In this paper, we try to explore the nature of open source software development process. The process involves peculiar characteristics which seem to defy the traditional economic reasoning for technology policy. Based upon the comparative case study of open source software development process with the two innovation processes adopted from literature on economic history, we argue that technology policy should strike the balance between provision of innovation incentives and voluntary disclosure of information.

최근 지식환경의 변화에 따라 R&D 투자성과를 극대화하기 위한 기술개발 전략의 새로운 패러다임으로 개방형 기술혁신(Open Innovation)이 확산되고 있다. 국내에도 기술개발 비용의 증가, 제품수명의 단축 등으로 R&D 투자 효율성을 극대화하기 위한 기술개발 전략으로 개방형 기술혁신(Open Innovation)에 대한 관심이 고조되고 있지만 활용 실태 등에 대한 조사 발표는 미미한 실정이다. 본 사례연구는 기술 경영 관점에서 개방형 기술혁신이 신제품 개발에 적용되는 일련의 과정을 통하여 기업들이 개방형 기술혁신을 중요한 기술개발 전략의 일환으로 새롭게 실행하거나 강화하려고 할 때 어떤 점들을 고려하고 점검하고 준비해야 하는지에 대한 경영 실무적 측면에서 시사점을 제공해 준다고 할 것이다.

There have been many studies that open innovation activities have positive effects on firm performance. However, the previous studies have shown conflicting results, depending on the characteristics of companies or the timing of the product launch. This study empirically compares open innovation performance of first-mover companies and follower companies. The analyses are performed on the samples of the Korean Innovation Survey 2010 companies that explored external information and performed R&D cooperation. The results indicate that open innovation activities can have different effects depending on a company's status in the market. For the first-mover companies, the intensity of utilizing external information has greater impact on the firm's performance than the diversity of it. By contrast, for the follower companies, the diversity of utilizing external information has greater impact on the firm's performance than the intensity of it. In terms of R&D cooperation, the external cooperation is found not to have significant effects on a first-mover company's performance. However, external R&D cooperation of a follower company is showing positive impact on the firm's performance. The implication of the study is to analyze the firm's Open-Innovation performance by comparing first-mover companies with follower companies. Therefore, companies need to execute the Open-Innovation strategy by considering firm characteristics or the timing of the product launch.

글로벌 경영 환경에서의 경쟁이 심화되고 제품수명주기가 급속히 단축되고 있는 상황에서, 각 기업은 다양한 혁신의 방법으로 경쟁 우위적 기술 혁신을 추구하고자 한다. 본 연구에서는 기업 내부의 연구 개발의 한계를 벗어나 개방형 혁신이 중소기업 기술혁신의 방향을 바꿀 수 있는 계기가 될 수 있음을 전제로 ICT 중소기업을 대상으로 개방형 혁신의 진행 과정과 성과를 분석하고, 중소기업의 개방형 혁신의 활동 과정과 추진 내용, 그리고 성과를 분석하였다. 또한 개방형 기술 혁신의 추진과정에서 발생되는 문제점을 파악하고, 개방형 혁신을 강화하기 위한 방안을 제시하였다. 국내 ICT 중소기업의 기술 경쟁력 제고를 위한 조사 분석을 바탕으로, 혁신 생태계를 제품/서비스 혁신, 조직혁신, 마케팅 혁신의 관점에서 파악하고, ICT 중소기업의 혁신 역량과 혁신 성과의 관계에 대한 현황적 조사 분석을 제시하였다. 선행적 연구 이론 정리를 위하여, 기업의 혁신 역량, 개방형 혁신 이론의 개념과 유형을 정리하고, 국내외 개방형 혁신에 대한 이론을 고찰하였다.

이 논문은 중소기업을 대상으로 최근 기술혁신의 새로운 패러다임으로 대두되고 있는 개방형 혁신활동을 파악하는데 목적을 두었다. 특히 중소기업들이 기술혁신 과정에서 어떻게 외부와의 협력 네트워크가 구축되며, 실제로 어떤 단계에서 개방형 혁신활동이 이루어지는 가를 분석하였다. 외부와의 협력을 통해 기술개발을 경험한 3,400개 중소기업을 대상으로 개방형 혁신활동의 특성을 파악하였으며, 기술혁신과정의 어떤 단계에서 어떻게 개방형 혁신활동이 이루어지는 가를 구체적으로 파악하기 위하여 충북테크노파크에 입지한 14개 업체를 대상으로 하여 심층 인터뷰도 병행하였다. 연구 결과 기업 자체의 혁신역량이 부족한 중소기업의 경우 아이디어 단계 및 기술개발 단계에서 개방형 혁신활동을 통해 외부로부터 다양한 자원을 활용하며, 기업이 혁신적일수록 개방형 혁신활동을 활발하게 수행하고 있고, 이직이나 창업과 같은 노동시장의 유연성도 나타나고 있다.

