  • Satellite ground track display computer program is designed and implemented for the KOMPSAT-2 mission operations. Digitized world map and detailed Korean map is realized with zoom and pan capability. The program supports real-time ground trace and off-line satellite image planning on the world map. Satellite mission timeline is also displayed with the satellite ground track for the visualized mission operations. In this paper, the satellite ground track display is described in the aspect of the functional requirements, design, and implementation.

  • The development of an unmanned vehicle basically requires the robust and reliable performance of major functions which include global localization, lane detection, obstacle avoidance, path planning, etc. The implementation of major functional subsystems are possible by integrating and fusing data acquired from various sensory systems such as GPS, vision, ultrasonic sensor, encoder, and electric compass. This paper focuses on implementing the functional subsystems, which are designed and developed by a graphical programming tool, NI LabVIEW, and also verifying the autonomous navigation and remote control of the unmanned vehicle.

  • Rapid spread of Internet, there appear so many commercial wedsites. Websites are not only tools to advertise a company or a product, but also value-added products inself. So we need a systematic approach(planning, design, implementation) to develop a website. But existing reserches on website development have corvered only technological issues such as network and HCI(Human Computer Intercation). In this research a framework is proposed to develop a website systematically using database of existing websites. This framework is composed of several stages-target customer segmentation, determination of services on website, dtermination of business model, functinal positioning, and evaution.

  • A performance measurement system for safety management was suggested with which performance of a company's safety activities can be expressed rationally, and analysis of impact with performance improvement. A key of the measurement system is performance index of the safety management activities, which consists of 3 perspectives; an external perspective, an internal perspective, and a innovation & learning perspective. Every perspective consists of 18 performance indices and each indices consist of activity unit a such planning, support, implementation, evaluation and review.

  • 정보시스템 계획수립은 정보시스템 분야의 가장 주된 관심사이다. 최근에 들어 국내에서도 정보기술의 급격한 발전과 업무활동의 통합 필요성에 따라 이에 대한 관심이 매우 높아지고 있다. 실제로 정보시스템 계획수립에는 많은 자원이 소요되고, 이를 올바르게 수행하여 소기의 효과를 거둔다는 것은 쉽지 않은 일로 여겨지고 있다. 본 연구는 정보시스템 계획수립상 겪는 문제점을 토대로 문제점간의 인과관계모형을 제시한다. 이 인과모형은 국내 정보시스템 계획수립상의 문제점을 체계적, 근원적으로 해결하는 방안의 마련에 활용될 수 있을 것이다.

  • Load Management, is originated from efficiency improvement of energy use, or energy conservaion. Traditionally, electric utilities have constructed new power plants to meet the steadily increasing electricity demand. Power development planning, however, is becoming more difficult in the countries like Korea, Japan, and the United States, and increasing concerns about global environmental problems necessitate changes from existing supply-side options based on fossil-fuel to environmentally agreeable supply strategies. This paper discusses the demand side management strategy with emphasis on the concept, implementation scheme, and current practices employed in utilities.

  • 가시화 그래프(visibility graph, Vgraph)는 로봇의 경로를 계획할 때, 최적의 경로를 구하기 위해 널리 이용되는 지도접근 방식중의 하나이다. 원래 Vgraph는 다각형으로 모델링된 로봇이 다각형 환경의 평면상에서 움직일 때 움직이는 로봇을 점으로 환산한 환경인 형상공간(configuration space, C-공간)에서 정의되었는데 이를 원형 로봇 혹은 일반화 다각형(generalized polygon) 환경으로 확장한 것이 일반화 가시화 그래프(GVgraph)이다. 본 논문에서는 기존의 다각형 환경에서 정의된 Vgraph를 형성하는 알고리즘과 동일한 시간복잡도로 GVgraph를 구현하는 알고리즘을 소개하고 미세 운동계획(fine motion planning)에 응용하는 예를 보여준다.

