북한 핵테러 위협 대비방안 연구; '선제적 자위권' 보장을 중심으로 (A study on measure of North Korea's nuclear terror threat; Focusing on the guarantee of 'anticipatory self-defense')

  • 북한은 최근 4차 핵실험과 대륙간탄도미사일 발사 실험을 실시하며, 한반도와 국제사회를 대상으로 핵 도발을 감행하였다. 북한에서 진행 중인 핵과 미사일 실험은 핵전력의 기술적 수준에 있어서 표준화, 경량화, 다종화의 완성단계에 도달하였다고 판단된다. 이에 북한은 한반도와 국제사회를 대상으로 조만간 핵도발이 현실이 될 것이라는 예상된다. 핵폭탄은 그 엄청난 파괴력으로 인하여 상대방의 제1격을 허용한 다음에 반격을 하겠다는 논리가 적용될 수 없는 절대무기이다. 따라서 핵을 보유하게 된 북한을 상대로 하는 우리는 최소한의 생존권을 보장하기 위해서 '선제적 자위권' 행사는 선택이 아닌 필수적인 대응개념일 수밖에 없다. 조만간 북한의 핵도발이 예상되는 현시점에서 선제타격 시행에 대한 국민적 공감대를 형성하여 도발의 원점지역을 타격할 있는 역량을 구비해야 한다. 또한 향후 예상되는 북한의 5차 핵실험에 대비하여 '핵무장 선택권' 확보할 수 있도록 국가적 역량을 결집해야 한다.

철도 안전 소프트웨어를 위한 개발 기준 연구 (The development standard research for railway safety software)

  • The systems such as the railway control system, satellite control system and nuclear power plant control system are the safety critical systems because the failure of them could lead to risk significant events. These softwares of digital systems must follow the life cycle process from the beginning of software development to guarantee their safety and reliability. The NRC(Nuclear Regulatory Commission) Reg Guide of nuclear fields, the RTCA/DO-178B standard which is used to acquire the certification for software in industrial aero field in European Union and United State, the DEF STAN 00-55 standard for the safety of electronic weapon in England, the IEC 601-1-4 for medical equipment and the IEC 62279 for railway system recommended the development life cycle. This paper introduces the development process and compares each other. Also it indicates applicable development criteria for the software of systems related to railway fields and describes the detailed procedure of development criteria. We describe the procedure to make the software development criteria in nuclear filed. For the software development related to railways, the process from plan phase to maintenance phase must be satisfied. The safety and reliability is guaranteed through these standards.

Recent Advances in the Removal of Radioactive Wastes Containing 58Co and 90Sr from Aqueous Solutions Using Adsorption Technology

  • Nuclear power plant operations for electricity generation, rare-earth mining, nuclear medical research, and nuclear weapons reprocessing considerably increase radioactive waste, necessitating massive efforts to eradicate radioactive waste from aquatic environments. Cobalt (58Co) and strontium (90Sr) radioactive elements have been extensively employed in energy generation, nuclear weapon testing, and the manufacture of healthcare products. The erroneous discharge of these elements as pollutants into the aquatic system, radiation emissions, and long-term disposal is extremely detrimental to humans and aquatic biota. Numerous methods for treating radioactive waste-contaminated water have emerged, among which the adsorption process has been promoted for its efficacy in eliminating radioactive waste from aquatic habitats. The current review discusses the adsorptive removal of radioactive waste from aqueous solutions using low-cost adsorbents, such as graphene oxide, metal-organic frameworks, and inorganic metal oxides, as well as their composites. The chemical modification of adsorbents to increase their removal efficiency is also discussed. Finally, the current state of 58Co and 90Sr removal performances is summarized and the efficiencies of various adsorbents are compared.

방사성제논 탐지를 위한 베타-감마 동시 계측시스템의 측정시간 최적화 (Optimization of Acquisition Time of Beta-Gamma Coincidence Counting System for Radioxenon Measurement)

  • 방사성 제논 탐지는 공기 중 $^{131m}Xe$, $^{133}Xe$, $^{133m}Xe$$^{135}Xe$를 저준위 백그라운드 계측 시스템으로 검출하여 지하 핵실험 여부를 규명하는 핵심기술 중 하나이다. 방사성 제논 감시는 공기 포집, 제논 추출, 측정 및 분석을 통해 수행되며, $^{135}Xe$의 최소검출가능농도는 비교적 짧은 반감기로 인해 포집, 추출 및 측정시간에 따라 큰 차이를 보이게 된다. 본 연구에서는 방사성 제논 계측 시스템의 정해진 시료 포집 및 전처리 조건에서 최적의 방사성 제논 측정시간을 도출하기 위해 이론적 접근 및 SAUNA 시스템을 이용한 실험을 통해 최소의 MDC를 보이는 측정시간을 결정하고 이론적 계산과 실험결과에 대하여 비교 평가하였다.

