공공개발지구 내 주차장용지의 이용실태와 토지공급방법 개선방안 연구 (A Study on the Use of Parking Lots and Improvement Methods of Land Supply in Public Development Zones)

  • Parking lot within housing site contains public interest of relieving parking space shortage problem and subject to public restriction. If auctioned off at higher price by excessive competition in general competitive bid for land bidders, the development of parking lot will be made against its original purpose supply. The core issue is that a bid price is quite often to be blown out of proportion by 150%~ 250% due to extreme competition and, could face serious problem if a winning bidder runs sale business. If it is rental business, although about 30% of the total floor space of the whole building to be used as neighborhood facilities, too high winning bid price cause to lose transparency. In case of sale at aggregate buildings, most business operators would sell 30% of the neighborhood facilities, spare the parking lot and manages thereof separately. According to Aggregate Buildings Act, neighborhood facilities are allowed for individual registration and ownership of parking lot by business operator or designated person by business operator. In this case, the parking lot becomes 70% of the total floor space of the whole building and 70% of the land share which makes the mortgage very valuable and easier for business operator to get financial loan. There used to be many cases such as owners of neighborhood facilities (aggregate buildings partial owners) who run parking lot to repay their loan running parking lot to repay loan, but found that very tough and reached auction and relatively disadvantaged. For parking lot within housing site, it is recommend to exclude the public factors that land has and take into account of public restriction in area (housing site). Business opportunity for operators and protection of property rights for buyers in aggregate buildings, land supply method is recommended to replace from highest bid method into draw or private contract. In terms of price, supply at estimated price (construction price) and restriction on usage (Co-ownership of parking lot) proposals are submitted.

평행주차를 위한 자동 조향 제어시스템 개발 및 성능평가 (Development and Evaluation of Automatic Steering System for Parallel Parking)

  • This research is conducted to develop an automatic steering system for parallel parking, and the performance of the system was evaluated by parallel parking a conventional vehicle. The automatic steering system consisted of MDPS (motor driven power steering) to control steering, ESC (electronic stability control) to acquire wheel speed, ultrasonic sensors to recognize the parking space, and a controller to communicate and handle data. The parallel parking process using the automatic steering control consisted of parking space recognition, parking path generation, and parking path tracking. The path for parallel parking was generated based on a kinematic model of a conventional vehicle, and a PI controller was used to control the steering angle for path tracking. Parallel parking using the automatic steering control was conducted according to vehicle speed conditions. The results show that the errors on the x-axis and y-axis were below 0.54 m and 0.14 m, respectively, and the error on the steering angle was less than $1^{\circ}$. Therefore, it is possible to implement parallel parking using an automatic steering control system for conventional vehicles.

임산부를 위한 주차구획의 규모설정에 관한 연구 (A Study on the Size Planning of Parking-Block for Pregnant Women)

  • Purpose and Methods: Currently, Korea has the lowest fertility rate among OECD countries. It is also true that from the aspect of encouraging childbirth policy, as the use of automobiles has increased, the interest in securing parking spaces has also become more important. However, there are efforts and researches on the supplying parking spaces for the general public in society not to the positive discrimination such as elders or pregnant women. On the other hand, there is a growing need for a dedicated parking space for pregnant women due to the changing social environment and increasing number of female drivers. At this point, proper design of the maternity parking spaces is essential. Therefore, this study is analyzing the characteristics of pregnant women such as measurements and certain actions and case studies of domestic and oversea. Through the analysis of these factors, the following results were derived. Results: First, it was determined that the important factor in the planning of the parking-block for pregnant women was the human body size of pregnant women. And the required dimensions of movement of pregnant women were derived. Second, the dimensions of automobile were analyzed and applied from the most used vehicles in the family composition. Third, after the observations, the status of the parking spaces of the pregnant women and observations showed that the drivers not only the pregnant women but others were using the spaces improperly. Fourth, at certain conditions of the parking spaces, in order to improve the efficiency of the parking spaces, it is necessarily considered that the usage of designated accessible parking spaces can be used together by not only the disabled but also to the passengers who are classified as 'transportation weak' such as pregnant women. Implications: In this study, the researcher will propose the shape and size of the parking-block for pregnant women considering the elements derived above.

