When the study the costumes of Silla Dynasty, the only well-founded data is shown in the prohibition that is promulgated in the period of King Hungduk. In the prohibition, the social limitation according to the Silla Golpum system is closely described, now it is interesting researchers very much. Any times the promulgation of a ordinance has a proper reason. The ordinance of the period of King Hungduk also has no exceptions. It made a reason clear in the introduction - inaccordance with the social position, the list of articles is used with different, in spite of the strict regulation, the distinction of costumes was in disorder because of the trend of luxury and os we have to make right according to law. Some historian think that the prohibition assumes the character of an political innovation. The prohibition contains an social signification, the items of prohibition did not enumerate simply prohibiton items. Through away of research to analyze the hidden meaning contained in the prohibition, we can see the social phenomenon of Silla Dynasty. And compared with the type of clothing, the kinds of clothing mentioned in prohibiton have changed very much. I believe that we can find out political and social change in prohibition.

This research focused on the improved alternatives of the ordinance which practically control the open space in-situ, public open space and landscape construction related to city landscape for the healthy physical and mental life of the city dwellers. The contents of the study are as follows: 1. The special law of Landscape Architecture should be legislated. 2. The portion of landscaping should be changed by up-grading in the Ordinance of Landscape area and planting and the terms of landscape Facilities should include the ecological aspects in it's contents in the law. 3. The administration of local governments should actively lead and support the dwellers to make the roof gardens and the window gardens in the building area of cities or commercial districts which have relatively low rate of green space. 4. Any new construction and restoration of the buildings with preservation of the natural environment and creation of public open space should be given incentive and Set-back space in aesthetic area should have appropriate planting area and facilities in it. 5. Organizing professional landscape evaluation committee and composing evaluation standards are very important because of the contemporary proposition of the establishment of the establishment of ecological space and conservation of urban natural space. Because of the characteristics of Landscape Architecture, the Provisions of landscape Architecture Design and landscape architecture supervision of the specialist should be legislated and the Landscape Architectural Organization should be established within the Government.

Long-term care Insurance system for the Elderly was started to respond to the aged society on July 2008 in Korea. So responsibility of the care for the old is being changed from the family to the society. The introduction of that insurance system has brought the growth of demand for care service. To improve the level of quality for care service providers in long-term care, the role of care worker in providers is recognized as important. But welfare system for the care worker seems to be poor. So the Seoul Metropolitan Council is preparing an ordinance for the care worker and the purpose of this study is for the ordinance as well. Questionnaires, interviews, documentary surveys were used to carry out this study. The results of this study are summarized as follows. The job stability is the most important thing for the care worker, so local government has to make efforts to promote the job stability of care worker. A welfare center for care workers is needed for the health for care workers in the local government. And the local government has to supervise service providers more strictly and evaluate them in treatments of care worker.

The purpose of this study is to propose supporting small libraries through investigating the ordinances of local governments. Based upon identifying of ordinances, there are direct and indirect supports for small libraries from local governments. Direct support is provide budget to small libraries and indirect supports are a cooperation between public library and small library, instruction for library staff, and supporting volunteers. Supporting methods for public small library are direct and indirect supports, but method for private library is indirect support.

Since IMF relief financing, domestic economy has been rapidly cooled down. At this point that we predict an overall decrease of production and sale of industries, cooperative marketing activities of the whole dairy industry are required to promote milk consumption. As everyone knows, advertisement is only one of the various factors that affect sales. Other factors include price, distribution, package, promotion, and consumer's needs and taste. The objectives of the cooperative advertising campaign should be trial purchase of new consumers, maintenance of brand loyalty of existing consumers, more positive experience of using the product, and increase of frequency of purchase. Long term analysis is essential to making these kinds of behaviour changes. Also the objectives of the communication program should be a shift of awareness of milk from 'a basic health food for children' to a substitute to the beverage even for adults. To share database of consumers among companies, we need to find ways to use interactive on-line services, the internet, D.M. events and so on as well as the mass media. It should be a precondition that the main body of the cooperative advertisement includes the milk processing board, dairy companies, livestock cooperations, farmers and the Government. To assure continuous, activities to promote milk consumption, the Government should take the lead in legislating 'An enforcement ordinance for milk promotion and research', and seek complementary measures and support to establish the ordinance.

The purpose of this study is to review the current state of energy education in Korea and identifies barriers faced by teachers in doing energy education. For this purpose, this study carried out a questionnaire survey targeting energy saving policy research-schools. The results of this research are as follows. First, teachers facing barriers in energy education pointed out the lack of teaching text and students' interest in energy, and work stress as main barriers. Second, teachers facing barriers in energy education rather than teachers not facing barriers are inclined to do more education at Ordinance hour and Jongrye hours. It implies that more energy education textbooks for Ordinance hour and Jongrye hours need to be developed. Third, teachers facing barriers in energy education desire more chances for training program, compared with teachers who do not feel barriers. It implies that opportunities for teacher training program need to be expanded.

While the zoning system has been developed based on the rationale of separated and specialized land uses to prevent negative externalities in the modern industrial era, the emergence of office-based new industries in the post-industrial era rather encourages mixed land uses to create agglomeration economies. This study aims to find historical basis to justify the reform of zoning system to promote both specialized and mixed land uses. When the zoning system was first introduced in Japanese colonial period by Chosun Planning Ordinance enacted in 1934, Special District within Manufacturing Area, and later within Residential, Commercial, and Mixed Areas respectively was institutionalized for specialized land uses, though it was not actually designated. When City Planning Law was enacted in 1962, Special District was substituted by Exclusive Areas (Exclusive Residential Area, Exclusive Manufacturing Area). Meanwhile Undesignated Area was designated for mixed land uses by Chosun Planning Ordinance, and later it was converted mostly into Mixed Area and partially into Green Area. Finally Mixed Area was substituted by Semi-Areas (Semi-Residential Area, Semi-Manufacturing Area) by City Planning Law in 1962. These demonstrate that Korean zoning system needs to revive the tradition that clearly promoted both specialized and mixed land uses.

Foreign Direct Investment(FDI) has played a vital role in the economic growth of Pakistan. The objective of this paper is to review the literature on the Pakistan's FDI law and explore possibilities for research. We focus on the Foreign Private Investment (Promotion and Protection) Act 1976, Furtherance and Protection of Economic Reforms Act 1992, and Foreign Currency Accounts (Protection) Ordinance 2001. Major concern seems to be frequent change in policies, lack of follow up for effective implementation of the good decisions above all the law.
