Effects of the Intergenerational Exchange Relationship on the Attitudes of the Middle Aged on Old-Age Security (세대간 교환관계가 중년층의 노후부양관에 미치는 영향)

  • This study examines the structure of intergenerational relationship and its effects on old-age security of the Korean society. Of interest is the effects of the middle aged's attitudes on old parents'security on their intergenerational exchange relationship and on their own old-age security as well. This study also attempts to test the applicability of the social exchange perspective to the study of intergenerational support relationship in Korea The social exchange perspective considers intergenerational relationship as an exchange of aids and rewards between generations. However due to strong norm of filial duty and inadequate welfare system, supporting old parents is regarded as younger generation's duty in Korea This study utilizes a survey data conducted by Kim et al.(2000). Major findings can be summarized as follows. First, the middle aged who gives one-sided supports to their parents tends to have the traditional attitude on old parents' security. It implies that intergenerational support relationship in Korea is not consistent with the explanations from the social exchange perspective. This study suggests a 'chained reward system'as an altermative explaining the intergenerational relationship. Second, an absolute majority of the middle aged tend to think that they are responsible for their own old-age security regardless of the pattern of intergenerational support relationship and attitudes on old parents' security. It implies that the middle aged in Korea holds the status of 'marginal men' who supports their parents but can't take the similar supports from their children.

  • This paper attempts to analyze the early retirement in the OECD countries and discuss implication of that in the old age policy in Korea. The increase of the early retirement in the almost all OECD countries is a common fact. Especially the rate of early retirement rapidly increased in the 1980s, mostly reflecting the high rate of unemployment and states' policies to reduce it. However, it varies across countries: the unemployment compensation pathway in France, the mixture of social assistance and private insurance in England, VUT in Netherland, the privatization of the early retirement in the U. S., and partial retirement and labor market policy in Sweden. The early retirement in the advanced countries contributes to de-institutionalization and de-standardization in life course model. It resulted in the erosion of the ordinary conception that the retirement was the beginning of the old age. And the last phase of life course became blurred. With respect to the problem of the early retirement, there is a big difference between Korea and the OECD countries. Above all, the retirement age is 55 years in many companies and the public pension is not universalized in Korea. Accordingly the policy for income security of the old age in Korea should be connected with social security policy such as the gradual extension of the retirement age and the expansion of the public pension and labor market policy such as job training for the old age, transformation of the seniority wage system etc.

Expectations for Social Security and Perception of Life in Old Age in a Superaged Society : An Analysis of the Differences Between Age Groups in J apan (초고령사회 일본의 사회보장에 대한 기대인식과 노후 생활 인식 - 연령계층별 차이에 주목하여 -)

  • In this study, based on survey data from Japan, I analyzed the differences between the expectations for social security and the perception of life in old age by age group. The analysis data used in this study are from the "Survey on Life Security, 2019" conducted by the Japan Life Insurance Cultural Center, which surveyed men and women aged 18 to 69. The results of the analysis are as follows. First, expectations about health insurance are higher than expectations about other forms of social security in all age groups. Second, when it comes to expectations for public pensions, both men and women have the highest average scores in their 60s. Third, the age group with the lowest average score for public health insurance, public pension, public care insurance, and survivors' pension was found to be those in their 40s. In addition, men in their 20s had a higher average score on their perception of life in old age. Fourth, the effect of social security expectations on perception of life in old age was found to be somewhat different for gender and age groups, but overall, it was found that public health insurance expectations were an important factor that had a positive impact on the perception of life in old age.

The Effects of Basic Income Security on Poverty Elimination and Life Independence in Income Security Policies (소득보장 정책에서의 기본소득 보장이 빈곤해소와 생활자립에 미치는 영향)

  • This study is empirically intended to look into the effects of basic income security on poverty elimination and life independence in income security policies. To achieve this, poverty elimination and life independence through the national pension and basic pension as old-age pension for basic income security and the unemployment benefit and livelihood benefit as employment insurance were determined as dependent variables. The 10th data from Korea Welfare Panel Study were used in the statistical package program to analyze these variables. The overall findings showed that the national pension and basic pension as part of the old-age pension had a positive effect on poverty elimination and life independence. The unemployment benefit and livelihood benefit of employment insurance were not significant and they were rejected. And poverty elimination had a significant effect on life independence and it was adopted. Consequently, the old-age pension is a pensionable income security policy given to all the elderly with lower income, which it is very useful for guaranteeing a basic income. Poverty elimination leads to life independence through the guarantee of a certain basic income, suggesting that they are closely related to each other.

  • This study examines adult perceptions of old age planning and the factors that explain the degree of their planning for the future. The data came from 478 adults between the age of 30 and 59 living in Gunpo city. Major findings can be summarized as follows. First, we find that participants are well aware of the need for old age planning, and that the majority of them think aey are responsible for their old age security. Nevertheless they are not preparing for later life very much. Second, they are doing their best planking for their later lives in the area of social activities. The degree of participants' preparation varies depending on their age and socioeconomic factors. Finally, participants who strongly recognize their parents' role are also more likely to plan for the future. These results suggest that the educational programs and systems for pre-instruction about various plans for old age be developed for even younger people.

