The government is promoting recycling of waste resources through the enactment of Fundamental Law on Resource Circulation, the revision of the Wastes Control Act and zero-landfilling of untreated waste through improved processes such as recycling and diversification. As of 2015, the total amount of landfilled waste is 38,308 ton/day in Korea. The amount of landfilled waste from industrial sectors is 23,577 ton/day, accounting for 62 % of total landfilled waste. In the study, we investigated the characteristics of the thermal treatment residue among inorganic wastes and estimated the landfill reduction potential according to the relevant recycling criteria, which can go through recycling paths. As a result, it is estimated that about 5~42 % of the landfilled waste can be reduced in case mandatory recycling and landfill suppression policies such as recycling criteria for thermal processing residues and expansion of recycling obligation targets should be implemented. In order to minimize landfill disposal, it is necessary to expand the diversity of waste recycling type and the usage of recycled products.
This study is analyzed based on the statistical data for the effect of Kyoto Protocol which is adopted on 1997. The first greenhouse gas obligation reduction countries such as OECD (Organization for Economic Cooperation and Development), and the first non-obligated developing countries such as China and India, the increasing rate of carbon dioxide emission displayed -10.2% and 88.1% in 2005 with respect to 1990, respectively. This increasing rate is not only shows statistically significant differences but also shows significant meanings when we consider the global increasing rate of carbon dioxide is 29.1%. Changes in the carbon dioxide emissions are also analyzed based on the time of the adaptation of Kyoto Protocol, time of the publication of the second and third reports of IPCC, and withdrawal of the Kyoto Protocol of the United States. Withdrawal of the Kyoto Protocol of the United States is the most significantly affected to the differences in the carbon dioxide emission rates rather than the adaptation of Kyoto Protocol, international agreement on the greenhouse gas reduction, and belief on the scientific evidence for the reasons for increasing carbon dioxide concentrations. Therefore, acceptance of the post-Kyoto Protocol in the United States is very important in order to success as a climate regime.
The purpose of this study is to find out the level of the classification system of the government-funded research institutes and to search the future direction of the classification scheme of these research institutes. As a result of analyzing the classification system and regulations of the 23 government-funded research institutes, it is found that the regulations of the records management of most institutions are basically based on other regulations before Public Records Act. In addition, there are not many institutions in which the record production system that reflects the Public Records Act is introduced, and the production and classification of the records are performed separately, and the classification scheme in which the organization classification and the functional classification are mixed is often used only as a reference tool for setting retention period. To overcome this situation, it is necessary to improve the regulation, classification scheme and system. The revision of the law at the national level and establishment of records management regulations at the institutional level should be made. A special classification scheme for 'research' which is a core function of the research institute should be designed and this classification scheme must be applied from the registration stage of records. The fact that the record management obligation is ignored and the production records are not properly managed is to deny the value of the research field records by themselves. I hope that the records management of government-funded research institutes will be moved in place as soon as possible and practical issues will be communicated to academia and good ideas for better development will be returned to the field of practice.

In order to fulfill the obligation to voluntarily reduce greenhouse gas emissions under the Paris Climate Agreement, the proportion of coal and nuclear power generation is reduced worldwide and national efforts are being made to spread renewable energy including solar power generation. Korea also intends to increase the proportion of renewable energy generation to 30~35% by 2040 by introducing laws and regulations. In addition, while the country is trying to apply solar power generation to sidewalks and roads, there is no research related to it in Korea. Therefore, as a precedent study to develop solar power generation roads, solar power generation concrete blocks applicable to sidewalks and plazas were developed and the applicability was evaluated by constructing them on the site. As a result of indoor experiment, compressive strength was measured by 25.5~35.7MPa and flexural strength was measured by 5.1~10.5MPa, which showed that all domestic standards were satisfied. However, the higher the unit cement amount, the lower the strength was measured according to the mixing of the broken fine aggregate. The absorption rate was 5.7%, which satisfied the domestic standard of 7% or less. As a result of the freeze-thawing test, the reduction rate of the compressive strength after 100 cycles was up to 6.3%. As a result of measuring the settlement amount after construction, the maximum of 2.498mm was measured and irregular settlement occurred in the overall area, which is because the resolution of the sand layer was poor during construction. Maintenance techniques of sidewalk concrete block and solar panel need to be established more efficiently through long-term operation in the further.
In order to infer whether the Special Act on the Punishment of Child Abuse Crimes, etc. actually brought about a change in the social perception shared about child abuse in our society, we used big data to examine the change in the perception of child abuse by the public. This study selected 'child abuse' as the keyword and collected and analyzed. The results of this study are as follows. First, before the implementation of the Special Act in 2013, the words "china" are kindergarten, teacher, body, problem, reporting obligation and neglect compared to the following. After the implementation of the special law, daycare centers, incidents, eradication, campaigns, domestic violence and preventive education were newly introduced. Second, the interconnection of key words in the previous picture of 2013 shows that the left group focuses on measures to introduce to prevent child abuse while the right group consists of keyword intended to view child abuse in conjunction with domestic violence. They are still seen as a group of divorces, discipline, neglect and parental education, which they still perceive as a family problem. Since the implementation of the Special Act in 2013, it will be divided into four groups, and the top group will be highlighted by the keyword related to child abuse cases, part of suspected cases and awareness of child abuse. In addition, the Act on the Special Cases of Child Abuse and the Child Protection Agency clearly appear as a child protection system.
