The purpose of this study is to propose new systems for improvement of coastal landscape management in Busan area. The coastal landscape management systems in Busan are divided into urban planning sector, coastal management sector and environmental preservation sector without any comprehensive lay or integrated management system. These findings indicate that the coastal landscape is in need of integrated management in the form of coastal management rather than urban planning because coastal landscape os different from urban landscape by nature. The coastal landcape management ordinance which is based on the Coastal Management Ant should be established and the special zoning system for costal landscape management is to be set up under this ordinance. Then the comprehensive landscape plan for Busan coastal area and the design guidelines for each zone are mandatory. Also Busan city government and the district office must have a responsible department, experts and coastal landscape review committees.

The railway crossing is very dangerous because the track intersects with the road there. Thus, The laws were designed for safety of the railway crossing and they are classified as to the acts for the road and the railroad. For safety of the railway crossing, there are 'Road/Railroad Crossing Improvement Promotion Act', 'Enforcement Decree of Road/Railroad Crossing Improvement Promotion Act', 'Rules on Construction of Railroad', 'Rules on Safety Standards of Railroad Installations', and 'Enforcement Ordinance of Cable way/Railway Track Act' in the acts for the railroad and there are 'Road Traffic Act', 'Enforcement Ordinance of The Road Traffic Act', 'Ruled on Structure and Facility Standards of The Road', 'Rules on Structure And Facility Standards Of The Rural Road' and 'Rules on Structure and Facility Standards of The Installations for Bicycle' in the acts for the road. Both the acts for the road and the railroad have standards for the structure of the railway crossing. However, they have different standards. Besides, they don't have standards for new facilities which were recently installed for safety of the railway crossing. Therefore, we suggest new standards for safety of the railway crossing.

It becomes possible to conserve and manage the records also which the Head of Archives(National Archives of Korea) designated at the Records Center(Special Records Center) based on the amendment of the Article 30 of the Enforcement Ordinance of the Public Records Management Act on Nov. 2014. However, the right for the decision for above is given to the National Archives of Korea and other operation and preservation management system different with existing ones such as that relevant Records Centers prepare preservation countermeasure of subject for the amendment and additionally perform all sorts of works about the management should be prepared when the amendment treatment is executed. However, there is only the contents about the change of the preservation place is regulated in the Enforcement Ordinance of the Public Records Management Act and no legal basis to support the repositories for these change, so additional improvement is necessary. In this paper, present condition of preservation place change of the National Archives of Korea and the operation condition of relative records centers and suggest the supplementary and improving items with the Public Records Management Act.

The objective of this study is to prepare a proposal for desired changes in the laws and regulations system of the Environmental Impact Assessment (EIA) about cultural assets preservation. The related Korean regulatory system and literature for EIA have been surveyed and case studies have been analyzed and actual cases where cultural assets protection were of issue have been studied to deduce the problems of those areas. Based on the result of this study, proposed changes are as follows; 1. "Status of cultural Assets" is to be included as common assessment factor for all categories of object projects in "Table 2: Essential Assessment Factors for Individual Project Category" of "Ordinance for Preparation of EIA Statement, etc." 2. "Status of Underground Cultural Assets and Potential Underground Cultural Assets" is to be inserted as a survey factor in "Table 3:Format of and Instruction for Impact Statement". 3. The clause of "-- the survey should be performed on-site and the investigation report should be submitted." is to be inserted in methods of survey in "Table 3". 4. Ground survey of cultural assets should be performed prior to completion of project planning, that is, from the stage of pre-study for site selection. 5. The application of impact abatement from "Methods and Plants for Impacts Abatement" of "Report for Development of EIA Statement Technologies" should be included, with proper modification of timing, in "Ordinance for Preparation of EIA Statement, etc." 6. The expense liability clause in "Cultural Assets Preservation Act" is to be revised as "a certain ratio of expenses for excavation should be borne by the government." 7. Regulatory device for collecting appropriate opinions should be established. It may include Cultural Assets Preservation Committee's hearing to the project owner's opinion. be established. This study examines the meanings of participants, the role of participants & volunteer, characteristic of community media, enlargement of residence, problems and activation of community media also conducted in-depth interviews of participants. According to the results of the analysis, the first it will be enforced administrative supporting & policies aids on Maeul Community Media. Secondly, suggests supporting of a municipal ordinance of Council. Thirdly, facilitate the education of program contents and management of community media. Finally, Supports of production costs.