  • 본 연구에서는 초기 핵 방사선 조건에서 반도체소자의 과도응답특성을 분석하기 위한 선행연구의 일환으로 반도체 소자의 과도방사선에 의한 영향에 대한 주요원인과 반도체의 물성, 설계구조, 공정방식의 조건에 따라 소자내부에 생성되는 광전류 거동특성에 대한 정략적인 분석을 위한 시뮬레이션 분석을 수행하였으며 결과적으로 반도체소자의 설계조건과 입력되는 과도방사선의 선량율에 따른 비선형 특성을 확인하였다.

영광 원자력발전소 주변해역 표층퇴적물의 입도와 원소분포 특성 (Characteristics of Particles Size and Element Distribution in the Coastal Bottom Sediments in the Vicinity of Youngkwang Nuclear Power Plant)

  • order to investigate physical characteristics and element concentrations of sediments, coastal bottom sediments were collected at 20 stations in the vicinity of Youngkwang Nuclear Power Plant. After air drying of samples in the laboratory. article size distribution was examined by Master sizer (X-350F), radio-activity by HPGe ${\gamma}$-spectrphotometer, and element concentrations by ICP-AES and AAS. According to particle size analysis , sediments are mainly composed of silt fraction weith 23% of sand, 65% of silt and 12% of clay on average. Most sediments are derived from muddy environment that silt dominates with the characteristics of 5.3${\varsigma}$ mean particle size, poorly sorted, very fine skewed and lepto-kurtic. Only two sediments are well sorted with sandy silt owing to wind, winnowing action, tide and current andits complex reactions. Element concentrations in the coastal bottom sediments are relatively high at finer sediment and show significant relationship with grain size. Index of geoaccumulation by heavy metals at every sampling station is classified as practically unpolluted. The radioactivities of the sediments were measured for 15 isotope elements, and 2 elements of K-40 and Cs-137 were detected in most sediments. The K-40 is the natural nuclide and the artificial nuclide of Cs-137 was thought to be derived from the fallout of past nuclear weapon test. The results of correlation coefficient between grain size and radioactivity shows that the activity of Cs-137 significantly increases in finer grain.

  • 빈자의 핵무기로 불리는 생화학무기는 북한의 단기 속전속결 전략과 부합되는 대량살상무기이다. 생화학무기는 아군의 작전수행에 많은 위협을 야기할 뿐만 아니라 국민들의 불안심리와 공포심을 유발할 수 있는 무기로 개전 초부터 지속적으로 전후방 주요 목표를 공격할 것이다. 생화학무기 방어능력 제고를 위해 우리나라는 군 독자적 또는 민 군 합동으로 생화학전에 대비한 많은 훈련을 수행하고 있으며, 제독제의 개발에도 힘쓰고 있다. 이에 본 연구는 현재 세척수준에 머물고 있는 항공무기체계에 대한 제독능력 향상을 위해 주둔지 및 제도/차량형 장비에만 제한적으로 사용되고 있는 수용성 제독제의 항공무기체계적용 가능성에 대하여 연구를 수행 하였다. 이론적 접근과 기존 연구사례를 분석한 결과, 수용성 제독제 적용시 현재 사용되고 있는 상용세제보다 제독능력이 50%이상 향상될 것으로 기대되며, 부식영향성 평가결과도 상용세제와 비교하여 위험성이 낮은 것으로 나타났다.

한국형 원자력 추진 잠수함 도입방안 (Method's to introduce ROKN Nuclear Propulsion Submarines)

