At the end of 2019, there was the major outbreak of "COVID-19" in China. In this outbreak prevention and control campaign, the property management enterprises(PME) performed actively, playing a vital role in China. This paper puts forward that the property management enterprises(PME) should be included as subjects of national urban and rural community governance from the perspective of the public product attribute of property management. Based on the properties of public goods in property management, this paper redefines the functions and positioning of PME with public affairs management, establishes the qualification of PME to participate in one of the main bodies of community public governance. And it forms a new model of community governance with community residents committees, owner' committee and PME as the main body. This research provides implications for national urban and rural community governance models by applying existing theories and practical examples.

This study is concerned with the patentability and protection of intellectual property rights in Traditional Korea Medicine Paper. The results analyzed significance of patentability by investigated for many kinds of Traditional Korea Medicine Paper. It provide extension of intellectual property rights protection and further research region of TKM field by analysing information of patentability. Recently, In the protection of intellectual property rights, the importance of traditional knowledge resource in many country is increased. It will predict the number of apply for the patent increased annually This study will be provide judging guideline and strategy of intellectual property rights protection by search to detect all existing similar patents in Patent Office (Korea, Japan, U.S.A. EPO) about Traditional Korea Medicine Paper. As a result, It can not be investigated about 33% because of paper research or theoretical study or question investigation etc. But the case of 'The Korea Association of Herbology' and 'The Korean Oriental Medical Ophthalmology & Otolaryngology & Dematology Society' have about 10% rate. If it will be constructed DB system, they will be protected by national treatment.

This paper tries to suggest a rational proposal for the distribution of compensation of common property fisheries damages caused by a large scale coastal reclamation. For the purpose the paper introduces the approach of alternative cost of the use of fishing ground. The background of the paper is the legal conflict between tenants and non-tenants, both of whom are common owners of seaweed cultivation ground, in the distribution of compensation for damages. In principal, so far as the seaweed cultivation right is a common property of the fishing association, the compensation is also a common property of it. Therefore the distribution method of the compensation entirely depends on the decision of the association. But in case that the numbers of non-tenants is larger than those of tenants, the distribution of the compensation is usually unfavorable to the tenants even though the latter is the key contributor to the realization of present value of the common property. The paper aims to show an appropriate distribution method based on the economic principle of optimal distribution. In others words, the value added to the economic value of alternative use of the fishing ground should be distributed to the tenants. the value amount of alternative use of the fishing ground should be equally distributed to the members of the association.

Drape property, one of the dynamic properties, is significant element of appearance and silhouette of garment. There are two methods of measuring drape property: objective method and subjective method. The purpose of this study is to search convenient method of measuring drape property which affects the appearance of garment. The method of this study was as below: First, the drape properties of ten various fabrics were measured within both of professional paper ring and visual handy measuring instrument. Second, Pearson's correlation coefficient was analyzed in order to analyze the correlation of two results of the experiments. This study used professional paper ring and visual handy measuring instrument on ten samples. Both of the results from the paper ring and visual handy measuring instrument were very similar in terms of drape property. Significant correlation between results of the professional paper ring and visual handy method indicates the efficiency of the visual handy measuring at school or work environment etc.

The paper by Kurkjian and Zelen(1963) introducted the Property A which related to a structural property of concordance matrix of the column incidence matrix. On the other hand, Paik(1985) showed the property of the concordance matrix, which has multinested block circulant pattern matrix, and this structural property was termed Property C by Paik(1985). This paper classifies the incomplete block designs according to the pattern of the concordence matrix which has multi-nested block circulant pattern. The purpose of this classification simplified the solution of reduced normal equation and plan of the design.

The effect of several inorganic flame-retardants such as ammonium phosphate, ammonium sulfate, aluminum hydroxide and antimony trioxide on the flame-retardant property and tensile strength of paper has been investigated. Flame-retardants were used preferably as a dry powdered mixture and added to the furnish. Both dipping and coating treatments were employed to apply flame-retardants to paper Flame-retardant paper was manufactured by treatment of $5{\sim}30%$ flame-retardants by weight of the paper on a dry weight. Paper's flame-retardant property and tensile strength were examined by comparison of char length and tensile index. As dosages of flame-retardant chemicals increased, flame-retardant property was improved but tensile index was decreased.

In this paper, we study averaging properties in Banach space. We prove that the convex block Banach-Saks property is equivalent to the reflexivity in a Banach space. And we show that a weakly compact operator is a convex block Banach-Saks operator.
