There is increasing interest, on the global basis, in the operation of ocean surface radars for measurement of coastal sea surface conditions to support environmental, oceanographic, meteorological, climatological, maritime and disaster mitigation operations. In south Korea, ocean surface radars are operating to monitoring oil spill, outflow from dike or preventing from safety-accidents in the 6 regions (16 radial sites) by main frequency about 13, 25 and 42 MHz until the present. However, that ocean surface radars have been operated on an experimental spectrum basis. In the results of 3~50 MHz band domestic analysis to improve the regulatory status of the spectrum used by oceanographic radars, it was demonstrated that sufficient frequency bands are available for oceanographic radars on the frequency band above 20 MHz. It is difficult to deploy and operate oceanographic radars in the sub-bands below 20 MHz except for 13 MHz band. For using HF ocean surface radars one should understand the spectrum environment in Korea and should prepare a suitable operating system and data processing techniques.
It is, as everyone knows, very important for human beings to protect and conserve marine environment. We has believed the ocean is so wide and deep that it cannot be polluted. But it has begun to doubt the capacity of self-purification of the ocean due to pollution arising from marine casualities. It has proved that semi-enclosed sea is likely to be polluted and cannot be restored easily once pollution occurs. Therefore, first of all it is important to take preventive measures for prevention of marine pollution in the semi-enclosed sea like the Yellow Sea. Many of regional conventions for prevention of marine pollution have come into existence. this dissertation was set out for the fact that the Yellow Sea is semi-enclosed sea which is vulnerable to marine pollution. It is desirable not to deal with marine preservation of the Yellow Sea by a single exclusively but to deal with it by cooperation of all coastal states under the present circumstances. I proposed a program of regional cooperation to protect and conserve the Yellow Sea. This program must be progressed with gradual arrangements. First, they must establist a basic cooperation committee to work basic affairs on the protection of marine environment within the Yellow Sea. The Committee Mainly play parts of study and research concerned with pollution of the Yellow Sea in the non-governmental side and consist of legal and scientific experts. Second, they must establish the control Committee to prevent marine pollution of the Yellow Sea substantially. There is a reason that regional cooperation cannot be directly concluded with the regional tready. Because there is a problem of Recognition of States left. In principle, a subject of tready must be a state in the International Law. But they have not made Recognition of State which is demanded by International Law between North and South Koreas. Therefore, the Control committee must play a substantial part of prevention from pollution instead of the treaty. Finally, we concluded tentatively named $\ulcorner$Convention on Regional Cooperation for Protection of Marine Environment of the Yellow Sea from Pollution$\lrcorner$ if the matter is settled which is related to Recognition of States in the International Law.

We study the characteristic and total flux of non-point pollutants such as total suspended solids (TSS), chemical oxygen demand (COD), dissolved nutrients, total phosphorus (TP) and total nitrogen (TN) in the storm water runoff from urban streams and sewer outlets of Banweol Industrial Complex around Shihwa Lake. The concentrations of non-point pollutants were generally increased with increasing of the duration and intensity of rainfall. Mean TSS concentration of Ansan stream was higher than that of sewer outlets but mean concentrations of COD, TP and TN were approximately 2~5 times higher of sewer outlet than of urban stream. TSS showed statistically positive relationships with COD and TP but it had negative correlation with dissolved nutrients. There was a significant correlation between total flux of non-point pollutants in the storm water runoff and total basin area of each sewer outlet, showing that the highest runoff flux was observed at 3rd sewer outlet which represents the largest basin area from Banweol industrial complex. Total runoff fluxes for TSS, COD, TP and TN in this study were 187,536 kg, 17,118 kg, 922 kg, 13,519 kg, respectively. Given the basin area of sewer outlet in Banweol industrial complex which corresponds only 3% from total catchment area around Shihwa Lake, enormous amount of non-point pollutants will be entered into Shihwa Lake without any treatment. It is necessary to manage and reduce of various non-point sources and pollutants because the runoff of nonpoint pollutants during storm events should be deteriorating the water quality of Shihwa Lake. Our results provides useful informations on the development of best managements practices (BMPs) for effective implementation of total pollution loads management system of Shihwa Lake.
Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.
Environmental pollution is common problem of the present world that is intimately related to the future survival of human beings. The problems of environmental pollution originate from the pursuit of benefit by enterprises, insufficient countermeasure of government and ignorant life style of the people. Health hazards due to environmental pollution have characteristics of irreversibility, difficulty in measurement and ineffectiveness of personal prevention. Objects of this article are to review the various aspects of environmental pollution, to outline the present status of environmental pollution and strategy to control environmental pollution in Korea. In the first part of this article, causes of environmental pollution are presented. International relationships, world-wide status of environmental pollution and health hazards due to environmental pollution are briefly reviewed. In the second part, present status of air, water, soil and ocean pollution in Korea is presented. Pollution by radioactive materials, noise, vibrations, odor, wastes and chemicals is reviewed. Climate changes related to environmental poisoning, problems of workplace environment, pesticide and defoliants are also reviewed. Finally, control measures for environmental pollution including the role of government are reviewed.