주차 지정된 공용 환경에서 도심 생활자의 주차 관리시스템 연구 (A Study on The Parking Management System for Urban Residents in Designated Parking Space Environment)

  • 본 연구에서, 개인 차량이 주차할 수 있는 지정 공간 및 정의된 개인사용 시간에 다른 차량이 주차하여 있는 경우 초음파 물체 인식 센서를 활용하여 차량 진입을 파악하고, 그리고 카메라 센서가 번호판을 인식한다. 만일 개인 차량 소유자가 인정한 차량이 아닌 경우, 어플리케이션 서버의 "개인 주차장 운영 블록"은 경찰청의 차량 번호정보 조회 Open API를 근거로 개인의 전화번호를 받는다. 이후 주차 처리시 비권리권자는 주차 권리권자의 승인을 받아서 인정되는 시간만큼 주차를 하고 주차요금을 시청 공공 계좌에 입금한다. 본 연구를 통하여, 시청이 인정해준 개인 주차 공간에서 도심의 주차관리를 가장 효과적으로 할 수 있는 운영 처리 방법을 찾을 수 있었다.

  • In this paper, ultrasonic range system which detects parking lot in parking area is studied. The important part for detecting parking lot accurately is to detect the first and second corners of possible parking lot, and for that, new method using multiple echo function is introduced in this paper. Many probabilistic methods have been used to reduce uncertainties of ultrasonic sensor for distance and location of objects. Method using multiple echo, however, gives accurates results as well as simple algorithm. For experiments in parking space, ultrasonic range system was attached to a Pioneer AT-2 and final parking space map was created in a fusion with position information from wheels of a Pioneer AT-2. We will show the results are compared with error of another methods.

주차원단위 산정 모형 개발에 관한 연구 -광주광역시 공동 주택 아파트를 대상으로- (Development of Estimation Models for Parking Units -Focused on Gwangju Metropolitan City Condominium Apartments-)

  • 도시의 급격한 팽창과 함께 주택부족 현상이 나타나게 되자, 정부는 주택부족 문제 해결을 위해 대규모 택지개발을 통하여 주택보급을 확대시켰다. 이러한 현상으로, 공동주택은 우리나라 전체 주택의 83% 수준을 유지하고 있고, 그 중 아파트가 차지하는 비중은 50%로 꾸준한 증가 추세를 보이고 있다. 이로 인해 아파트의 경우 입주민들의 승용차 보유 증가에 따른 아파트 단지 내 주차공간 부족문제 등 제반 주차 관련 문제가 발생하고 있다. 특히, 주차계획대수 수립 시 교통영향평가의 주차수요예측 중 전용면적을 고려한 주차원단위 산정 방법은 기존 계획보다 세대수는 증가하여도 전용면적이 작아지면 계획주차대수는 감소하는 것으로 나타나, 보다 현실적인 주차원단위 산정이 필요한 실정이다. 이에 본 연구는 공공주택 아파트를 대상으로 현실에 적합한 주차원단위를 산정하고자 한다. 현장조사 및 설문조사를 실시하고, 구득자료에 대한 분석을 수행함으로써, 기존 교통영향평가의 주차원단위 산정 문제점을 도출하였다. 또한, 주차수요예측에 영향을 미치는 요인 선정을 통해 주차원단위 산정모형을 개발하였다. 마지막으로 실제 조사된 아파트 주차원단위 자료를 통해 기존 교통영향평가의 주차원단위 산정과 본 연구에서 제시한 주차원단위 산정모형을 비교 분석하였다. 향후 본 연구에서 개발된 주차원단위 산정모형은 주차장법 기준 정립은 물론 보다 현실적인 주차수요예측 수행에 적극 활용될 수 있을 것으로 판단된다.

운전자 편의를 고려한 주차 정보 시스템 (Parking Information System for User Convenience)

  • IT 기술이 발전함에 따라 실생활과 밀접한 편의시설에 IT 기술이 더해져 더 큰 편의성을 제공하고 있다. 하지만 기존 주차 정보 시스템은 주차권 발급 자동화, 주차 가능 대수 등의 제한적 정보만 제공하고 있다. 본 논문에서는 기존 주차관리 시스템의 기능과 추천한 주차 공간까지 찾아갈 수 있는 최단경로를 제시하는 주차장 정보 시스템을 제안한다. 제안하는 주차관리 시스템은 목적지와 가장 가까운 주차공간을 찾고 동시에 주차 공간까지의 경로를 제시하여 운전자가 불필요하게 주차장을 배회하지 않도록 도와준다. 또한 주차장 관리자에게 실시간으로 주차장 상태를 확인 할 수 있는 화면을 제공하여 주차장내 발생하는 상황에 신속하게 대처할 수 있도록 지원한다. 제안하는 주차관리 시스템을 이용하면, 적은 주차 관리 요원만으로도 효과적으로 주차장을 관리할 수 있으므로 주차장 관리 비용을 줄일 수 있다.