An Estimation of an Old Age Mortality Rate Using CK Model and Relational Model

  • Due to a rapidly aging society, the future Korea mortality rate is important for planning national financial strategies and social security policies. Old age mortality statistics are very limited in their ability to project a future mortality rate; therefore, it is essential to accurately estimate the old age mortality rate. In this paper, we show that the CK model with a Relational model as a base model provides accurate estimates of old age mortality rates.

Generational Relationship of the Middle Aged to the Elderly Parents and Their Attitudes on Old-Age Security (중년층과 노부모의 세대관계와 중년층의 노후부양관)

  • 이 논문의 목적은 현재 40-50대의 중년층과 노부모 사이에 이루어지는 세대관계의 심층적 구조를 밝히고, 이 구조에 영향을 미치는 제반요인들을 설명하는데 있다. 그리고 세대관계의 유형에 따라 중년층 자신의 노후부양태도와 노후생활에 대한 대책행위가 어떻게 달라지는가를 분석하였다. 이 연구를 위해 구조화된 질문지를 활용하는 전국전인 면접조사가 이루어졌다. 이 논문은 중년층과 노부모의 세대관계를 세대간 근접성, 지원가능, 그리고 노부모 부양관 에 따라 다섯 가지 유형으로 분류하였다. 중년층의 지배적인 세대관계는 노부모와 별거하면서 지원기능을 유지하는 형태로 나타났다. 별거사항에서 이루어지는 지원관계에는 중년층의 사회 계층적 지위나 노부모와의 정서적 연대와 관련된 요인들이 중요하게 작용하는 것으로 밝혀졌다. 중년층 자신의 노후생활에 대한 부양관과 노후대책 행위는 세대관계의 유형에 따라 유의미한 차이가 존재한다. 근접성, 지원관계, 노부모 부양관 모두에서 전통적인 세대관계를 유지하는 중년층은 자신의 노후생활에 대해서도 가족의 부양을 강조하며, 독립적인 노후대책을 마련하는데 소극적이다. 반면, 노부모와 동거하고 지원기능을 유지하더라도 노부모부양관이 약한 증년층은, 자신의 노후 생활에 대하여 독립성을 강조하고, 스스로 노후대책을 마련하는데 적극적인 것으로 확인되었다.

A Study on Income Expansion Plan for the Elderly according to Income Security Policy (소득보장정책에 따른 노후소득 확충방안에 관한 연구)

  • In order to enrich the lives of senior citizens, this study suggested measures to increase income for the elderly by strengthening the current income security policies. Income security is a policy that guarantees income to maintain a certain standard of living. It is a policy that guarantees income to maintain a certain standard of living when income is suspended due to unemployment, disease, or disaster, or when income is lost due to retirement or death of a dependent due to old age, or when expenditure accompanying birth, death, etc. occurs. According to the study, measures to expand old-age income security are as follows. First, a phased increase in basic pension for the guarantee of old-age income is needed. Second, the income security function of the National Pension Service should be further strengthened. Third, a multi-layered old-age income security system should be established. Fourth, the government should continue to push for the expansion of works for the elderly. In conclusion, in order to strengthen the income security policy for the elderly, a reexamination of the current income guarantee system for the elderly is needed first. Then, it will be necessary to propose measures to gradually guarantee income for the elderly.

Preparation Characterizations for old Age of the Baby Boomers (베이비붐 세대의 노후준비 특성분석)

  • This study analyzed the preparation characteristics for old age of the baby boomers by the framework of the multi-pillar pension system. Analysis results are as follows. First, multi-pillar pension system's subscription rates of baby boomers was public pension 59%, private pension 11.5% and retirement pension 1.5%. The baby boomers isn't ready for old age life. Second, women and people with the low level of education are less prepared for old age. Third, people in a bad health state are less prepared for old age. Forth, low-income people are less prepared for old age. We must support baby boomers' preparations for old age by establishing income security system for old age. We must establish public pension support policy for the people of the low level of education and economic hierarchy, women, bad health status people, and must introduce universal old-age allowance policy for guaranteeing the minimum income of baby boomers.

Present Situation of Old-Age Income Security and Tasks for the Legal Improvement (노인의 노후소득보장의 현황과 법적 개선과제)

  • Korea, like most of other countries, is enforcing the national pension as social insurance which is a kind of the income policy. Despite the fundamental limitation on public pension or the imperfect policy, the guarantee of the minimum living standard for maintaining dignity of human being is not being reached for the standard. Poverty rate of the elderly in Korea is the first among the OECD countries and public pension dead zone is very large. The elderly low income class could become a serious social problem if low fertility and aging keep getting worse. In this study, I will analyze the present condition of the retirement security for the elderly in South Korea. Also, I will look into the present situation of old-age income security and determine problems, and propose the improvement devices for related laws.
