철도안전 정보시스템의 운영아키텍처 개발 방법론 (On an Approach to Developing the Operational Architecture for a Railway Safety Information System)

  • This article addresses the question of how the operational architecture for a railway safety information system should be developed. A successful railway safety information system can be developed by fully reflecting the business process and needs at the enterprise level. To date, there has been minimal research effort towards the development of the operational architecture for a railway safety information system. To this end, a variety of enterprise architectures have been studied so far. In this paper, as an important guideline, DoDAF (Architecture Framework) is selected to be used in developing a railway safety information system. In particular, we propose a method to implement the operational architecture based on DoDAF.

  • Ensuring an automated fallback strategy in response to malfunctions during the execution of the Dynamic Driving Task (DDT) is imperative for Level 4 autonomous driving systems. While Triple Modular Redundancy (TMR) represents a prominent Fail-Operational structure, its practical application to multiple systems is constrained by the substantial increase in costs. In this paper, we propose a pragmatic Fail-Operational safety concept utilizing on-board camera sensors and the Vehicle-to-Infrastructure (V2I) communication module, known as the On-Board Unit (OBU), to provide traffic signal information within the vehicle. The viability of the designed safety concept is validated through error injection simulations. This approach addresses the practical limitations associated with applying Fail-Operational functionality to numerous systems due to the considerable cost escalation. Leveraging camera sensors and V2I communication modules presents a practical and cost-effective solution for maintaining operational safety in Level 4 autonomous driving systems, particularly when responding to malfunctions in the DDT.

  • 최근 아키텍처 프레임워크가 정보관리 시스템 개발에 사용되고 있다. 본 논문은 미국방 아키텍처 프레임워크를 사용하여 철도 안전성 평가에 대한 운용 아키텍처 개발 방법론에 대해 기술한다. 철도 시스템과 같이 안전에 민감한 시스템의 경우는 안전성 평가 업무를 효과적이고, 효율적으로 수행하기 위해 정보관리 시스템의 필요성이 증대되고 있다. 운용 아키텍처를 기반으로 안전성 평가에 대한 정보관리 시스템의 요구사항을 생성하는 것은 필수적이다. 철도시스템에 적용 가능한 안전성 평가 운용 아키텍처를 개발하기 위해 ARP4761이 참고 되었다. 우선, 상용 시스템엔지니어링 도구인 CORE를 활용한 운용 아키텍처 개발 프로세스를 수행하기 위해 스키마 및 템플릿 개발하였다. 운용 아키텍처는 유연한 정보 관리 시스템 구축을 가능하게 할 뿐만 아니라 업무 프로세스의 문제도 해결하는데 도움을 준다.

A Method for Operational Safety Assessment of a Deep Geological Repository for Spent Fuels

  • The operational safety assessment is an important part of a safety case for the deep geological repository of spent fuels. It consists of different stages such as the identification of initiating events, event tree analysis, fault tree analysis, and evaluation of exposure doses to the public and radiation workers. This study develops a probabilistic safety assessment method for the operational safety assessment and establishes an assessment framework. For the event and fault tree analyses, we propose the advanced information management system for probabilistic safety assessment (AIMS-PSA Manager). In addition, we propose the Radiological Safety Analysis Computer (RSAC) program to evaluate exposure doses to the public and radiation workers. Furthermore, we check the applicability of the assessment framework with respect to drop accidents of a spent fuel assembly arising out of crane failure, at the surface facility of the KRS+ (KAERI Reference disposal System for SNFs). The methods and tools established through this study can be used for the development of a safety case for the KRS+ system as well as for the design modification and the operational safety assessment of the KRS+ system.

  • The 'Korea Autonomous Surface Ship' project has been underway from 2020 to 2025, featuring active demonstrations of key maritime technologies. In response, the 'Act on the Development and Commercialization of Autonomous Ships' will take effect on January 3, 2025, establishing a regulatory framework to support the advancement of autonomous ships. As these developments progress, there is a growing need for operational environment information that is specifically tailored to the perception and utilization of autonomous ships, ensuring their safe and efficient operation in maritime settings. This study examines the regulatory framework related to the development of 'Operational Safety and Suitability Evaluation Technology for Autonomous Ships' and proposes potential improvements for the Operational Safety and Suitability Evaluation of Maritime Autonomous Surface Ships (MASS).

