In order to understand the generation of the Sogcho Eddy due to the strong offshore winds, we first investigated the characteristics of winds at Sogcho, Kangnung and Samchuk, and then carried out a series of numerical experiments using the nonlinear 1 1/2-layer model. The models were forced by wind stress fields, similar in structure to the prevailing winds that a field in the east coast of Korea during the winter season. The winds were composed of the background winds $(-1\;dyne/cm^2)$ for 90 days and the local winds $(-4\;dyne/cm^2)$ for 30 days. The analysis of wind data at three stations (Sogcho, Kangnung, and Samchuk) showed that the wind was stronger in winter than in other seasons and the offshore component was much dominant. According to our numerical solutions, the Sogcho Eddy of about 200 km in diameter was generated due to the strong offshore winds prevailing in the Kangnung - Sogcho regions. The eastward propagation of the Rossby waves reflected at the western boundary resulted in the eastward meandering motion from the eastern side of the eddy.

The structures of fresh water plume depending on estuarine geometries and wind directions (upwelling, onshore, downwelling, and offshore winds) were studied using the Regional Ocean Modeling System (ROMS). Four idealized estuaries, which are different in bathymetry, were considered. The results showed that the fresh water plume was restricted close to the shore line where a river was connected to the sloping shelf rather than the flat shelf due to the fast momentum exchanges from x, y to z momentums on the sloping shelf. Mild upwelling and offshore winds (${\mid}{\tau}_{\omega}{\mid}=0.01Pa$) enhanced stratification on the contrast to previous studies which showed that winds destroyed stratification by enhanced vertical mixing. However, downwelling and onshore winds had similar effects on the vertical structure of the fresh water plume as in previous studies enhancing vertical mixing. The plume was confined above the underneath submarine channel, thus the plume path was directly affected by the direction of the submarine channel on the shelf.

According to numerical experiments, the Sokcho Eddy is produced at $37
5~39.0^{\circ}N$ by strong offshore winds, whereas the Ulleung Eddy is produced at $35~37^{\circ}N$ by an inflow variation of the Tsushima Current. These locations compare well with visual observations. The nonlinear 1$1/2$-layer model showed that most of the East Korea Warm Current (EKWC) driven by the Tsushima Current form the Ulleung Eddy that is larger and stronger than the Sokcho Eddy. In contrast, the nonlinear 2$1/2$-layer model showed that most of the EKWC travels further northward due to a strong subsurface current, thereby enhancing the Sokcho Eddy making it larger and stronger than the Ulleung Eddy. The Sokcho Eddy is also produced relatively offshore due to an eastward subsurface current in the frontal region. Using the 1$1/2$-layer model, when the mass of the Tsushima Current decreases, the two eddies are weakened and produce a circular shape. In the 2$1/2$-layer model the EKWC pushes the Ulleung Eddy northward after 330 days, next the Sokcho and Ulleung eddies begin to interact with each other, and then after 360 days the Ulleung Eddy finally disappears absorbed by the relatively stronger Sokcho Eddy. This behavior compares favorably with other visual observations.

In order to understand regional wind characteristics and to estimate offshore wind resources, a wind map of the Korean Peninsula was established using remote-sensing data from the satellite, U.S. NASA Quik SCAT which has been deployed for the Sea Winds Project since 1999. According to the linear regression result between the wind map data and in-situ marine-buoy data, the correlation factor was greatly improved up to 0.87 by blending the remote-sensing data of Quik SCAT with U.S. NCEP/NCAR CDAS reanalysis data to eliminate precipitation interference and to increase temporal resolution. It is found from the established wind map that the wind speed in winter is prominent temporally and the South Sea shows spatially high energy density over the wind class 6. The reason is deduced that the north-west winds through the Yellow Sea and the north-east winds through the East Sea derived by the low pressure developed in Japan are accelerated passing through the Korea Channel and formed high wind energy region in the South Sea; the same trends are confirmed from the statistical analysis of the meteorological observation data of KMA.