In order to take measures for solving conflicts between the relevant Ministries of Korean government such as MOMAF(Ministry of Maritime Affairs and Fisheries) and MAF(Ministry of Agriculture and Forestry) and the relevant industry circles such as KSA(Korea Swine Association) and KODA(Korea Ocean Dumping Association) regarding the prohibition of ocean dumping of livestock excreta wastes from land, the present conditions of marine disposal of livestock excreta wastes and the standpoints of MOMAF, MAF, KSA and KODA were reviewed in Korea. As measures for solving the conflicts, the followings were proposed; A prior examination into the possibility of the treatment and/or disposal on shore for the total amount of livestock excreta wastes in Korea, measures for solving civil appeals against the problems arising from the treatment and/or disposal on shore of livestock excreta wastes, a prior examination into the possibility of the execution of the amendments to the relevant rules and regulations of Korean marine pollution prevention law for the prohibition of ocean dumping of livestock excreta wastes, measures for supporting the relevant industry circles such as KSA and KODA which were expected to suffer from the prohibition of ocean dumping, and an overall review of the national system for ocean dumping of terrestrial wastes in nationwide level.

The quantitative increase in maritime transport for domestic and foreign trade is one of the main reasons for the increase in marine pollution accidents. Despite the implementation of relevant laws in each country to prevent and mitigate marine pollution accidents caused by ships, human negligence (carelessness, intention, etc.) by ship workers has been reported as the biggest cause of marine pollution accidents. One of the most effective ways to reduce marine pollution accidents caused by ships is to reduce human negligence through systematic education and training of ship workers. Therefore, this study aimed to review the appropriateness of the statutory education and training curriculum for ship marine pollution prevention managers in accordance with domestic laws and regulations such as the 「Marine Environment Management Act」 and suggest improvement measures. To this end, we compared and analyzed the legal training·general education courses related to the prevention of marine pollution and marine disasters in Japan, where the laws and systems are similar to Korea, and investigated the cases of legal training for experts in land pollution prevention in Korea.
A satellite tracked drifter experiment was conducted to observe thermal structure and surface circulation in the northeastern East China Sea. For this experiment, four ADOS buoys, assembled with surface float and thermister chain, were deployed on August 2007 in southern Jeju-do, where the Kuroshio Branch Current is separated from the main stream. Thermal structure in the upper layer of the northeastern East China Sea was successfully observed during the following $1{\sim}3$ months. Strong thermo-haline front in a northeast-southwest direction was observed. In the frontal zone, warm and saline Kuroshio origin water intermixes with fresher coastal water and flows toward the Korean Strait. Typhoon Nari, which passed over the East China Sea 20 days after commencement of study, caused distinct signals in the thermal structure and trajectory of buoys. During the typhoon, surface temperature abruptly dropped to about $4^{\circ}C$, while the thermocline formed at $30{\sim}50$ m depth vanished due to strong vertical mixing. Internal inertial oscillation occurred several days after the typhoon. The fortuitous occurrence of typhoon Nari showed that ADOS buoys can provide useful and accurate air-sea interaction data during typhoons.
This study conducted sedimentological and geophysical surveys for 3 years (2006-2008) in southern Gyeonggi Bay, Korea to elucidate temporal changes in subaqueous dune morphology on a sand ridge trending northeast to southwest that has been excavated by marine sand mining. The sand ridge (~20 m in height, ~2 km in width and 3~4 km in length) has a steep slope on the NW side and a gentle slope on the SE side, creating an asymmetric profile. Large (10~100 m in length) and very large (>100 m in length) dunes occurring on the SE side of the ridge show a northeastward asymmetrical shape, whereas dunes on the NW side destroyed by marine sand mining display a southwestward asymmetry. The comparison between Flemming (1988)'s correlation and the height-length correlation of this study indicates that tidal current and availability of sand sediment are major controlling factors to the development and maintenance of dunes. Depth and sedimentary characteristics (grain size) are not likely to be major controlling factors, but indirectly influence dune growth by hydrological and sedimentary processes. The length and the height of dunes decrease toward the southeastern trough away from the crest of the ridge. These features result from the decrease of tidal current and sediment availability. The length and the height of dunes on the southeast side decrease gradually over time. This is a result of the interaction between tidal current and the decrease in sediment availability due to sediment extraction by marine sand mining. Marine sand mining has destroyed the dunes directly, causing irregular shapes of shorter length and lower height. The coarse fraction of suspended sediments is transported and deposited very close to the sand pit. By contrast, relatively fine sediments are transported by the tidal current and deposited over a wide range by the settling-lag effect, resulting in a decrease of sediment grain size in the area where suspended sediments are deposited. In addition, marine sand mining, decreases the height of dunes. Therefore, morphological and sedimentological characteristics of dunes around the sand pits will be significantly changed by future sand mining activities.

The Kyunggi Bay in mid-west of Korea is a relatively large estuarine system that connects the Han River system with Yellow Sea. Due to macro-tidal range of more than 8 m, the urban estuary shows deep tidal channels and wide tidal flats. Since last 30 years, the coastal development is undergoing, yielding noticeable change in environment. Particularly the tidal flat dynamics are generally accepted as being related with tidal residual flows in this area (Kim et al., 2009). We have estimated the annual variation and vertical structure of residual currents with one-year long observed flows in two major tidal channels of Kyunggi Bay. The moving average method and tidal current harmonic analysis yield nearly the same results on residual flow. The residual flow in Jangbong channel ranges from 20 cm/s in summer to 30 cm/s in winter. It is noticeable that the residual flow in Jangbong channel is flood dominant throughout the year, while the flow in Seokmo channel is ebb-dominant residual flow with current speed range of 20-40 cm/s. Due to the baroclinic response of relatively shallow estuary, significant reduction of energy in bottom layers have been observed, indicating the importance of residual circulation to the tidal flat behavior.