Safety Management in Norwegian Fish Farming: Current Status, Challenges, and Further Improvements

  • Background: Safety management is required to ensure health and safety of personnel in Norwegian fish farming. However, few studies have addressed the status and practical relevance of this risk-reducing measure. Methods: This article provides new knowledge through interviews with 35 employees at different company levels, addressing perceptions of various safety management activities according to managers and operational personnel. Results: The interviews show that managers and operational personnel at fish farms agree that the quantity of measures aimed to improve safety has increased in recent years. However, some activities are perceived to have higher practical relevance than others. In general, measures that fit well with the practical reality are well received by the employees at the fish farms. Conclusion: Suggested improvements include involving operational personnel in the design of procedures, considering all risk dimensions that may affect occupational health and safety, and challenging the value of specific safety activities based on a detailed knowledge of the distinctive characteristics of work practice in fish farming.

트램 도입을 위한 안전체계 구축에 관한 연구 (A Study on the Development of Tram Operational Safety System)

  • The first tram in korea was commended the operation from 1899 to 1968 as a core role of public transportation. However, tram recently is being recognized as an alternative against a traffic congestion, a super-aged society and an environmental pollution problem. Because of these advantages, we are trying to introduce tram in korea. The efforts to introduce trams have focused on the economic analysis for tram construction. But we must be interested in tram operational safety. Early opening tram accidents could affect a negative impact on the additional tram introduction. We are trying to introduce trams in Daejeon, Wi-Rye and Su-won. In this paper, I want to check the safety issues in tram operation phase.

  • Airworthiness authorities specify the technical standards of airworthiness that propose minimum requirement of the commercial transport category and apply the rules in the certification process to ensure the safety of the aircraft. The Federal Aviation Administration and other national airworthiness authorities define the fatal accident risk levels for the safety assessment of the aircraft system and establish standard procedures to apply both qualitative and quantitative analysis techniques. However, an accident or incident may occur by the combination of various factors, although the aircraft is designed in accordance with the strict standards and approval by the Airworthiness Authorities. There are some key factors, such as human error, unpredictable complex system failures, degradation of the components reliability, improper maintenance task and intervals. Risk can be reduced by reflecting aircraft operational experience with similar types of aircraft in the process of aircraft development and safety assessment. Result of the root cause analysis for the Airbus A300-600 incident in which the aircraft engine reverser was deployed in the air have been introduced to reflect the design of system and related components. Also, this paper suggests to create a big-database in order to provide a feed-back to the FAR Part 25 transport category design and safety assessment of the operational experience.

Prediction of Safety Critical Software Operational Reliability from Test Reliability Using Testing Environment Factors

  • It has been a critical issue to predict the safety critical software reliability in nuclear engineering area. For many years, many researches have focused on the quantification of software reliability and there have been many models developed to quantify software reliability. Most software reliability models estimate the reliability with the failure data collected during the test assuming that the test environments well represent the operation profile. User's interest is however on the operational reliability rather than on the test reliability. The experiences show that the operational reliability is higher than the test reliability. With the assumption that the difference in reliability results from the change of environment, from testing to operation, testing environment factors comprising the aging factor and the coverage factor are developed in this paper and used to predict the ultimate operational reliability with the failure data in testing phase. It is by incorporating test environments applied beyond the operational profile into testing environment factors. The application results show that the proposed method can estimate the operational reliability accurately.

  • PURPOSES: This study proposes a novel method based on microscopic simulation models to evaluate bicycle passing ways in mixed traffic flow conditions at signalized intersections. METHODS: Both operational efficiency and safety are taken into consideration in the evaluation. A widely used performance measure, delay, is used for evaluating the operational efficiency. Regarding the safety evaluation, surrogate safety measures (SSM) to represent traffic conflicts and the level of crash severity, DeltaS and Max.DeltaV, are applied in the proposed method. RESULTS: Extensive simulations and statistical tests show that an integrated bike-box way is identified as the best in terms of operational efficiency and safety. CONCLUSIONS: The proposed method and outcomes of this study will be valuable for bicycle traffic operations and facility design.
