This study suggests how to classify owner's standard specifications in organizations such as local governments which place an order for constructing general and various types of facilities. And the principal conclusions of this study can be summarized as follows; first, the Standard Specifications for Seoul Metropolitan Government of for all facilities could be integrated by seven individual works. Second, it is advisable from a viewpoint of long term to draw up integrally owner's standard specifications by trade for facilities, rather than draw up by group of facilities. Third, editing integrated standard specifications for all trades to meet the unified work classification structure should be backed up by high technology, therefore owner's standard specifications by trades would be favorable to our situation.

정부에서는 건설기술관리법 개정을 통해 국내 시방서의 위계를 표준시방서, 전문시방서, 공사시방서로 정하였고, 설계도서 작성시 기존의 '특별(특기)시방서'에 여러 표준시방서 등을 첨부하여 사용하던 것에서 탈피하여, 표준시방서, 전문시방서 등의 해당 내용을 발췌, 수정, 보완하여 '공사시방서'를 작성하도록 하였다. 그러나 아직도 공사시방서의 수준은 이전의 특별(특기)시방서의 수준을 벗어나지 못하고 있다. 본 연구에서는 이러한 상황에서 공사시방서 수준을 향상시키기 위하여 시방서(표준 전문공사)운영체계 개선방안 및 시방서(표준$\cdot$전문$\cdot$공사)의 일반적인 작성방법 개선방안 ,총칙 작성방법 개선방안 등을 제시하였다.

시방서는 공사를 진행함에 있어서 계약의 서류뿐만 아니라 안전한 시공성의 확보와 품질을 향상시킬 수 있는 중요한 서류가 된다. 현재 국내에 모듈러 건축물에 사용하고 있는 시방서는 공사 시방서 밖에 없으며, 대부분의 내용이 건축표준시방서를 그대로 차용하여 사용하고 있어 모듈러 건축물의 작업 내용을 반영하지 못하고 있어 구성내용이 지침서에 가깝다. 국내 모듈러 건축물 시방서의 현 상황은 모듈러 건축물의 품질 저하에 영향을 미치고 있다. 따라서 모듈러 건축물의 모듈러 공정 모니터링을 통한 세부적인 프로세스 분석과 분석된 activity를 가지고 단계별 연관관계를 IDEF모델링을 적용하여 체계적으로 분석하고, 일반화를 통하여 모듈러 건축물에 특화된 전문시방서의 구성체계를 제안하고자 한다. 도출한 대분류는 크게 공장제작, 운송, 현장설치 총 3가지로 나누어지며, 하위 구성체계는 전문가 자문의견을 반영하여 공장제작의 바닥판 조립에서부터 현장설치의 접합부위 마감까지 총 32가지의 공사 항목으로 나누어지는 것으로 도출하였다.
