Image scaling is used for a variety of real-life applications. In order to evaluate the performance of transform functions, the image quality are compared together before and after processing. For the objective evaluation of the transform functions, the exact criterion of image quality is required, and various aspects approaches are practically performed. However, few researches have been conducted on image quality measurement considering the position of pixels that are skipped or newly generated in the process of the image scaling. Therefore this paper focuses on the objective image quality measurement for positions of skipped or estimated pixels in the image scaling. The proposed method generated new image quality measure considering the positional changes using a conventional measure and evaluated sensitivity about positional changes. Through this experiments, it is observed that conventional image quality measurement is definitely affected by positional changes of a skipped and estimated pixels. It is also confirmed that the proposed method is an objective criterion to represent image quality for positional changes of skipped or estimated pixels. The proposed method can be used as a criterion to evaluate the performance of image restoration or enhancement functions.

Two global optimization methods, the SCE-UA method and the Annealing-simplex (A-S) method for calibrating a daily rainfall-runoff model, a Tank model, was compared with that of the Downhill Simplex method. The performance of the four objective functions, DRMS (daily root mean square), HMLE (heteroscedastic maximum likelihood estimator), ABSERR (mean absolute error), and NS (Nash-Sutcliffe measure), was tested and synthetic data and historical data were used. In synthetic data study. 100% success rates for all objective functions were obtained from the A-S method, and the SCE-UA method was also consistently able to obtain good estimates. The downhill simplex method was unable to escape from local optimum, the worst among the methods, and converged to the true values only when the initial guess was close to the true values. In the historical data study, the A-S method and the SCE-UA method showed consistently good results regardless of objective function. An objective function was developed with combination of DRMS and NS, which putted more weight on the low flows.
The objective of this paper is to study if the EEG spectral relative power would be a reasonable measure of expertise level. EEG electrodes were placed on the locations of Fp1, Fp2, F3, F4, T3, T4, O1, O2 while 5 subjects were playing 4 kinds of game on PC. EEG spectral relative power was significantly related with expertise level on the locations of Fp1, T3, T4, O1, O2. And the results showed that the $\theta$ and $\alpha$ activities were decreased, while $\beta$ and $\gamma$ activities were increased. The results indicated that the EEG spectral relative power would be applicable as a quantitative measure of expertise level.

This paper suggests an approach to quantitative evaluation of a manufacturing flexibility in automated manufacturing systems. The flexibility of a cell is newly defined and evaluated in use of the environmental change factors which may influence flexibility for satisfying a manufacturing performance objective. The number of machines, the number of operations, machine breakdowns and processing times are considered for this cell flexibility measure. The cell flexibility measures the extent that the cell utilizes the processes to acquire high throughput. Simulation program written in SLAM System was used to help measure cell flexibility. The proposed cell flexibility measure provides a prediction of the influence of the factors on throughput performance, and applies in case of comparison of existing system and a new system, changes in operation conditions of a cell, and comparison of rival machines. Therefore it can be used as decision making criteria for system justification.

In order to plan and manage public facilities effectively and efficiently, it is necessary to diagnose the current status of facilities and decide the objective features. Performance measurement is to provide managers with the information they need to measure competitive advantages. This paper discusses public facility performance in order to establish the conceptual framework for performance measurement for public facilities. In order to develop the measurement of public facility performance, a pilot study was conducted with facilities managers of facilities management corporation of public districts in Seoul. We investigated how public facilities management teams have assessed their performance and collected data regarding financial aspects, service aspects, community aspects, and building aspects. There is no standard format to measure facility performance since building sizes, programs, community needs widely differ. However, it is necessary to have a more consistent system to measure facility performance. In addition, each public municipal district needs to empower each district facilities management corporation to participate in managerial decisions and budget control.

In this paper we shall study moving boundary problems, and we introduce an approach for solving a wide range of them by using calculus of variations and optimization. First, we transform the problem equivalently into an optimal control problem by defining an objective function and artificial control functions. By using measure theory, the new problem is modified into one consisting of the minimization of a linear functional over a set of Radon measures; then we obtain an optimal measure which is then approximated by a finite combination of atomic measures and the problem converted to an infinite-dimensional linear programming. We approximate the infinite linear programming to a finite-dimensional linear programming. Then by using the solution of the latter problem we obtain an approximate solution for moving boundary function on specific time. Furthermore, we show the path of moving boundary from initial state to final state.

The objective of this paper is to suggest an experimental technique to measure the out-of-plane vibration intensity of a coupled plate. In order to measure the out-of-plane vibration intensity of the plate, the frequency response technique has been implemented. In this technique, the 2-D intensity vector at a measurement point has been estimate from the frequency response functions measured at 4 points in the neighborhood of the measurement point. The experimental result has been compared with a theoretical result. It showed that the experimental technique can be effectively used to measure the out-of-plane vibration intensity of plates.

The objective of this paper is to apply experimental methods to measure the in-plane vibration intensity of a semi-infinite beam. Two experimental methods have been implemented to measure the in-plane vibration intensity of the beam. The first method is the cross spectral intensity measurement method using two accelerometers. The second method is the frequency response method using the only one acrelerometer. It has the advantages of shortening measurement time and reducing accelerometer phase error. Experimental results showed that those experimental methods can be effectively used to measure the structural In-plane vibration intensity.