The safety and stability of 5MW class offshore wind turbine Jack-up platform was investigated through ocean basin experiment. For simulating the environmental condition of yellow sea in the South Korea, diverse waves, winds and currents were performed based on Froude's number. Regular wave and irregular wave based on Froude's number were applied to the wind turbine structure. In experiments, the height and period of regular wave type were scaled down as the 1:50 ratio of real wave condition. Irregular wave type was simulated with TMA(Texel Storm, Marsen and Arsloe)spectrum. The vertical reaction force, resonance period and wave pressure applied to multi-supporters of wind offshore structure were measured experimentally. Finally, the results showed that the capsizing situation of the offshore structure was generated by the severe environmental condition.

A probabilistic method is developed that leads to the combination of Typhoon (Hurricane) or winter storm induces winds, waves, currents and surge for a generic site. The purpose of this study is to optimize the design of the jack-up platform for 5MW offshore wind turbine system. Considering all the environmental loads such as currents, waves, winds and so on, the members of structures have been designed and optimized based on the AISC and API-RP-2A to be within the allowable stress even in the most critical and severe condition. In addition to the above strength check of structural members, the joint punching shear check and the hydrostatic collapse check are also performed where they are required for the design. The design life of the jack-up platform is 50 years for the static strength check and the fatigue design life is 100 years including to the DFF(Design Fatigue Factor) of 2.0 to have enough stability and workability for the design optimization.
In order to investigate the offshore wind resources around Korean peninsula, the "QuikSCAT Level 3" data by ADEOS II satellite was analyzed from Jan 1 2000 to Jan 18 2003. The "SeaWinds" on the satellite is a specialize4 device for microwave scatterometery that measures near-surface wind speed and direction under all weather and cloud conditions. Wind speed are extrapolated from 10m to 60m with the exponent of 1/10 in the power law model. It has been found that the High wind energy potentials are prevailing in the South sea and Southeastern end of Korean peninsula.
In this study, surface currents measured by small lagrangian GPS drifters (Aquadrifter) in Anmok coastal waters were analysed to account for the variability of nearshore surface current and wave-induced current to understand sediment transport mechanism near the crescentic bars in the surf-zone and near Kangneung breakwater and submerged breakwater in Anmok. The 8 times lagrangian drifter experiments were conducted mostly during in 2nd, 3rd, 4th intensive measurements in winter, summer, and spring seasons with long-term wave observation at the station W1. The analysed surface currents near the breakwaters in Anmok show that wave-induced currents at the middle of the submerged breakwater were separated and flowed toward the shoreline but offshore currents were dominant through the channels between the breakwaters. The longshore currents near the shoreline were flowed to the northwest (southeast) depending on the incoming waves from ENE (NNE). The surface nearshore offshore currents were generated mostly by waves and winds in case of high and low wave energy environments. Using the small-size lagrangian surface drifter experiments, we successfully measured longshore and offshore wave-induced currents in the surf-zone and near submerged breakwater close to Kangneung breakwater. The drifter experiment results show the availability of direct observation of nearshore surface currents to understand the mechanism of sediment transport analysing observed wave-induced current and ebb-current in the surf-zone generated by incoming waves and local winds.
In this paper, offshore wind resources within the Japan's EEZ (Exclusive Economic Zone) are assessed using wind speed data from the microwave scatterometer SeaWinds onboard QuikSCAT. At first, from the 10m-height wind speed from QuikSCAT, 60 m-height wind speed is estimated by using an empirical equation for height correction. Based on the 60 m-height wind speeds, annual energy Production is calculated under an assumption of installing 2 MW wind turbines every $0.64km^2$. The annual energy production is then accumulated for the entire Japan's territorial waters and EEZ ($4.47{\times}10^6km^2$). As a result, it is shown that the total energy Production is estimated to be $4.86{\times}10^4$ TWh/yr. This offshore wind energy Potential within the EEZ is approximately 50 times higher than the actual annual electricity production in Japan.
