Improvement of Wave Height Mid-term Forecast for Maintenance Activities in Southwest Offshore Wind Farm (서남권 해상풍력단지 유지보수 활동을 위한 중기 파고 예보 개선)

  • In order to secure the safety of increasing offshore activities such as offshore wind farm maintenance and fishing, IMPACT, a mid-term marine weather forecasting system, was established by predicting marine weather up to 7 days in advance. Forecast data from the Korea Hydrographic and Oceanographic Agency (KHOA), which provides the most reliable marine meteorological service in Korea, was used, but wind speed and wave height forecast errors increased as the leading forecast period increased, so improvement of the accuracy of the model results was needed. The Model Output Statistics (MOS) method, a post-correction method using statistical machine learning, was applied to improve the prediction accuracy of wave height, which is an important factor in forecasting the risk of marine activities. Compared with the observed data, the wave height prediction results by the model before correction for 6 to 7 days ahead showed an RMSE of 0.692 m and R of 0.591, and there was a tendency to underestimate high waves. After correction with the MOS technique, RMSE was 0.554 m and R was 0.732, confirming that accuracy was significantly improved.

  • Large offshore wind farms using high voltage direct current transmission system (HVDC) have been considered and exploited in many countries in the world. The maintenance of the stable operation of wind farm and interconnected system is an important issue, especially in the case of fault. To ensure the stable operation after fault clearance, the PCC voltage must be restored as soon as possible and meet the grid code requirement. This paper will evaluate the PCC voltage recovery ability of a large offshore wind farm as it is connected to a weak grid via a VSC-HVDC.

  • In this study, we review the status of Southwest sea 2.5GW offshore wind project and expected various problems. And we suggest government policies for offshore wind industrialization. Especially, we would like to mention the necessity of offshore wind development in order to diversify power sources and guarantee energy security in Korea. And we would like to mention necessity and direction to make offshore wind into growth engine industry thorough fusion between industries and energization for the existing industry such as civil, shipbuilding, steel, etc. that was headed into downturn.

  • Recently, many offshore wind farm project plans and environmental impact assessments have been conducted in Korea. However, despite having different characteristics from onshore wind farm, there is a lack of alternative setting and evaluation methods suitable for this. Accordingly, this study attempted to derive implications for the alternative setting and evaluation method suitable for the domestic situation through overseas guideline and case analysis. Through the result of the analysis, it was possible to examine the process of the alternative setting and evaluation method for offshore wind farm, and through this, detailed considerations and methodology were found. Even overseas, the methodology for alternative setting and evaluation has not yet been clear, and the methodology used for onshore wind farm has been improved and developed. In Korea, it is necessary to prepare a system for setting and evaluating alternatives to such offshore wind farm projects, and research in various fields is required to carry out them reasonably and efficiently. For the successful promotion of domestic offshore wind farm projects, it is thought that continuous efforts to increase environmental and social acceptance are necessary along with the promotion of related research reflecting the implications derived from overseas cases.

Validation study of the NCAR reanalysis data for a offshore wind energy prediction (해상풍력자원 예측을 위한 NCAR데이터 적용 타당성 연구)

  • Predictions of wind speed for six different near-shore sites were made using the NCAR (National Center for Atmospheric Research) wind data. The distances between the NCAR sites and prediction sites were varied between 40km and 150km. A well-known wind energy prediction program, WindPRO, was used. The prediction results were compared with the measured data from the AWS(Automated Weather Stations). Although the NCAR wind data were located far away from the AWS sites, the prediction errors were within 9% for all the cases. In terms of sector-wise wind energy distributions, the predictions were fairly close to the measurements, and the error in predicting main wind direction was less than $30^{\circ}$. This proves that the NCAR wind data are very useful in roughly estimating wind energy in offshore or near-shore sites where offshore wind farm might be constructed in Korea.

  • In resent years, Offshore Wind Farm (OWF) is being actively developed. Typically, OWF has a better wind resource than onshore one, but also have a very high investment cost and maintenance cost. Furthermore, due to a difficulty of geographical access, OWF can be affected by the failure for a longer time. As the result, OWF has a higher loss cost. Therefore, a reliability evaluation should be performed more carefully at OWF planning stage. In this paper, a methodology for the reliability evaluation on inner grid is suggested. Inner grid connects wind turbines via submarine cables and transfers power to offshore substation. According to location of the faulted cable under layouts of inner grid, the transfer ability of inner grid is influenced. In order to indicate the transfer ability of inner grid, several indices are introduced such as PNDR, EEND and EENDC. To demonstrate the methodology described in this paper, diversity case studies were performed.

  • This paper examines the design feasibility of cage aquaculture coexistent with an offshore wind farm in the southwestern sea of South Korea. Among the many types of fish farms, 2 × 3 cage aquaculture was selected for the investigation and the initial design including mooring lines, bridles, etc. was drawn with iterative numerical simulations using Orcaflex. Experimental campaigns were conducted to validate the numerical results, and they were found to be in good agreement with the experiments. Using a validated numerical model, the tension of mooring lines and the deformed volumes of the facility were examined under given operating and survival conditions. The validated model will be further used to investigate various aspects of the cage farm design for design optimization.

Study on the Vessel Traffic Safety Assessment for Routeing Measures of Offshore Wind Farm (해상풍력발전단지의 대체통항로 통항안전성 평가에 관한 연구)

  • In this paper, we analysed vessel traffic volume and patterns of traffic flow for ships using areas where included wind farm site and adjacent waters of Daejeong Offshore Wind Farm, and estimated traffic volume by classified navigational routes according to suggestion of rational routeing measures on the basis of classified patterns after installation of offshore wind facilities. Also, we assessed vessel traffic safety for each designed routeing measures on the basis of estimated traffic volume and proposed requisite countermeasures for the safe navigation of ships. With a result of analysing patterns of traffic flow, the current traffic flow was classified by 8 patterns and the annual traffic volume was predicted to 8,975 ships. On the basis of these, expected the vessel traffic volume according to designed four routeing mesaures after installation of wind farm. As result of assessing vessel traffic safety by using powered-vessel collision model of SSPA on the basis of the estimated traffic volume, the value of collision probability was less than safe criteria $10^{-4}$. Thereby we made sure usability of the designed routeing measures for the safe navigation of ships.

  • In this paper, the offshore wind farms have been designed by using WindPRO with the help of real wind data measurements at Jeju Costal area by calculating the annual energy production for exact economic evaluation. In order to achieve benefit of wind farm, the annual revenue for power generation have been calculated with SMP and REC value. And construction cost has derived from the real wind farm project case. Also O&M cost has been estimated by OMCE (Operating & Maintenance Cost Estimator) to get accurate cost of wind farm. Economic evaluation of wind farms have been performed by comparing above parameters. In addition, sensitivity analysis calculating the effect of these factors has also been carried out.

  • This study investigates the wake effect of an island to develop the offshore wind farm. The main wind direction can be determined from the data processing of the QuikSCAT satellite data around the Wi-do island at south-west sea of the Korean peninsula. Computational fluid dynamics is adopted to analyze the wake effect. From this study the velocity defects due to the wake are revealed. In particular about 5% velocity defect is observed at 80m hub height from the sea surface.