강릉지역 전시문화시설의 현황 및 진입특징 (Approach Characteristics and Status of Exhibition-culture Facilities in Gangneung)

  • The purpose of this study is to analyze the approach characteristics, relation to other facilities, and current status focusing on 28 total of exhibition-culture facilities in Gangneung. The results are following as. First, 19 facilities are located in urban area and nine are located in country side. With locational characteristics of Gangneung which is mountains in west and sea to east, three are located in high hill side and four are in sea shore among nine facilities. Facilities in urban area converge to Gungpodae and Ojukhuk which are symbol space in Gangneung. Those facilities started to have been increased from 1990s and rapidly increased from 2000s. The reason is that people have been interested in culture and art in society in general. In building structure, buildings related with traditional contents were constructed with wooden structure while buildings have been mainly constructed with modern ways such as steel and reinforced concrete structure. Second, the 28 facilities are classified into three types by function of other space or facilities within same a site or a building. The three types are themselves usage only, multi-function, and park type. The multi-function type is re-classified into two; public type and commercial type. Those functions have changed according to changes of society and times. Finally, for approaching to the exhibition-culture facilities with general transportation, the mean distance from the closest bus stop to those facilities each is 280m and 27 facilities are located within 670m from the closest bus stop. For approaching way using by car creates movement along road-building site-parking space-main entrance of building. When based on main entrance by the movement, parking space located in front side of main entrance is the largest, next is in the side, and the least is in back side. Various factors such as approaching form from road to parking space and space size between main entrance and parking space influence to approaching ways of exhibition-culture facilities in Gangneung.

주차환경개선지구의 주차장 이용의식 분석과 민영주차장 활성화에 관한 연구 (The Awareness of Usage of Parking Lot in the Parking Environment Improving Zone and Activation of Private Parking Lot)

  • 본 연구는 주차 수요 공급 상의 문제가 심각한 주차환경개선지구를 대상으로 주차실태를 파악하고 주차 공간 확보 방안을 제시하고자 한다. 이를 위해 주차환경개선지구의 주차장 확보율 등 기존 현황자료를 검토하고 거주민을 대상으로 주차장 이용의식 조사를 실시하였다. 연구 결과, 주차환경개선지구는 주차장 확보율이 낮고 불법주차율이 높아 주차 공간이 상당히 부족함을 알 수 있었다. 또한 주차환경개선지구에 거주하는 주민들 중 주차장 이용에 불편을 경험했던 주민이 7할 이상으로 나타났으며, 주차 공간의 부족이 불법주차에 영향을 주는 것을 확인 할 수 있었다. 주차환경개선지구에 거주하는 주민들은 주차문제해결을 위해 주차공간을 확보하는 것이 가장 중요하다고 생각하고 있으며, 주차 공간 확보에 어려움을 느낄수록 신규 주차장 이용 의향이 높은 경향을 보였다. 아울러 본 연구에서는 주차환경개선지구의 주차문제 개선을 위해 민영주차장 설치를 검토하였으며 민영주차장 설치 지원의 범위가 현행보다 강화된다면 주거지역의 민영주차장 설치 활성화가 가능 할 것으로 보인다. 이러한 민영주차장 활성화대책이 구체적으로 시행된다면 주차환경개선지구의 주차환경은 점진적으로 개선되어 나가리라 판단한다.

POST-OCCUPANCY EVALUATION (POE) AFTER THE EXPANSION OF AN APARTMENT PARKING LOT

  • Despite the serious lack of parking lots, studies on parking lot expansion are insufficient; research on users' satisfaction following parking lot expansion is practically nonexistent. Therefore, this study sought to provide basic data for the parking lot expansion of old apartments by comparatively analyzing users' satisfaction before and after the parking lot expansion through a questionnaire survey that targeted residents benefiting from the expanded parking lot. Results revealed a low post-occupancy satisfaction with the parking lot expansion despite the parking lot expansion and improvement of the parking lot environment. This was because the parking lot was not expanded up to the second basement floor due to the lack of appropriate parking space. Other factors included the construction cost burden and lack of connectivity of the basement parking lot with elevators. The results actually raise the need for the establishment of an optimally suitable expansion plan and development of method and technology requiring lower cost and shorter construction period in the design and construction processes for parking lot expansion. Through post-occupancy evaluation (POE) after parking lot expansion, this study quantitatively identified the problems associated with the parking lots of old apartments and ensuing expansion effects. The findings in this study can be used as basic data to seek a suitable diagnosis and evaluation method for the parking lots of old apartments.
