Researchers in Korea and elsewhere have carried out a wide variety of important research activities in their respective fields, producing valuable research results. For such diverse research results to be shared and exchanged among researchers working in the same discipline and research subject there needs to be a community environment based on free utilization of information. Against this backdrop, this study seeks to classify and reprocess the reference/factual content owned by the KISTI (Korea Institute of Science and Technology Information), a state-run distributor of information on science and technology, by the different research subjects. It also seeks to develop and provide a community model based on the concepts of open archiving and open access for the researchers specialized in the related fields of research. This community model is developed focusing on the research results from the field of bioscience, where the most extensive studies are currently being conducted. To develop the community model, this study: (a) surveys the current status of the content owned by KISTI; (b) analyzes the patterns and characteristics of biological scientific content among the KISTI-owned content; and (c) designs a web platform where researchers can freely upload/download research results.

This study analyzes the business performance of research and development(R&D) and especially studies the effect of technology management activity and technology innovation competency on commercialization performance. According to previous studies, the technology management activity can be composed of technological innovativeness, analysis of market, R&D method, and appropriateness for commercialization plan. Also, the technology innovation can be divided into patent, R&D manpower, R&D investment ratio, production capability, and marketing capability. On the result of the analysis, all the components of technology management activity are positively related with commercialization performance. In case of technology innovation competency, however, only production and marketing capabilities have influence on the business performance. Especially, marketing capability controls the effect of technology management activities on the commercialization performance. Consequently, technology management is very important activity for SMEs to succeed commercialization and SMEs should collaborate with production and marketing departments from the early stage of R&D.

Recently, controversy over intellectual property rights for protecting genetic resources and traditional knowledge has been emerging. Very active debates and global discussions are being carried out in various international organizations for possible approaches to be taken for these properties, and for the fair and equal sharing of the benefits from these intellectual properties. There is a need to evaluate adopting a sui generis system which is being pushed by developing nations, or adopting a policy which will guaranteee benefit sharing such as sharing royalties from marketing final products, technical transfers, capacity building, and participating in research activities. Also, it is very important to examine the legal issues concerning genetic resources based on Convention on Biological Diversity for the fair and equal sharing of the benefits with developing nations, at the same time assuring developed nations of access to genetic resources.

표준은 산업발전 및 무역 자유화의 기반이며 사회 경제적인 효율을 향상시키는 중요한 수단이다. 표준과 관련된 정책은 국가적인 차원에서 중요한 이슈 중 하나가 되고 있으며, 이에 따라 산업 분야별 한국산업표준 제정과 활용에 대한 분석은 표준과 관련된 연구에서 중요한 부분이 되고 있다. 본 연구는 분야별 KS 보유 및 제정현황 분석 그리고 열람실적을 이용하여 표준의 활용도를 분석한다. 먼저 KS의 보유현황을 국가정책적인 이슈와 함께 살펴보고, 세부적으로 KS 제정현황이 유사한 분야들은 무엇인지 파악하기 위해 다차원 척도법을 이용하여 시각화 및 군집화를 실시한다. 이후 각 군집별 제정현황이 유사한 분야들의 표준화 제정활동에 영향을 미치는 결정요인이 무엇인지 가설설정에 따른 회귀분석을 실시한다. 연구결과 자본집약도, 연구개발 그리고 매출액이 표준화 제정활동에 영향을 미치는 것으로 나타났다. 이에 따라 정부는 자본집약도가 큰 기업들이 표준화 과정에서 선도적 역할을 유도하고, 연구개발에 따른 표준과 기술특허 등을 정책적으로 연계시키며, 매출액이 큰 기업들이 표준화 활동을 선도하도록 지원정책을 수립해야 한다. 두 번째로 표준의 활용도를 분석하기 위해, KS 열람실적 데이터를 사용하며, 각 KS의 제정연도, 형태 분야별 활용도가 어떻게 다른지 기초통계분석과 의사결정나무를 사용하여 분석을 수행한다. 그 결과 표준의 제정시기가 활용도에 영향을 크게 미치며, 특정 분야와 형태의 KS들은 최근에 제정되었더라도 활용도가 높은 것으로 나타났다. 이에 따라 열람실적이 낮은 표준들에 대한 홍보 정책과 함께, 표준을 제정할 때 미열람되는 표준이 적어지도록 활용도를 고려하는 정책을 수립해야 한다.

본 연구의 목적은 스마트팜 사업 참여 기업 자료를 이용하여 기업의 혁신 활동이 기업 혁신 성과에 어떤 영향을 미치는지를 실증분석 하였다. 기업의 혁신활동을 기획역량, R&D역량과 사업화 역량으로 구분하고 각 혁신 활동이 기업의 매출 및 특허 창출에 미치는 영향을 추정하였으며, 정부의 기술정책지원이 기업의 혁신활동과 성과와의 관계에서 미치는 조절효과도 분석하였다. 연구방법으로는 회귀분석을 진행하였으며 분석 결과, 기업 내 혁신과 관련된 기획역량, R&D역량, 사업화 역량은 기업 성과 창출에 영향을 미치는 것으로 나타으며 정부의 기술정책 지원도 기업 성과를 더 높이는 영향을 주는 것으로 나타났다. 기술사업화 경영성과를 높이기 위해서는 기획, R&D역량과함께 정부의 기술정책지원이 필요한 것으로 확인되었다.

