A Study on the Improvement of Data Set Management in Government Information Systems: A Comparison with Public Data (행정정보 데이터세트 관리 개선방안 연구: 공공데이터와의 비교를 중심으로)

  • Although numerous studies have noted the importance of data sets in government information systems, the practical management of data sets has yet to be developed. Under these circumstances, the National Archives of Korea designated data set management as a major project in 2020, initiating full-scale management work. Despite these efforts, the records center, which will conduct management, expressed great concern for the new project. As such, this study identifies problems in managing data sets and searches for possible improvements through a comparison with existing public data projects by public institutions. In particular, the following materials were analyzed: laws, notices, guidelines, and publications issued by the ministries. Based on the results, several measures were proposed as part of an improvement plan for data set management: (1) the utilization of government functional classification as a reference, (2) the reorganization of the table, and (3) data linkage with related systems.

Analysis of Global Trends in the Cross-border Transfer of Personal Data and Its Implications for Korea (개인정보 국외이전 관련 규범 국제 동향 분석 및 한국에의 시사점)

  • To review the theoretical background of regulatory approaches to cross-border transfer of personal data, this paper divides major digital trade participating countries into four types according to the OECD - non-regulatory, post-intervention, pre-supervision, and national control. It then analyzes the US, Japan, the EU, and China respectively that belong to each type. South Korea, which is currently about to pass the amendment by the National Assembly, has identified that it is in the middle of post-intervention and pre-supervision, and needs to evolve into pre-supervision norms like the EU while it has to participate more actively in the process of establishing international digital trade rules. Korea first needs to sign digital trade agreements and promote mutual certification projects more actively from the standpoint of a medium-sized open country with growing digital companies and digitally-open consumers. Second, the government should fully consider the interests of not only companies but also various trade stakeholders including domestic consumers, when drafting and implementing trade policies. To this end, 'a single window approach' is needed not only at the Ministry of Trade, Industry, and Energy, but also at the level of the entire government which require an integrated form of digital trade policy governance.

Policy Directions for Boosting Fusion of PC in the Mechatronics Industry (메카트로닉스산업의 PC 융합 촉진을 위한 기술정책 방향)

  • Since computerized numerical controller(CNC) emerged as a result of the fusion of the electronics technology and the mechanical technology, there has been continuous evolution of CNC technology in the mechatronics industry. The industry is recently developing a new control system based on the fusion of personal computer(PC) and CNC. Upgraded PC has now integrated into CNC, making various machines possible to exchange data, software and hardware, and to greatly improve man-machine interface. The fusion of PC and CNC can form a new paradigm in technological innovation of not only control system but also whole machinery industry in near the future. Korea lagged behind the developed countries in the development of open control system with the fusion of PC. Turbotek, Hyundai Motor and Daewoo are leading companies, but their commercial possibility seems to be low because domestic market is too small to reap a commercial benefit. Nevertheless, the development of the system is an essential step for Korea to embark on a future technological paradigm of the machinery industry. The government needs to play some role for the development, for instance, government R&D projects, institutional building and training of related technicians.

  • In this paper, we designed the open service platform based on integrated type of individual customized service and intelligent information technology with individual's complex attributes and requests. First, the data collection phase is proceed quickly and accurately to repeat extraction, transformation and loading. The generated data from extraction-transformation-loading process module is stored in the distributed data system. The data analysis phase is generated a variety of patterns that used the analysis algorithm in the field. The data processing phase is used distributed parallel processing to improve performance. The data providing should operate independently on device-specific management platform. It provides a type of the Open API.

