백두대간 생태 복원을 위한 시민참여 프로그램 개발과 적용 (Development and Application of Participatory Ecological Restoration Program for BaigDooDaeGahn)

  • Ecological restoration aims to reverse the degradation of ecosystems that occurred as humans have affected landscapes. This study was conducted in part of a larger project to develop participatory ecological restoration procedures for disturbed areas in Baigdoodaegahn which is a major mountain range in the Korean Peninsula. The case of alpine farmland at Kangwon-do was selected to apply the theoretical framework of participatory restoration since the nutrient contents in alpine solid under vegetable cultivation degrade water quality in the watershed while farmers in the region are economically struggling due to imports of vegetables from China. The reciprocal model of restoration was applied to cope with interactions between human and ecosystem needs in ecological restoration. A series of environmental education and eco-tourism programs were developed and incorporated into the participatory restoration project to rebuild social-cultural aspects of the community as well as to restore the biophysically disturbed area while meeting both ecological needs and human needs. This study suggests that participatory projects will be more successful when experts support the local residents and citizens in restoration process, when leadership are developed through social learning, and when ecological, financial and social factors of restoration are integratedly considered.

주민주도-시민참여형 생태복원 공정 - 백두대간 훼손지(강릉시 고랭지 채소밭) 시범적용과 제안 - (A Study on Participatory Ecological Restoration Procedures - Degraded Ecosystems in BaigDooDaeGahn -)

  • This study was intended to develop and suggest 'residents-driven and citizen-participatory restoration procedures' for degraded ecosystems in BaigDooDaeGahn. With some concerns of current engineering-focused restoration approach for damaged ecosystem, the proposed procedures were designed based on the analysis of several case studies on citizen participatory projects such as the Habitat Movement, the Taean tidal wetland restoration effort in Korea, and some historical and innovative cases in Japan and the United States. The suggested procedures were considered to be a dialectical spiral model which was consisted of two goal axis, six system elements, four developmental stages, and five restoration steps. The new system and procedures were applied to damaged farmland areas (about 0.3 ha) on the top of BaigDooDaeGahn, Kangneung city with participation of more than 100 local residents and a dozen of citizen from Seoul. Both high level of possibilities and some barriers for future extended application were identified and adopted for the final version of the proposed procedures for ecological restoration.

  • Despite its high level of symbolic and ecological values, BaigDooDaeGahn, about 684km long stretch of mountains in the eastern part of Korean peninsular, has been widely destroyed and barely recovered. While Korean government enacted a special law in 2005 to protect these areas and designated about 2,658 $km^2$ as the protection zone in 2007, there were a number of sites inside that had been disturbed by mining, illegal crop cultivations, stone quarry, development of resort facilities, construction of roads, and other human activities. To restore these damaged areas in a sustainable manner, the integrative system to categorize damaged areas for participatory restoration by local residents was suggested by this study. The most distinguished feature of the proposed system was to integrate the existing restoration approach focusing on biophysical conditions into the sustainability-building approach to reactivate socio-economic conditions of local society, called 'restoration of eco-cultural community'. As an entry stage to design the new restoration system including processes and procedures, the damaged areas had to be re-categorized by two characteristics, their physical conditions in terms of possibility of public participatory restoration and the readiness of local society required for pursuing endogenous development. More detailed considerations regarding these two characteristics and three different categories has been suggested and discussed.

  • This was a 2nd-year study aiming at developing the procedure of alternative system that was intended to restore not only biophysically disturbed areas but also psychologically and socially damaged community. It was suggested that this participatory restoration system could be constructed based on integrative categorization processes consisting of damage types and readiness of local residents for participation. Three case study sites-High-One resort, Lafarge-Halla cement, and high-altitude farmland near Gangneung city, were selected to apply the theoretical framework proposed as a result of 1st-year work. In order to develop introductory programs, key concepts such as forest for future, carbon offset forest, and healing forest, have been suggested based on analysis of 6 system components including human resources, communication, legal and institutional support, financial sources, restoration methods, and activity programs for each site. More detailed processes and procedures can be identified, defined, and refined after the end of final, 3rd-stage of the study in April of 2010.

멸종위기 야생생물 민원 텍스트 마이닝 연구 - LDA 토픽 모델링과 네트워크 분석을 통한 주요 이슈 발굴 - (A Text Mining Study on Endangered Wildlife Complaints - Discovery of Key Issues through LDA Topic Modeling and Network Analysis -)