과학기술 경쟁력 확보를 위한 R&D 투자 확대로 국내 공공연구기관의 특허출원 성과는 양적으로 증가했지만, 연구 성과의 활용수준은 아직 미비하다. 이로 인해 공공연구기관의 성과 활용을 위한 기술이전사업화의 원활한 추진 및 관련 사업의 성공적 수행을 위해, 전문성을 바탕으로 한 기술이전 사업화 전담조직(Technology Transfer&Licensing Organization)의 운영이 중요해지고 있다. TLO 조직의 효율적인 업무 수행 및 연구개발 성과물의 활용 개선을 위해 본 연구에서는 TLO조직의 업무 영역별 활동을 도출하여 업무 체계를 정립하고 업무 활동에 따른 활동 우선순위를 분석하고자 한다. 이를 위해 선행 연구와 전문가 인터뷰를 통해 업무 활동 체계를 정립하고, 6개 업무영역과 21개의 업무 활동을 도출하였다. 도출된 TLO의 업무 영역별 활동을 AHP 분석으로 각 업무 영역별 활동에 대한 상대적 중요도를 계산한 후에 업무 우선순위를 분석하였다. 본 연구의 결과가 기술이전 사업화 업무 활동을 정립하고 업무 활동별 주요 업무의 우선순위를 파악하여 대학 및 출연연구기관의 기술이전 사업화 조직의 업무 효율성과 기술이전 성과를 높이는 데 시사점을 제공 할 수 있을 것으로 기대된다.

본 논문에서는 지식정보의 메카인 대학의 전문기술과 인력에 대한 정보, 분야별 기술정보, 교육정보, 기술자문 등의 유·무형 지식정보, 그리고 해당분야 전문가들의 검증을 거쳐 제공되는 기초과학기술, 경제경영이론 등의 학문적 지식과 기술특허, 소프트웨어, 데이터베이스 등의 실용적 지식과 생산현장기술, 고객서비스, 일선경영지식 등의 현장경험지식 등을 웹 상에서 지식베이스(Knowledge Base)화하여 이를 필요로 하는 사람은 누구든지 관련 지식을 검색할 수 있고, 이를 학습이나 기업활동, 기초과학기술 등의 전문분야에서 활용할 수 있도록 하여 교수의 연구교류는 물론이고 일반·기업·학생 등의 많은 사람들 간에 효과적인 공유 및 교류가 가능하도록 시스템을 설계 구현하였다.

The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.

본 연구는 기업벤처캐피탈 투자와 투자기업의 혁신 성과 간의 연관성과 기업의 ESG 리스크가 미치는 영향에 대해 탐색하였다. 이를 위해 조직 학습 이론을 바탕으로 기업벤처캐피탈 투자를 통해 기업이 벤처로부터 학습 기회를 얻고 궁극적으로 혁신 성과를 증가시킬 수 있다는 내용을 제시하였다. 또한 기업이 ESG 요인들 중에서도 이해관계자들과의 관계에 해당되는 사회적 리스크를 효과적으로 관리하는 능력이 기업벤처캐피탈 투자를 통한 혁신 성과에 영향을 미칠 것이라 예상하였다. 가설의 실증분석을 위해 1993년부터 2018년까지 미국 하이테크 기업들을 대상으로 기업벤처캐피탈 투자 데이터와 특허 출원 데이터 및 ESG 리스크 점수를 이용한 패널 데이터 분석을 수행하였다. 분석 결과, 기업이 기업벤처캐피탈을 통해 더 많은 벤처에 투자할수록 혁신 성과가 증가하는 것으로 나타났으며, 기업의 사회적 리스크가 증가할수록 기업벤처캐피탈을 통한 혁신 성과가 약화되는 것이 확인되었다. 본 연구는 기업벤처캐피탈을 학습과 혁신의 수단으로 보는 관점의 기존 연구에 다음과 같이 기여하였다. 기업벤처캐피탈의 투자규모 보다도 벤처와 맺는 관계 자체가 갖는 의미에 주목하여, 더 많은 관계를 형성하는 것이 투자기업의 단기적 혁신 성과와 직결된다는 내용을 실증적으로 조사하였다. 또한 기업 활동에서 ESG 요인의 역할이 부각되고 있는 최근의 사회적 흐름에 부합하여, 기존에 투자기업과 벤처의 관계에 집중되어 있던 기업벤처캐피탈 연구의 논의를 기업을 둘러싼 이해관계자들의 역할까지 확장시켰다는 데에 의의가 있다.

본 연구에서는 상생형 현장체험 창업교육의 일환인 새가게운동이 대학생 창업의도와 현장체험 대상기업인 소상공인 경영개선에 미치는 영향을 분석하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 새가게운동 체험이 기업가정신, 창업태도, 창업의도를 향상시키는 것으로 나타났다. 둘째, 기업가정신은 창업태도에, 창업태도는 창업의도에 정(+)의 영향을 미치는 것으로 나타났다. 셋째, 소상공인들의 창업가 역량(경영역량)과 기업가정신이 향상되고 이들의 향상은 재무적, 비재무적 성과에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 본 연구의 시사점은 새가게운동과 같은 새로운 상생형 체험 프로그램이 참여한 대학생과 업주에게 양방향적으로 긍적적인 영향을 주고 있는 것이다. 따라서 창업교육에 있어서 세대별로 단절되는 것보다는 새가게운동과 같이 청장년이 같이 노력해서 그 결과가 상생적인 양방형 현장체험학습의 강화가 필요하다고 볼 수 있다.
