical proof through planned interventions, and to increase the quality of health care.lity of health care.

  • This study investigates market barriers in increasing the market share of Alternative Fuel Vehicles (AFVs). In particular, this study first conceptualizes the AFVs market model with the aid of generic system archetypes suggested by Wolstenholme. Among four generic system archetypes suggested by Wolstenholme, the market structure of AFVs can be explained by the 'relative achievement' archetype. Starting from the generic system archetype, this study extends the model boundary step by step to take account of various model assumptions necessary to simulate the model numerically. If there is a significant network effect on vehicle operating costs, it is difficult to achieve the shift to AFVs even in the long term without a policy intervention because the car market is locked into the current structure. There are several possible policy options to break the 'locked-in' structure of the car market, such as subsidies on vehicles, subsidies on fuels, and a niche management policy.

  • The purpose of this study is to introduce alternative cost-effectiveness analysis method of DSM investment programs. This alternative method is Value Test method which consider the effects of DSM investment program on customer value. And this method was applied for actual DSM investment program in natural gas domain. By utilize this method to evaluate cost-effectiveness of DSM investment programs, it is expected to make right decision to enforce and complement those programs.

The relationship between public acceptance of nuclear power generation and spent nuclear fuel reuse: Implications for promotion of spent nuclear fuel reuse and public engagement

  • Nuclear energy sources are indispensable in cost effectively achieving carbon neutral economy, where public opinion is critical to adoption as the consequences of nuclear accident can be catastrophic. In this context, discussion on spent nuclear fuel is a prerequisite to expanding nuclear energy, as it leads to the issue of radioactive waste disposal. Given the dearth of study on spent nuclear fuel public acceptance, we use text mining and big data analysis on the news article and public comments data on Naver news portal to identify the Korean public opinion on spent nuclear fuel. We identify that the Korean public is more interested in the nuclear energy policy than spent nuclear fuel itself and that the alternative energy sources affect the position towards spent nuclear fuel. We recommend relating spent nuclear fuel issue with nuclear energy policy and environmental issues of alternative energy sources to further promote spent nuclear fuel.

The Recent Trends and Policy Issues on Alternative Medicine in the Western Countries: -Focusing on U.S.A.- (서구 각국의 대체의료에 관한 최근동향 -미국을 중심으로-)

  • Currently, alternative medicine is highly utilized in the western countries. The public as well as health care practitioners have been paying a considerable attention to alternative medicine. This rapid growth in alternative medicine in many western countries suggests a high degree of public dissatisfaction with the limitations of orthodox medicine and concern over the side effects of chemical drugs. There is also a widespread recognition of the growing financial, social and personal cost for orthodox medicine. In addition, there is a growing need for a less fragmented, more participative and humane approach compared with contemporary medicine. Alternative medicine, which is based on holistic approach and lead to less expensive health care, may have the potential to playa significant role in overcoming the limitations of orthodox medicne in the western country. In this context, this study explores the recent trends of research on alternative medicine in western countries, particularly U.S.A. The study can provide us with valuable information on the types, training and education, utilization, insurance coverage, and regulation of alternative medicine in the western countries, thus offer important policy implications for the improvement of the korean health care system.

  • After the participatory government began, various cluster policies in explicit and tacit forms had been promoted. However, an opinion of coming up with new policy alternative different from the existing one is recently brought up for strengthening the competitiveness of industrial agglomerations. This research attempts to discuss the ways in which both a smart specialization strategy and a triple-helix innovation system approach, as an alternative approach to regional industrial policy, are theoretically associated with the existing cluster policy. Through this discussion, it highlights that post-cluster policy should be not just based on regional specificity, but also facilitated by establishing the consensus space of innovation on the bassis of voluntary cooperation among industry, academy and government. It also stresses that it is necessary to focus on nurturing a new industry by systematic and intensive investment and the diversification of industrial cluster for reinforcing competitiveness of local universities and revitalizing practical cooperation between industry and university.

Studies on Sustainable Policies of European Intermodal Transport System

  • Transport is animportant sector of government regulation. Every country has its own transport policy, but European countries are evolving a common transport policy, which has a long history. The establishment of a consistent common policy in the EU's transport sector is still underway. The key motivations of this policy are 1) to establish and implement a common transport policy, 2) to clarify the concept of sustainability in the transport sector, and 3) to integrate transport services into a common infrastructure. One of the policy's objectives is the progressive movement towards sustainable development in the transport section. The EU'stransport policy has recognised that intermodality is a very important competitive tool. The EU's policy thrustin intermodal transport can be catergorised into infrastructure, technology, and standards and rules. However, obstacles to success can be detected. Cases like that of TEN-T and Marco Polo illustrate European intermodal policies in practice. As regards sustainability in the transport sector, intermodality can be an alternative solution to the increasing imbalance between transport modes and congestion arising from increased road use. Sustainability has been emphasised by the EU, which aims to establish intermodality in its future alternative transport systems while fostering sustainable development in the transport sector. Therefore, intermodality can be defined as a general trend in the current transport market, drawing interest from public institutions and transport-related market players. The EU has thus made an effort to facilitate intermodality in its territory, materialised through various policy options. Therefore, looking into the EU's intermodal transport policies is worthwhile, as doing so can provide useful lessons for all concerned parties.
