Since oil spills can be a significant threat to the marine ecosystem, it is necessary to obtain information on the current contamination status quickly to minimize the damage. Satellite-based detection of marine oil spills has the advantage of spatiotemporal coverage because it can monitor a wide area compared to aircraft. Due to the recent development of computer vision and deep learning, marine oil spill detection can also be facilitated by deep learning. Unlike the existing studies based on Synthetic Aperture Radar (SAR) images, we conducted a deep learning modeling using PlanetScope optical satellite images. The blind test of the DeepLabV3+ model for oil spill detection showed the performance statistics with an accuracy of 0.885, a precision of 0.888, a recall of 0.886, an F1-score of 0.883, and a Mean Intersection over Union (mIOU) of 0.793.
The Yeongsan River, a major water resource for Jeollanam-do, that is adjacent to industrial complexes and agricultural areas, is exposed to water pollution. Therefore, it is necessary to investigate the impact of water pollution incidences and prepare response systems for river environment safety for other water resources in the future. Environmental Fluid Dynamics Code (EFDC) was applied to the mainstream of the Yeongsan River where residential, commercial, and agricultural areas are located to analyze the behavior of pollutants conducting the scenario analysis. Considering the pollutants that affected the study area, two pollutants, oil and benzene, with different physical and chemical characteristics were selected for the analysis. As a result of comparing the actual and simulated values of the water elevation, temperature, and flow rate, it was confirmed that the model adequately reproduced the hydraulic characteristics of the Yeongsan River. The oil flow dynamics showed that an increase in flow rate led to reduction in the maximum height of the slick. Notably, the behavior of the oil was predominantly influenced by the wind conditions. In the case of benzene, lower flow scenarios exhibited decreased arrival times and residence times accompanied by an elevation in the maximum concentration levels. From the results of pollutant behavior in the study area, it is feasible to utilize the section of tributary confluence for collection and the weir area for dilution. This study enhances the understanding of the pollutant's behavior with different characteristics and develops effective control systems tailored to the physicochemical attributes of pollutants.
In the present study, the numerical prediction of the oil amount leaked from the hole of a damaged tank is investigated using the improved MPS (Moving Particle Semi-implicit) method, which was originally proposed by Koshizuka and Oka (1996) for incompressible flow. The governing equations, which consist of the continuity and Navier-Stokes equations, are solved by Lagrangian moving particles, and all terms expressed by differential operators should be replaced by the particle interaction models based on a Kernel function. The simulation results are validated though the comparison with the analytic solution based on Torricelli's equilibrium relation. Furthermore, a series of numerical simulations under the various conditions are performed in order to estimate more accurately the initial amount of leaked oil.

Official Development Assistance(ODA) Project is initiated to assist a developing country economically and to promote its welfare. Support on training and information system development are the primary elements in the maritime safety field. The maritime safety information system(MSIS) of ODA projects deals with maritime safety information of developing nations and ensures an inter-operability between other systems. Therefore, it is required to develop MSIS based on the Universal Hydrographic Data Model(UHDM) of International Hydrographic Organization(IHO). In this paper, we have analyzed the current status and operational process of UHDM established by IHO. Oil spill response system was selected as an example of MSIS project and, also, considered the application results to the maritime safety field of UHDM.
This paper aims to evaluate the indirect economic damages to anglers of the marine recreational charter caused by marine pollution associated with the Herbei Spirit vessel, which spilled 12,547 kl of crude oil in Taean coastal areas in December 2007. In order to evaluate the indirect cost to anglers of the charter fishing, consumer surplus for charter fishing is estimated using a Poisson model (PM), a negative binomial model (NBM), a truncated Poisson model (TPM), and a truncated negative binomial model (TNBM), which account for the characteristics of count data (non-negative discrete data), for individual travel cost method (ITCM). Because of over-dispersion problem in PM and TPM, NBM and TNBM are considered to be more appropriate statistically. All parameters such as income, fishing careers, travel cost and catch that are estimated are statistically significant and theoretically valid. Based on TNBM results, consumer surplus per trip and per person was estimated to be 277 thousand won, total consumer surplus per person and per year about 2.3 million won, and the marginal effect of consumer surplus on % changes in catch rate is about 33 thousand won. The consumer surplus was converted into total indirect economic damages for aggregation which are evaluated to be 125 billion won, reflecting the number of anglers and damage rate.
