The standard of performance-based seismic design accepted by Ministry of Construction and Transport requires to install and manage earthquake instruments for the facilities of seismic category I and to acquire earthquake response data of these facilities at earthquake events. So detailed standard and guideline for installation and management of earthquake instruments for each facilities according to the seismic design standard are getting ready. This paper presents the part of installation locations of sensors in that detaile standard and guideline.

It is of great importance to be able to evaluate different structural systems not only based on their seismic performance but also considering their lifetime service costs. Many structural systems exist that can meet the engineering requirements for different performance levels; therefore, these systems shall be selected based on their economic costs over time. In this paper, two structural systems, including special steel moment-resisting and the ordinary concentric braced frames, are considered, which are designed to meet the three performance levels: Immediate Occupancy (IO), Life Safety (LS), Collapse Prevention (CP). The seismic behavior of these two systems is studied under three strong ground motions (i.e., Tabas, Bam, Kajour earthquake records) using the Perform3D package, and the incurred damages to the studied systems are examined at two hazard levels. Economic analyses were performed to determine the most economical structural system to meet the specified performance level requirements, considering the initial cost and costs associated with damages of an earthquake that occurred during their lifetime. In essence, the economic lifetime study results show that the special moment-resisting frames at IO and LS performance levels are at least 20% more economical than braced frames. The result of the study for these building systems with different heights designed for different performance levels also shows it is more economical from the perspective of long-term ownership of the property to design for higher performance levels even though the initial construction cost is higher.

A comprehensive methodology is proposed for design of metallic dampers in seismic retrofit of earthquake-damaged frame structures. It is assumed that the metallic dampers remain elastic and only provide stiffness during frequent earthquake (i.e., earthquake with a 63% probability of exceedance in 50-year service period), while in precautionary earthquake (i.e., earthquake with a 10% probability of exceedance in 50-year service period), the metallic dampers yield before the main frame and dissipate most of the seismic energy to either prevent or minimize structural damages. Therefore by converting multi-story frame to an equivalent single-degree-of-freedom system, the added stiffness provided by metallic dampers is designed to control elastic story drifts within code-based demand under frequent earthquake, and the added damping with the combination of added stiffness influences is obtained to control structural stress within performance-based target under precautionary earthquake. With the equivalent added damping ratio, the expected damping forces provided by metallic dampers can be calculated to carry out the configuration and design of metallic dampers along with supporting braces. Based on a detailed example for retrofit of an earthquake-damaged reinforced concrete frame by using metallic dampers, the proposed design procedure is demonstrated to be simple and practical, which can not only meet current China's design codes but also be used in retrofit design of earthquake-damaged frame with metallic damper for reaching desirable performance objective.
In this study, the seismic response analysis of embankment dams was investigated through numerical modeling. The seismic behavior of dams under main earthquake records and wavelet-based records were studied. Earthquake records were decomposed using de-noising method (DNM) and down-sampling method (DSM) up to five levels. In decomposition process, low and high frequencies of the main earthquake record were separated into two signals. Acceleration response, spectral acceleration, and Fourier amplitude spectrum at the crest of embankment dams under different decomposition levels were evaluated. The seismic behavior under main and decomposed earthquake records was compared. The results indicate an acceptable agreement between the seismic responses of embankment dams under wavelet-based decomposed records and main earthquake motions. Dynamic analyses show that the DNM-based decomposed earthquake records have a better performance compared to DSM-based records. DNM-based records up to level 4 and DSM-based records up to level 2 have a high accuracy in assessment of seismic behavior of embankment dams. The periods corresponding to the maximum values of acceleration spectra and the frequencies corresponding to the maximum values of Fourier amplitude spectra of embankment dam crest under main and decomposed records are in good agreement. The results demonstrate that the main earthquake records can be replaced by wavelet-based decomposed records in seismic analysis of embankment dams.