A Study on the Establishment of Visual Landscape Impact Factors for Natural Landscape Management (자연경관관리를 위한 시각적 경관영향 요소 설정에 관한 연구)

  • A Visual landscape planning and management system has been introduced and implemented by each ministry so as to solve the problems of visual landscape destruction due to recognition on the value of natural landscape of beautiful territory and various development projects. At present, this system emphasizes the importance of the visual and perceptual aspect of the landscape however, there is a lack of techniques required for comprehensively predicting, evaluating, and managing it. Furthermore, sustainable landscape management after the completion of development projects has been inadequately carried out, as the focus has been only on consultation in the planning process of the development project in institutional performance. To this end, we presented objective and standardized criteria to predict and judge the effects of development projects on landscapes before project implementation. During the implementation of the development project, the influence of the visual landscape becomes accumulated in the construction progress stage. There is a need to identify the main viewpoints and to examine the continuous changes in the landscape-influencing factors, owing to the remarkable influences on the landscape, such as the change in the topography and the change caused by the artificial structure. During the stage of managing the influence on the visual landscape after the completion of the project, the influence on landscape should be monitored by measuring the change in the continuous landscape-influencing factors and determining the extent to which the actual reduction plan has been implemented. These processes should be performed continuously to maintain the quality of the visual landscape. The change in the landscape caused by the development project is shown to cause relatively greater visual damage than other factors composing the landscape owing to the influence of the artificial factors including the structure or the building. This shows that not only detailed examination of the visual impact before the development project but also continuous management is required during and after the development project. For this purpose, we derived eight landscape-influencing factors including form/shape, line, color, texture, scale/volume, height, skyline, and landscape control point. The proposed considering to be of high utilization in that it has a clear target of the landscape influencing factors.

Current Status and Future Prospects of the Population Control Policy in Korea (출산조절정책의 현황과 전망)

  • The national family planning program in Korea, which was instituted as an integral part of the nation's economic development plans since 1962, has contributed greatly to a reduction in the fertility and population growth rate. The total fertility rate dipped from 6.0 births per women in 1960 to 2.0 in 1985, and the population growth rate rom 2.84 percent per year to 1.25 percent during the same period, while the contraceptive practice rate for the 15-44 married women increased from 9 percent in 1965 to 70 percent in 1985. Study findings indicate that the fertility reduction in the past 26 years is largely attributed to the virgorous implementation of the national family planning program, rising age at marriage, wide-spread use of induced abortion, and the changes in attitude regarding the value of children that came into being in the wake of the rapid socio-economic development over the period. Among the strengths of the national family planning program are the following : 1) a pluralistic system of program manageent with active participation of various government and voluntary organizations, 2) utilization of a large corps of family planning field workers to conduct face-to-face communication and motivation activities, 3) use of private physicians with government support to provide contraceptive services, 4) a systematic program management system including program planning of traget allocation, evaluation, and supervision with a broad MIS and award system, 5) numerous incentive and disincentive schemes for stimulating the small family norm and contraceptive use, and 6) strong commitments to the family planning program by political leaders. The new demographic targets during the Sixth Five-Year Economic and Social Development plan period(1987-91) have been set for a further reduction in the population growth rate to 1.0 percent by 1993, assuming that the TFR will decline to 1.75 level in 1995. This target is, however, not easy to achieve due to anticipated unfavorable factors like the strong boy preference, high discontinuation rates of reversible contraceptive methods, fertility termination-oriented contraceptive use, a plateau level of contraceptive practice rate that has mostly accounted for a sterilization, shortened length of birth intervals, and the changing patterns of contraceptive mix. The recent changes in contraceptive and fertility behaviors clearly indicate that the past quantity-oriented management system of the national program should be redirected toward a quality-oriented approach. Particularly, program efforts should be expanded to recruit new contraceptive users in the 20s of younger age groups, both for birth spacing and controlling their fertility since the women aged 20 to 29 account for more than 80 percent of the total annual births in recent years. In addition, the current contraceptive fee system of the national family planning program should be gradually shifted from free contraceptive services to a acceptor's charge system, and the provision of contraceptive services through the medical insurance system, which will cover the entire population by 1989, should be accelerated as a means of integration of family planning program with other health programs.
