The increased penetration of PV is impacting on grid operation and in particular the voltage within the local grid can be significantly influenced by the various PV systems. This paper describes domestic technical standard of Photovoltaic(PV) PCS(Power Conditioning Systems)- Characteristics of the utility interface. Especially protective function test items of 1) Output overvoltage protection test, 2) Output undervoltage protection test, 3) Frequency rise protection test, 4) Frequency fall protection test, 5) System voltage's momentary interruptions, 6) System voltage distortion capability test. Therefore in this paper protective function test item of facilities evaluation detailed standards for new renewable energy, small, medium and large photovoltaic inverter standard is studied and analyzed and finally full tested by PV inverter performance function.

This paper describes the fixed-point DSP implementation of a CELP(Code-excited linear prediction)-based speech coder. The effective realization methodologies to maximize the utilization of the DSP's architectural features, specifically parallel movement and pipelining are also presented together with the implementation results targeted for the ITU-T standard G.723.1 using Motorola DSP56362. The operation of the implemented speech coder is verified using the test vectors offered by the standard as well as using the peripheral interface circuits designed for the coder's real-time operation.

This paper discusses the interacting mobile robots for tele-operation system using the world wide web. In multi-agent and web-based teleoperation environment the problem of communication delay must be solved for the efficient and robust control of the system. The standard graphic user interface(GUI)is implemented using Java Programing language. The web browser is used to integrate the virtual environment and the standard GUI(Java applet) in a single user interface. Users can access a dedicated WWWserver and download the user interface. Reinforcement learning is applied to indirect control in order to autonomously operate without the need of human intervention. This study is for an effective response as the pre-stage for railway agencies to prepare the rail road kind based emergency response standard operation procedures when the emergency event occurs. Accordingly, I would like to increase the utility in helping the railroad employees to make their decisions. And that is possible through suggesting them to make computerized Emergency situation based activity and Emergency response that is individual based. And of course all of this procedure would be based on the emergency event categorized response scenario.

현재 한전에서 800여개 이상의 변전소를 운영하고 있으며, 이중 가장 많은 비중을 차지하는 변전소는 154kV 변전소로서 전체 변전소중 85%를 차지하고 있다. 지난 13년동안 154kV S/S내에서 발생하는 고장(T/L고장 제외)은 평균 약 183건이며, 고장복구 시간은 고장유형에 따라 다양하게 나타나고 있다. 전력설비의 고장이 발생했을 때 신속한 고장의 복구와 오조작으로 인한 파급고장을 방지하기 위하여 한전에서는 송변전 표준복구절차(Standard Operation Procedure, SOP)라는 매뉴얼에 따라 고장복구를 시행하고 있다. 그러나 기존의 표준복구절차는 다양한 고장원인과 설비감시 조건을 반영하지 못하고 있으며, 휴먼에러에 의한 오조작으로 고장 복구중 파급고장의 위험을 내포하고 있다. 따라서 본 논문에서는 154kV 변전소에서 전력설비 운전상태 및 감시조건과 고장발생 사례분석을 기반으로 기존의 송변전 표준복구절차(SOP) 문제점 및 개선사항을 제시하고자 한다.

This paper deals with a procedure of changing the current inspection & replacement periods for ROKAF aircraft parts. ROKAF is mostly operating aircraft of foreign makes, and takes maintenance actions according to Technical Orders(TO.) published by foreign aircraft manufacturers. Therefore ROKAF inspects and replaces specific parts at the time noticed from T.O.. These inspection and replacement periods are determined by manufacturers according to the standard operating environment and parts' durability. But the standard operating environment Is different from operator's environment. Because of this difference, the inspection and replacement periods have to be changed according to operators' operation environment. It is resonable that the manufacturer, having design materials and life test data of parts, changes those periods together with materials of operators' operation environment. But we have many difficulties in obtaining the design materials and life test data. Then this paper proposes a procedure of changing the periods of aircraft's parts with life data obtained during operating aircraft. For the reliability analysis, a software of RELEST (Reliability Estimation Version 1.0) is used.

This paper suggests to standardize railway accident restoration types as the standardized code and to develop standard operation procedures(SOP) for the efficient railway accident management and recovery system. First of all, occurred damage types as the existing railway accident types in both domestic and foreign cases have been carefully analyzed and then reclassified. Therefore, this study suggested the combination of 3 distinct code factors: restoration class, restoration object, and restoration location to standardize them. In addition, temporary restoration SOP will play a major role in the railway accident batabase management system and SOP for the damage limitation and the prevention of accident spread.

우리나라의 재난및안전관리기본법에서는 표준현장지휘체계는 긴급구조활동에 대한 지휘에 대한 것으로 국한하고 있다. 본 연구에서는 표준현장지휘체계를 다양한 재난에 범용적으로 적용가능하도록 개선방안을 제시하였다. 또한 대규모 재난피해 발생시 모든 대응자원을 신속히 동원하여 재난현장에 제공 지원할 수 있도록 재난안전대책본부의 자원 응원조정 역할의 명확화 등 개선방안을 제시하였다.

Emergency preparedness plan(EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings(people, property and environment), and the boundary of accident recovery plan(ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet(MSDS), standard operation procedure(SOP), emergency response plan(ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.

Digital imaging is emerging as a standard method for patient documentation in clinical setting. Managing patient expectations before aesthetic surgery can greatly improve patient satisfaction after surgery. The patient who visited for plastic surgery wants a predicted figure after the operation. A virtual plastic surgery software is necessary in order to satisfy the desire of patients. Adobe $Photoshop^{(R)}$ is the professional standard in desktop digital imaging, offers indispensable new features for graphic and web design, photography, and video. Using imaging technology, it takes just minutes to realistically simulate the results of double eyelid operation, liposuction, rhinoplasty or any other aesthetic procedure. The aim of this study is to analyze the significance of the digital image processing and to introduce the virtual plastic surgery using Adobe $Photoshop^{(R)}$.