  • Debates about introducing nuclear submarines have been a main issue in Korea. The highest officials and the government has started to think seriously about the issue. Yet there were no certain decision to this issue or any agreements with US but it is still necessary to review about introducing nuclear submarines, the technologies and about the business. The reason for such issues are the highest officials of Korea to build nuclear submarine, nK's nuclear development and SLBM launching. ROKN's nuclear submarine's necessity will be to attack(capacity to revenge), defend(anti-SSBN Operation) and to respond against neighboring nation's threat(Russia, Japan, China). Among these nations, US, Russia (Soviet Union), Britain, France had built their submarines in a short term of time due to their industrial foundation regarding with nuclear propulsion submarines. However China and India have started their business without their industrial foundation prepared and took a long time to build their submarines. Current technology level of Korea have reached almost up to US, Russia, Britain and France when they first built their nuclear propulsion submarines since we have almost completed the business for the Changbogo-I,II and almost up to complete building the Changbogo-III which Korea have self designed/developed. Furthermore Korea have reached the level where we can self design large nuclear reactors and the integrated SMART reactor which we can call ourselves a nation with worldwide technologies. If introducing the nuclear submarine to the Korea gets decided, first of all we would have to review the technological problems and also introduce the foreign technologies when needed. The methods for the introduction will be developments after loans from the foreign, productions with technological cooperations, and individual production. The most significant thing will be that changes are continuous and new instances are keep showing up so that it is important to only have a simple reference to a current instances and have a review on every methods with many possibilities. Also developing all of the technologies for the nuclear propulsion submarines may be not possible and give financial damages so there may be a need to partially introduce foreign technologies. For the introduction of nuclear propulsion submarines, there must be a resolution of the international regulations together with the international/domestics resistances and the technological problems to work out for. Also there may be problem for the requirement fees to solve for and other tough problems to solve for. However nuclear submarines are powerful weapon system to risk everything above. This is an international/domestically a serious agenda. Therefore rather than having debates based on false facts, there must be a need to have an investigations and debates regarding the nation's benefits and national security.

환경중 방사성 스트론튬 분석 방법 연구 (A Study on the Environmental Radioactive Strontium Analysis)

  • 환경 중에는 핵실험 및 원자력 발전소에서 방출되는 여러 가지 방사성 핵종들과 천연방사성 핵종들이 존재한다. 이 중에서 원자력발전소 운영과 관련하여, 환경 중의 인공방사성 핵종에 대한 관심이 높아지고 있다. 핵실험이나 원자력발전소와 관련된 인공방사선 핵종들은 주로 핵분열 생성물들로서, 그 수가 200여종에 이른다. 이 중에서도 $^{90}Sr$$^{137}Cs$은 선량특성상 특히 주목되어 왔다. 본 논문에서는 환경준위의 $^{90}Sr$ 정량 분석 방법에 대한 연구를 수행하였다. 환경 중의 $^{90}Sr$은 저준위이며, 특성 감마선과는 달리 연속 스팩트럼의 베타선원으로, $^{89}Sr$, $^{90}Y$ 및 다른 방사성 핵종들과 혼합되어 있기 때문에 정량적인 분석이 매우 어렵다. 저준위 방사성 스트론튬 분석을 위해서는 농축 과정 및 분석에 영향을 주는 타 방사성 핵종과의 화학적 분리과정이 필요하다. 그 동안 국내 여러 기관에서 공통적으로 스트론튬 회수율 산정을 위해 중량법을 사용하였고, 화학분리절차도 중량법을 사용하기에 적합하도록 개발하여 사용하였다. 최근 분석기기의 발달로 인해서, ppm 이나 ppb 단위의 안정원소 분석을 쉽게 할 수 있다는 점에 근거하여, 원자분광분석기기(ICP : Inductively Coupled atomic Plasma emission spectrophotometer)를 사용한 회수율 산정 및 그에 적합한 절차를 개발하였다. 개발된 절차는 기존의 중량법에 비해서 화학적 처리절차가 훨씬 간편하면서도 정확도가 높아서, 환경방사성 스트론튬의 정량분석에 적절히 사용될 수 있다.

DEVELOPMENT OF PYROPROCESSING AND ITS FUTURE DIRECTION

  • Pyroprocessing is the optimal means of treating spent metal fuels from metal fast fuel reactors and is proposed as a potential option for GNEP in order to meet the requirements of the next generation fuel cycle. Currently, efforts for research and development are being made not only in the U.S., but also in Asian countries. Electrorefining, cathode processing by distillation, injection casting for fuel fabrication, and waste treatment must be verified by the use of genuine materials, and the engineering scale model of each device must be developed for commercial deployment. Pyroprocessing can be effectively extended to treat oxide fuels by applying an electrochemical reduction, for which various kinds of oxides are examined. A typical morphology change was observed following the electrochemical reduction, while the product composition was estimated through the process flow diagram. The products include much stronger radiation emitter than pure typical LWR Pu or weapon-grade Pu. Nevertheless, institutional measures are unavoidable to ensure proliferation-proof plant operations. The safeguard concept of a pyroprocessing plant was compared with that of a PUREX plant. The pyroprocessing is better adapted for a collocation system positioned with some reactors and a single processing facility rather than for a centralized reprocessing unit with a large scale throughput.