오늘날 환경의 변화가 매우 빠르고 복잡하기 때문에, 기업들은 내부 R&D만 수행하여 생존하거나 지속적인 경쟁우위를 확보하기는 어렵다. 이에 따라 개방형 혁신에 관한 패러다임이 강조되고 있으며, 다양한 산업들에서 외부 R&D의 비중이 점점 증가하고 있다. 본 연구는 과학기술정책연구원(STEPI)에서 수행한 한국기업혁신조사(KIS)의 데이터를 통해 개방형 혁신을 분석하였다. 한국의 제조업에 해당하는 기업들을 중심으로 개방형 혁신의 비중을 확인하였고, 개방형 혁신과 혁신 성과 간의 관계를 분석하였다. 분석 결과, 개방형 혁신은 과거에 존재하지 않았던 새로운 패러다임이 아닌 것을 확인하였다. 또한 정부지원제도의 활용은 혁신 성과에 긍정적인 영향을 미친 반면, 외부 R&D의 활용은 관리의 어려움으로 인해 혁신 성과에 영향을 미치지 않는 것으로 나타났다. 본 연구의 결과는 향후 기업들이 혁신 활동을 수행할 때 전략적인 방향을 마련하거나 의사결정을 지원하는데 기여할 수 있을 것이다.

This study explores the role of the think tank as an intermediary organization in the open innovation system. Think tank has contributed to the policy process as a mediator between government and public and as a symbolic entity of intellectual innovation to produce knowledge to the public. As the innovation system matures, one of the major challenges in research and practice is the openness and collaboration in the science, technology, and innovation system. While previous literature highlighted the think tank as the knowledge arbitrager transforming ideas into policy issues, few studies address the research questions: Is the conventional role of the think tank still persistent in the open innovation system? What are the demanding roles? This paper tackles these questions by reviewing the current role of the South Korean think tank in the science & technology sector. Based on the open innovation framework, we suggest that think tanks need to play a bigger role as policy entrepreneurs, crossing policy borders and interacting with other partners.

Purpose - The purpose of this study is to examine how a broad palette of government support measures and firms' membership in government-developed clusters are related to firms' openness in innovation processes. Design/methodology/approach - Empirically, this study analyzes the Korea Innovation Survey 2018 data on the innovation activities of 1,450 Korean R&D-active manufacturing firms in a three-year period from 2015 through 2017. Findings - The results suggest that firms engage in open innovation to a greater extent--as measured by the breadth of external collaborating partners and of the utilized external sources of knowledge--when they are provided with a broader palette of government support measures and are located in government-developed clusters. However, the effect of diverse government support measures is attenuated for firms located in these clusters. Research implications or Originality - This study contributes to the innovation literature by illuminating how firms' open innovation can be understood in a national innovation system. Moreover, it provides valuable implications for firms seeking to obtain government support and collaborate with others.

Extant research on firm innovation productivity is limited in measuring the innovation productivity, in which they measured firm innovation productivity by using either inputs or outputs of innovation. The present study complemented the extant research by employing Data Envelopment Analysis (DEA) approach to measure firm innovation productivity. Furthermore, this paper examined the effects of firms' external knowledge search, as one of open innovation practices, on firm innovation productivity, for open innovation activities are regarded as an influencing factor on firm innovation productivity in the previous literatures. Using the data of the Korean Innovation Survey (KIS) of manufacturing industries conducted in 2008, this study developed hypotheses in which we considered not only two dimensions of external knowledge search (breadth and depth) but also two subtypes of external knowledge search (market-driven and science-driven). The results found that searching deeply and market-driven search are positively related to firm innovation productivity, but science-driven search is somewhat negatively related to firm innovation productivity. Furthermore, market-driven search can mitigate the negative effect of science-driven search on innovation productivity.

The purpose of this study is to empirically analyze whether open innovation activities are significant and which methods are more effective in developing new businesses. Based on the latest technological innovation survey data of the Science and Technology Policy Institute, the results were analyzed by binary logistic regression analysis. As a result of the analysis, we confirmed that open innovation activities have a positive effect on the performance of developing new businesses. In the open innovation activities, Recruitment (invitation) of specialist in related fields, Business alliance technical agreement, Dispatch of personnel, M&A, Acquisitions identify related field trends showed more influence in order. It would be beneficial to improve the performance of developing new businesses with a low probability of success if utilize more effective innovation activities in developing new business in enterprises or organizations throughout this study.