  • This study aimed to analyze the needs and interests of the public on endangered wildlife using complaint big data. We collected 1,203 complaints and their corresponding text data on endangered wildlife, pre-processed them, and constructed a document-term matrix for 1,739 text data. We performed LDA (Latent Dirichlet Allocation) topic modeling and network analysis. The results revealed that the complaints on endangered wildlife peaked in June-August, and the interest shifted from insects to various endangered wildlife in the living area, such as mammals, birds, and amphibians. In addition, the complaints on endangered wildlife could be categorized into 8 topics and 5 clusters, such as discovery report, habitat protection and response request, information inquiry, investigation and action request, and consultation request. The co-occurrence network analysis for each topic showed that the keywords reflecting the call center reporting procedure, such as photo, send, and take, had high centrality in common, and other keywords such as dung beetle, know, absence and think played an important role in the network. Through this analysis, we identified the main keywords and their relationships within each topic and derived the main issues for each topic. This study confirmed the increasing and diversifying public interest and complaints on endangered wildlife and highlighted the need for professional response. We also suggested developing and extending participatory conservation plans that align with the public's preferences and demands. This study demonstrated the feasibility of using complaint big data on endangered wildlife and its implications for policy decision-making and public promotion on endangered wildlife.

청계천복원관련 담론분석을 통한 환경인식 지형연구 (A Study on Environmental Cognition Patterns through Discourse Analysis Regarding the Cheonggyecheon Restoration)

  • 도시담론은 도시공간에 대한 이해, 개방적 논의와 성찰을 통해 보다 나은 삶의 공간을 만드는 도구가 될 수 있다. 도시담론은 도시환경의 물리적 사회적 쟁점들을 부각시킨다. 이의 해결로 시민집단의 참여를 독려하며 간담론적인 합의도출을 통한 도시환경의 공동체적 발전방향을 유도할 수 있다. 청계천이라는 공간은 2003년 청계천 복원사업 에 관한 논의가 본격적으로 시작된 이래 2005년 공사가 완공되고 현재에 이르기까지 다양한 시각의 도시담론을 형성시켜왔다. 청계천복원관련 담론은 조경, 생태, 도시, 건축, 정치경제, 행정적 관점 등 다양한 시점에서 청계천을 접근해 갔으며, 다양한 쟁점들과 논쟁구도를 형성해 나갔다. 본 연구는 다양한 분야에서 노정되고 있는 청계천복원에 관한 담론내용을 정리 및 분석, 해석하였다. 집단 간의 가치관의 차이와 갈등, 간담론적 관계를 규명하기 위해서 분석의 틀을 근거로 하여 담론을 분야별로 유형화하고 시기별로 이념집단 간의 대립구조에 대해 분석하였다. 이를 토대로 청계천 담론을 매개로 한국 시민사회가 인지하고 있는 환경인식의 현 지형을 진단하고 지속 가능한 도시환경 발전방향을 조망하고자 하였다. 분석 결과, 사업의 추진 주체인 서울시의 실용적 접근에 대하여 시민사회와 보존주의 및 급진주의 집단은 가장 첨예한 대립구도를 형성했다. 도시설계나 조경 등 기술 분야는 절충주의적 태도를 가지고 양자 간 접점을 찾아내기 위해 노력했다. 앞으로 이러한 도시담론 활성화 추세에 조경분야도 보다 능동적으로 참여하여 다양한 견해들을 수용하고 독자적이면서도 공공적 정의에 부합하는 입장을 모색해 나갈 필요성을 발견하게 되었다.

과거사 집단기억과 '아카이브 정의' 진실화해위원회 아카이브의 동시대적 재구성 (Past Affairs-Related Collective Memories and the Archival Justice : The Contemporary Rebuilding of the Archive on the Truth and Reconciliation Committee)

  • 이 논문은 무엇보다도 '아카이브 정의'(archival justice)의 개념적 이론적 관점을 정립하고 국가 통치 폭력의 피해당사자들을 주축으로 한 진실화해위 아카이브의 체계적 재구성을 고민한다. 이는 국내 기록학계에서 집단 기억을 구현할 수 있는 기록관리 프레임의 부재가 진실화해위원회 아카이브라는 집단 기억의 장을 또다시 기존의 지배체제 중심적이고 공공 아카이브 등의 주류 시스템에 그대로 병합되는 영역으로 남겨두는 상황을 초래할 수 있다는 문제의식에서 비롯한다. 다음으로 이 글은 기존의 집단기억 복원에 대한 제도적 정책적 접근법과 달리 인문학적인 이론 프레임을 접목함으로써 과거사 기록화의 이론적 지평을 확장하고자 한다. 이 두 가지 주요 목적을 위해서, 이 논문은 먼저 과거사위원회 아카이브 구축에 있어 피해당사자가 중심이 되는 아카이브 구축을 '아카이브 정의'로 보고, 이에 입각한 아카이브 구축을 위한 이론적 프레임을 '후기식민주의 아카이브'와 '공동체 아카이브'의 최근 이론적 논의들에서 추출해낸다. 이어서 이들 지적 자원에 기반하여 과거사위원회 아카이브의 현실 상황을 비판적으로 성찰하고자 한다. 즉 피해 당사자 중심의 동시대적 기록관리 모델링을 제안하고 있다.