T Recently, the government has been promoting the expansion and supply of renewable energy as an alternative for achieving carbon neutrality and the nationally determined contributions by 2030. In 2020, the Ministries of Industry and Environment and the Korea Forest Service collaborated to build a nationwide onshore wind energy siting atlas considering wind resources and forestry and environmental regulations focused on central regulations. In this study, the ordinances of the local governments were analyzed to examine the effects of regional location regulations on the expansion of onshore wind power energy generation facilities, in addition to those of central regulations. A development permit standard survey of 226 urban plan ordinances of the local governments nationwide showed that presently in 2022, 52 municipalities are applying regulations on wind energy generation facilities by ordinances. This is twice more than that in 2018, when renewable energy power generation facility development was difficult. Additionally, the location regulations applied by these ordinances were organized by items and regions, and regulatory characteristics, such as the number and scope, were analyzed by regions. To analyze the spatial distribution characteristics, JeollaNamdo was selected as the case area. A spatial DB was established for regulated areas based on the regional and central regulations, and the spatial distribution characteristics and the regulatory scope were compared and analyzed.

Purpose: This is for the purpose to help the bill related to technologists be systematic and unitary by carefully analyzing a legislation, an enforcement ordinance, and enforcement regulations in the connection with the radiological worker and the radiation workers from the law and regulations related to technologists. Materials and Methods: Concerning technologists, a legislation, an enforcement ordinance, and enforcement regulations for a sort of medical technician, regarding the radiological worker, the rules of diagnosis radiation equipment safety management, and concerning the radiation workers, atomic energy law, an enforcement ordinance and enforcement regulations were gathered, compared with one another, and analyzed. Results: Among technologists, in the case of working in the department of diagnosis radiation, the title 'Radiological Worker' is used by the Medical Service Law, and in the case of working in the department of radiation tumors or the one of nucleus medicine, the title 'Radiation Workers' is used by the Atomic Energy Law. Conclusion: Besides the technical term that is used by characteristic tasks, unification of the terms that can be used in common is necessary for sure. And when a legislation, an enforcement ordinance, enforcement regulations, and notification, things like that in the radiation field are amended, certainly they should be done by mutual agreement through negotiation between the organization related to radiation and the governmental organization.

Most recently, development and publication of the ordinance and the manual of policy quality management is spreading the recognition of quality control in the public sector. The purpose of this study is to introduce the system of quality control for local government's policy. So we suggested lessons drew from the case study(Daegu metropolitan city, Gumi city) on current introduction. To successfully introduce the system of quality control for local government, we have to gain agrement for the new system, of introduction, secondly prepare the new system, lastly manage PQM with flexibility.

Reinforced concrete shear walls and X-type steel braces were applied in seismic retrofit techniques for seismic performance evaluation of school buildings constructed in accordance with standard design announced by the ordinance of the ministry of construction in 1980s. Seismic performance evaluation was based on FEMA 356 using response spectrum as elastic analysis and conducted to pushover analysis with nonlinear static analysis. The maximum displacement ratio between floors in 4th and 3rd floors of the existing school buildings was less than 1.0%, which was functioning level in FEMA 356. However, because plastic hinge occurs somewhat in structural members according to the results of pushover analysis, partial reinforcement will be required. X-direction of the maximum lateral displacement of reinforced concrete shear walls than X-type steel braces was 45% and 32% in 4th and 3rd floors of school buildings, and Y-direction was 18% and 17%, respectively.

The compressed injection yellow ocher soil is the process-technology by drying the product through sunshine, not by firing like pottery and ceramic ware. It is the technology of development being able to achieve the far infrared ray and humidity adjustment by adding recycling paper, Korean paper and bamboo salt, and it corresponds with the construction enforcement ordinance 2007 as an interior-finishing product which is fire-resistant. In case that the yellow ocher soil would be used as lighting device and interior-finishing material and decoration, it could contribute to an improvement of National Health by avoiding the sick house syndrome and adding humidity adjustment, and it has more efficient economic effect due to using recycle-available additives. Through such developments of the yellow ocher soil products the domestic market of lighting device and construction material can be advanced and the replacement effect of imported goods & also export effect can be expected accordingly.