This paper is to identify the dynamic phenomenon of the marine pollution management that is connected directly or indirectly by using system dynamics analysis. The method used herein is based on system dynamics analysis that analyzed the sub-systems for marine pollution management. Furthermore designed feedback loop between system elements. And made total casual map of marine pollution management. The main results of the paper are the following : 1. It's necessary to equipments and technology development and law revision for feedback loop slump of initial measures delay in oil spill. 2. It should be come up with partnerships and new business for community corrosion non-proliferation caused by social conflicts. 3. Marine pollution management should be an obligation that must be minimized to include social conflicts in the community and national levels besides oil spill response on-site. This model confirmed the hidden cause of delay by existing response plans, manuals and programs. And oil spill response in broader sense is more important from now on. The result can be useful in the guidance of marine pollution and management.
As a plan for oil spill accidents, research to collect and analyze optimal equipment assignments is essential. However, studies that have diversified and analyzed the optimal equipment assignments for responding to oil spill accidents have not been preceded. In response to the need for analyzing optimal equipment assignments study, we devised a genetic algorithm for optimal equipment assignments. The designed genetic algorithm yielded 10,000 optimal equipment assignments. We clustered using the k-means algorithm. As a result, the two clusters of Yeosu, Daesan, and Ulsan, which are expected to be the largest spills, were clearly identified. We also projected 16-dimensional data in two dimensions via Sammon's mapping. The projected data were analyzed for distribution. We confirmed that results of the simulation were better than those of optimal equipment assignments included in the cluster.In the future, it will be possible to implement an approximate model with excellent performance based on this study.
In cases of water pollution accidents, accurate prediction for arrival time and concentration of contaminants in a river is essential to take proper measures and minimize their impact on downstream water intake facilities. It is critical to fully understand the behavior characteristics of contaminants on river surface, especially in case of oil spill accidents. Therefore, in this study, the effects of main parameters of advection and diffusion of contaminants were analyzed and validated by comparing the results of Lagrangian particle tracking (LPT) simulation of Environmental Fluid Dynamic Code (EFDC) model with those of Global Position System (GPS)-equipped drifter experiment. Prevention scenario modeling was accomplished by taking cases of movable weir operation into account. The simulated water level and flow velocity fluctuations agreed well with observations. There was no significant difference in the speed of surface particle movement between 5 and 10 layer modeling. Therefore, 5 layer modeling could be chosen to reduce computational time. It was found that full three dimensional modeling simulated wind effects on surface particle movements more sensitively than depth-averaged two dimensional modeling. The diffusion range of particles was linearly proportional to horizontal diffusivity by sensitivity analysis. Horizontal diffusivity estimated from the results of GPS-equipped drifter experiment was 0.096 m2/sec, which was considered to be valid for applying the LPT module in this area. Finally, the scenario analysis results showed that particle movements could be stagnant when discharge from the upstream weir was reduced, implying the possibility of securing time for mitigation actions such as oil boom installation and wiping oil contaminants. The outcomes of this study can help improve the prediction accuracy of particle tracking simulation to establish the most suitable mitigation plan considering the combination of movable weir operation.
The water pollution such as oil spill from stream and river because of car accidents have been frequent cases in the watershed of Dam. However we don't have any simulation methods about flow modeling on the watershed and stream tree. In this study aims to analyze water pollution accidents area on impact range for ANDONG-Dam. The focused watershed and the risk range of path analysis model was designed by GIS database. The frequency of transportation accidents which may occur from road accidents in the level of quantitative and qualitative analysis to map flow analysis using ArcHydro Model and Open Geospatial Consortium(OGC) API. and the path way from the accident point to the reservoir stayed on the path was simulated. The area of risk accessment index was displayed with cell and grid of dam area.

This paper describes a short-term prediction model for the movement of an oil slick in shallow waters. Under the assumption that the initial movement of the oil slick is governed by spreading and advection, the model has been developed and applied to Kyungki-Bay near Incheon Harbor. The initial spreading is estimated by using an empirical formula. The depth-averaged momentum equations are solved numerically for the volume transport velocities, in which the $M_2$ tide is the main driving source. A staggered grid system is adopted fur spatial discretization and the half-time method is implemented for time marching. The numerical result is visualized with the help of animation and thus the contaminated area is displayed on a monitor in time sequence. The input data are the time, the location and the volume of spill accident as well as environmental data such as md and $M_2$ tide.