This study aims to find whether there is a difference between the resulting responsiveness and substantial responsiveness, as noticing citizen satisfaction of the result of information disclosure is not equivalent to a high rate of information disclosure. Previous studies focused on the analysis of the resulting responsiveness such as disclosure decision and processing time. However, this study would identify how much opened information is equal to requested information on the side of substantial responsiveness. This study found that accuracy dropped as opening not requested information but different information and completeness dropped as omitting some part of information or opening unseizable information on the side of substantial responsiveness. There are differences between the resulting responsiveness and substantial responsiveness. Some of the opened information is not requested information despite the disclosure decision. It takes over ten days despite the immediately disclose decision. The main reason for the decline in substantial responsiveness is the passing of document retention period and the absence of data. Therefore, the obligation for the creation and preservation of records for public agencies will have to be followed with the agencies' will to opening information. Although this study analyzes the limited cases, it is significant to enunciate there are differences between the resulting responsiveness and substantial responsiveness.
The purpose of this study is to analyze the domestic and overseas laws and regulators' decisions related to zero-rating (ZR) practices through a comparative approach and to support development of the ex-post regulation. Although most countries are adopting ex-post regulatory approaches toward the globally increasing ZR practices, there is no uniform standards or an approach to consider when deciding whether to allow mobile ISPs' zero-rating practices in the market. However, in recent years, some countries have been improving their policy transparency with respect to ZR through enacting and amending relevant laws as well as making trial decisions. The comparative analysis shows that each country investigates restriction of the user choice and ISPs' adherence to the obligation of non-discrimination in order to judge whether the user benefits are damaged by the ZR practices. It also investigates ISP-CP's market positioning and ISP's vertical integration for profit squeeze to find out whether they harm fair competition with ZR practices in the mobile ecosystem. Based on the results of the comparative analysis, we suggest the desirable ZR regulatory directions under the domestic legislative status.

Kyoto Protocol, adopted in 1997, set the obligation to reduce $CO_2$, $CH_4$, $N_2O$, HFCs, PFCs, and $SF_6$ in developed countries during 1st promised period. $SF_6$ has been drawing a lot of attention since the Kyoto Protocol because once it is released into the atmosphere, it not only stays in the atmosphere for more than 3,200 years but also emits 22,800 times stronger global warming potential at the same concentrations as $CO_2$ if remains in the atmosphere for 100 years. This study introduces 12 methods for $SF_6$ of measuring trace. $SF_6$ of trace level in the atmosphere correctly, the measurement method was changed and as a result, when the back flush method was applied to the pre-concentration system that used low-temperature concentration and high-temperature desorption system, which used Carboxen-1000 adsorption trap, the effect was the best.
Objectives : Korean medicine practice is not specifically described in medical law, and then has always been a quarrel. So far The criteria for judgment in Korean Medicine Doctor's Medical Devices Using should clinically prove it only by Korean medicine theory and academic Traditionally descending from old ancestors. Comprehensively review of Korean Medicine Doctor's Medical Devices Using and Duty of Care, and then present a new understandings to determine future Korean Medicine Practice. Method : An existing court cases of Korean Medicine Doctor's Medical Devices Using and Duty of Care were reviewed. After reviewing various papers published for several years, various opinions were reviewed and suggested. Results : The range of Korean Medicine Doctor's Medical Devices Using has changed since the 1951 National Medical Law stipulated Korean medicine as medical professionals. The issue of the recent ruling that distinguishes medical practice from Korean medicine practice were condensed into what emphasis to interpret amongst 1) The basic principles of learning, 2) Curriculum and professionalism, 3) Risks. The Constitutional Court's ruling was important in order of 'Risk', 'curriculum and expertise', and 'basic principles of learning.' A duty of Care means an obligation to pay attention to something. A duty of Care does not mean a "highest level," but requires a "best care" and does "best under given conditions." Even in the duty of Care, Because Korean medicine has a purpose to protect and promote the health of the people, Some standards of western medicine have to be adapted to the current general medical technology. Korean Medicine doctors can recognize the duty of care in the "some basic range" of knowledge belonging to western medicine. Conclusions : The interpretation of Korean Medicine practice are currently in compatible the argument that should clearly divide Korean medicine from Western medicine, and that should be changed in light of the changing medical environment. Therefore If Korean medicine's standard is applied to the extent to which Korean Medicine doctors are educated, it is necessary to define a new definition to actively interpret Korean Medical practice. The academic basis of Korean medicine and the level of Korean medicine practice based on the books that are traditionally available, and then current textbooks of Korean Medicine College, Korean Medicine Clinical Care Guidelines, and classification of Korean standard medical practices should be standardized. Increasingly, Korean Medicine practice should be interpreted according to reality, focusing on protecting and promoting the health of the people rather than academic differences.
The protection of fundamental rights of people is a natural duty of a state.