A Study on the Domain Discrimination Model of CSV Format Public Open Data

  • The government of the Republic of Korea is conducting quality management of public open data by conducting a public data quality management level evaluation. Public open data is provided in various open formats such as XML, JSON, and CSV, with CSV format accounting for the majority. When diagnosing the quality of public open data in CSV format, the quality diagnosis manager determines and diagnoses the domain for each field based on the field name and data within the field of the public open data file. However, it takes a lot of time because quality diagnosis is performed on large amounts of open data files. Additionally, in the case of fields whose meaning is difficult to understand, the accuracy of quality diagnosis is affected by the quality diagnosis person's ability to understand the data. This paper proposes a domain discrimination model for public open data in CSV format using field names and data distribution statistics to ensure consistency and accuracy so that quality diagnosis results are not influenced by the capabilities of the quality diagnosis person in charge, and to support shortening of diagnosis time. As a result of applying the model in this paper, the correct answer rate was about 77%, which is 2.8% higher than the file format open data diagnostic tool provided by the Ministry of Public Administration and Security. Through this, we expect to be able to improve accuracy when applying the proposed model to diagnosing and evaluating the quality management level of public data.

Measuring the Economic Value of Open Government Data: A Consumer Utility Perspective (공공데이터의 경제적 가치 측정: 소비자 효용 관점)

  • In many countries, governments invest a substantial amount of budget in open government data (OGD) for governmental performance and transparency. To understand the actual performance of such policies, the governments should measure the realized value. Many organizations and researchers have attempted to assess the value of OGD. However, they have neglected a perspective of consumers who benefit from OGD. Moreover, little research has quantified the economic value. This research examines extant methods of intangible asset valuation to quantify the economic value of OGD in a citizen perspective. In consideration of the extant research methods and the characteristics of OGD, the contingent valuation method is the most appropriate because it effectively reflects various users and their purpose of use. We then conduct a survey of citizens living in Seoul, Korea and assess the economic value of OGD provided by the Seoul government. Findings show that citizens' willingness to pay (WTP) differs across respondents' prior experience, tax resistance, perceived benefit and perceived reality of virtual scenario, but it does not differ across their demographics. WTP also significantly varies across the question formats. We discuss the reliability of the results and implications for future research.

The Determinants of the Expected Demand for Elderly Care by Government in Aged Korea (국가에 의한 노후보장 기대수준 결정요인)

  • The purpose of this study was to investigate the determinants of policy demand for elderly care in aged Korea. The data from the first wave of KLoSA (Korean Longitudinal Study of Ageing) aged over 45 were used (n=10,165). The major findings were as follows: First, human capital, social capital, and socioeconomic variables influenced on the expected demand for elderly care by government, controlling the expectations of future life and society. Second, the effects of determninants on the expected demand for elderly care by government varied by the level of human capital, social capital, and socioeconomic variables, including ADL and IADL, familial support by children, public transfers, and age. Based on the empirical results, the implications for welfare mix of elderly care were provided.

  • As a part of the open science policy, this study compared the perception of research data sharing and utilization by academic field. Based on this, in - depth interviews were conducted with semistructured questions to the data task managers of 27 government - funded research institutes in science and technology. Among them, nine excellent organizations were selected from the viewpoint of data management and cases of research data collection and management were specifically presented. The State of the collection and management of research data by the participating research institutes is generally a pilot project stage, and the level of collection and establishment of data also differs by institution. In terms of institutions, they are divided into three levels: the level of collection and establishment of data(KIOM), the advanced level of it (KIST), And level of steps to start sharing (KRIBB, KRICT).

Quality Evaluation of the Open Standard Data (공공데이터 개방표준 데이터의 품질평가)

  • Public data refers to all data or information created by public institutions, and public information that leads to communication and cooperation among all people. Public data is an important method to lead the next generation of new industries such as artificial intelligence and smart cities, Korea is continuously ranked high in the international evaluation related to public data. However, despite the continuous efforts, the use of public data or industrial influence is insufficient. Quality issues are continuously discussed in the use of public data, but the criteria for quantitatively evaluating data are insufficient. This paper reviews indicators for public data quality evaluation and performs quantitative evaluation on selected public data. In particular, the quality of open standard data constructed and opened based on public data management guidelines is examined to determine whether government guidelines are appropriate. The data quality assessment includes the metadata and data values of open standard data, and is reviewed based on completeness and accuracy indicators. Based on the data analysis results, this paper proposes policy and technical measures for quality improvement.