It is very important to allocate valuable resources efficiently when reconstructing buildings after earthquake damage. This paper proposes the use of a simple seismic retrofitting system to make buildings more resilient than the stiffer systems such as the shear walls implemented in Chile after the earthquake in 2010. The proposal is based on the use of steel chevron-type braces in RC buildings as a dual system to improve the seismic performance of multistory buildings. A case study was carried out to compare the proposal with the shear wall solution for the typical seismic Chilean RC building from the structural and economic perspectives. The results show that it is more resilient than other stiffer seismic solutions, such as shear walls, reduces the demand, minimizes seismic damage, gives reliable earthquake protection and facilitates future upgrades and repairs while achieving the level of immediate occupancy without the costs of the shear walls system.
Post earthquake fire (PEF) can lead to the collapse of buildings that are partially damaged in a prior ground-motion that occurred immediately before the fire. The majority of standards and codes for the design of structures against earthquake ignore the possibility of PEF and thus buildings designed with those codes could be too weak when subjected to a fire after an earthquake. An investigation based on sequential analysis inspired by FEMA356 is performed here on the Life-Safety performance level of structures designed to the ACI 318-08 code after they are subjected to two different earthquake levels with PGA of 0.35 g and 0.25 g. This is followed by a four-hour fire analysis of the weakened structure, from which the time it takes for the weakened structure to collapse is calculated. As a benchmark, the fire analysis is also performed for undamaged structure and before occurrence of earthquake. The results show that the vulnerability of structures increases dramatically when a previously damaged structure is exposed to PEF. The results also show the damaging effects of post earthquake fire are exacerbated when initiated from second and third floor. Whilst the investigation is for a certain class of structures (regular building, intermediate reinforced structure, 3 stories), the results confirm the need for the incorporation of post earthquake fire in the process of analysis and design and provides some quantitative measures on the level of associated effects.
Secure operation of hospitals during and right after earthquake is essential. Past lessons from earthquake damages have shown that most of the injured and the death occurred within 30 minutes after earthquake and the portion of nonstructural damage has become significant. However, hospital buildings in Korea have not prepared fully to address such rising issues. This paper is to study what type of damage patterns are related to hospital buildings and how to develop a preparedness plan to keep hospitals operational at all earthquakes if possible. This paper first reviews on past earthquake damages reported as critical to hospital buildings while classifying them into four groups: (1) structural element; (2) architectural-nostructural element; (3) medical equipments and contents; and (4) utility facility. Upon such classification, some detailed concerns can be specified under each group explicitly. Then a hierarchy for hospital building is also developed for the classified groups, which enables us to identify required things for the enhancement of seismic performance of hospital building that consists of heterogeneous elements. To upgrade the level of seismic performance for existing hospital buildings, the concept of performance-based approach can be adopted to address the heterogeneous problems in a systematic and stepwise manner. Finally a conceptual framework for the seismic risk assessment for hospital building is proposed toward the seismic enhancement of hospital buildings using performance-based approach.

The purpose of this paper is to present the state of practice being used in the Philippines for the performance-based seismic design of reinforced concrete tall buildings. Initially, the overall methodology follows "An Alternative Procedure for Seismic Analysis and Design of Tall Buildings Located in the Los Angeles Region, 2008", which was developed by Los Angeles Tall Buildings Structural Design Council. After 2010, the design procedure follows "Tall Buildings Initiative, Guidelines for Performance-Based Seismic Design of Tall Buildings, 2010" developed by Pacific Earthquake Engineering Research Center (PEER). After the completion of preliminary design in accordance with code-based design procedures, the performance of the building is checked for serviceable behaviour for frequent earthquakes (50% probability of exceedance in 30 years, i.e,, with 43-year return period) and very low probability of collapse under extremely rare earthquakes (2% of probability of exceedance in 50 years, i.e., 2475-year return period). In the analysis, finite element models with various complexity and refinements are used in different types of analyses using, linear-static, multi-mode pushover, and nonlinear-dynamic analyses, as appropriate. Site-specific seismic input ground motions are used to check the level of performance under the potential hazard, which is likely to be experienced. Sample project conducted using performance-based seismic design procedures is also briefly presented.

Moment-resisting frames (MRFs) are among the most conventional steel structures for mid-rise buildings in many earthquake-prone cities. Here, a simplified performance-based methodology is proposed for the seismic collapse capacity assessment of these buildings. This method employs a novel multi-mode pushover analysis to determine the engineering demand parameters (EDPs) of the regular steel MRFs up to the collapse prevention (CP) performance level. The modal combination coefficients used in the proposed pushover analysis, are obtained from two metaheuristic optimization algorithms and a fitting procedure. The design variables for the optimization process are the inter-story drift ratio profiles resulting from the multi-mode pushover analyses, and the objective values are the outcomes of the incremental dynamic analysis (IDA). Here, the collapse capacity of the structures is assessed in three to five steps, using a modified IDA procedure. A series of regular mid-rise steel MRFs are selected and analyzed to calculate the modal combination coefficients and to validate the proposed approach. The new methodology is verified against the current existing approaches. This comparison shows that the suggested method more accurately evaluates the EDPs and the collapse capacity of the regular MRFs in a robust and easy to implement way.
There has been an increasing demand for introducing a base isolation system to secure the seismic safety of a nuclear power plant. However, the design criteria and the safety assessment methodology of a base isolated nuclear facility are still being developed. A performance based design concept for the base isolation system needs to be added to the general seismic design procedures. For the base isolation system, the displacement responses of isolators excited by the extended design basis earthquake are important as well as the design displacement. The possible displacement response by the extended design basis earthquake should be limited less than the failure displacement of the isolator. The failure of isolators were investigated by an experimental test to define the ultimate strain level of rubber bearings. The uncertainty analysis, considering the variations of the mechanical properties of isolators and input ground motions, was performed to estimate the probabilistic distribution of the isolator displacement. The relationship of the displacement response by each ground motion level was compared in view of a period elongation and a reduction of damping. Finally, several examples of isolator parameters are calculated and the considerations for an acceptable isolation design is discussed.
