中国经济新常态下的 '新东北现象': 特征与含意 (Features and Implications of 'New Northeast Phenomenon' in China's New Normal Period)

  • 本文关注到与过去不同的新常态下 '新东北现象' 的复合特征,着重阐述最近 '新东北现象' 里的主要三个现象-经济现象, 人口现象, 财政现象。2014年以来东北地区经济增速减缓虽成大问题,同其间东北有关人口状况与财政支出结构变动也很突出。总之, 2014年以后在东北地区, 经济增长衰退, 人口减少与人才流失加剧, 老龄化提速, 财政收支缺口增加与社会保障支出激增, 这些现象都同时发生, 互相影响着产生恶性循环, 新常态下的 '新东北现象' 之难点就在这复合实质。那么, 新常态下的 '新东北现象' 之如此复合特征与难点给全中国何含意? 本文提出两点。第一, 基于近来中国一些有关状况变化趋势来看, 东北可以被视为中国的一个缩影, 新常态下的 '新东北现象' 不限于东北地区, 不久将来很可能扩散到中国其他区域, 会成为全中国现象。第二, 新常态下的 '新东北现象' 出现, 对于改革开发以来实行的西部大开发战略, 中部崛起战略, 东北振兴战略等一系列区域大开发战略的根本性效果, 要求深刻的反思且重新构想。这些区域发展战略, 虽有所成就, 中西部地区, 尤其是西部, 还仍然相对很落后, 中国区域差距一向没有缩小。振兴东北战略实行已有了20来年, 新常态下的 '新东北现象' 出现也显示长期以来困扰东北经济的深层次问题始终没有得到解决。近来习进平格外强调 '共同富裕', '新东北现象' 也成为本届中央政府最急切解决的问题之一, 如果成功了, 既能为重新构思和调整区域发展战略提出有效方向, 又能为对应未来中国经济社会变动成为一个重要标志。

Comparative Advantages and Disadvantages of Five Northeast Asian Cities

  • Northeast Asia's burgeoning mage- cities have an extraordinarily economic vitality. While national statistics disguies how economic activity is concentrated, much of the region's robust growth of recent decades has centered around large cities, such as Tokyo, Seoul, Beijing, Shaghia, Hongkong. These cities are also at the heart of the Northeast Asia's emerging reional economy. This paper aims to compare the advantages and disad- vantages of these selected Northeast Asia cities in various categories of urban competitiveness and cooperation. Above all, the paper compares the individual cities with one another, and analyzes relations and linkages among them. Then, strengths that can be reinforced and weakness that can be overcome are identified for each city. Finally, an urban development strategy for Seoul in the context development strategy for Seoul in the context of Northeast Asian cities is provided : I) Seoul should strive to be an effective regional capital of Northeast Asia ; ii) Seoul should be a focal point for the intermingling of Chinese, Japanese and Western cultures.

  • Science and technology is the power of impelling the economic and social development. Promoting the international sci-tech communication and cooperation is one of the important ways of pulling the economic development of Northeast Asia area. Sci-tech communication and cooperation between the government and the folk are two wings of international sci-tech communication and cooperation. Both are supplemented mutually and indispensable. In order to promote the economic and social development of Northeast Asia area and further strength, some suggestions are put forward, i.e.fully exerting university the main roles in the sci-tech communication and cooperation of Northeast Asia area and fully exerting Liaoning province the important roles in the sci-tech communication and cooperation of Northeast Asia area.

  • The world Economy has rearranged into three economic block. Especially, the nation's economy in Northeast area are an engine of world economic development. Among these nations in Northeast area china has done a main role of the development of world economy. Owing to raising of the China economy, the Export-Import of container load has rapidly increased in this area. So it is very important of the nation to manage a port. Therefore, the purpose of this paper is to analysis a port of Masan and to search the way of development. To accomplish this purpose, I will analyze a logistics circumstance in northeast area and a port of Pusan and Jinhae. In conclusion, government and local government must enlarge the investment to develope the port of Masan. Local government should do its best effort to solve the problem of port of Masan. And all citizen should recognize that a development of the port of Masan will be the engine of the raising of Masan.

동북아허브 발전전략에 대한 고찰 (A Study on the Development Strategy for the Hub of Northeast Asia)

  • The purpose of this paper is to investigate the development strategy for the Hub of Northeast Asia. Those countries such as Singapore, Taiwan, Hong Kong and China competing us are trying to concentrate on their core capacity. Based on the severe competition surrounding us, we are confronting with a transitional period to upgrade competitiveness. It is acknowledged that the building of economic hub of Northeast Asia is essential to become an advanced country. Therefore, it is becoming an urgent task that Korean government should formulate the development strategy of building efficient transportation network, economic special zone and financial hub.

  • The 2010 PCRD(Presidential Committee on Regional Development) International Conference aims at designing regional policies to enhance regional growth potential and inter-regional cooperation. Increasing economic interdependence in Northeast Asia in particular among the 3 countries of China, japan and Korea, requires enlightened territorial development policies of each country to accommodate the need for close cooperation and networking across the border. The security problem in the Korean peninsula requires the importance for earnest dialogue and discussion between neighbors about the common future of Northeast Asia. Cross-border cooperation and networking will contribute to enhancing regional stability and development in this era of borderless globalization.

Urban Dynamics in Northeast Asia and the Future of Korean Cities

  • This paper attempts at analyzing the urban dynamics in Northeast Asia by looking at major forces transforming the regional structure of Northeast Asia. Trade and foreign direct invest-ment are identified as two principal channels of increasing economic interdependence in the region. In addition, macro development strategy and infrastructure policy are another set of determining factors for changes in the regional structure of Northeast Asia. To examine the role of cities and inter-city linkages, the paper first tries to identify major urban centers and urban hierarchy in Northeast Asia. Secondly, it examines the prospects for inter-city network formation. Against these anticipated changes in the regional structure and inter-city networks in Northeast Asia, the paper discusses about the future of Korea as well as the role of Koran cities in the regional economy of Northeast Asia.

  • The objectives of this study are to analyze the railway traffic conditions of Korea, China and Japan, and to appropriate the railway network planning for international logistics in Northeast Asia. Korea is located geographically on the main trunk route in Northeast Asia. Considering the geographical advantage and the overall potential of the economic and trade in Northeast Asia region, this area is required to connect the railway network. Recently, the scale of economic in Northeast Asia, including Korea, China and Japan, is increasing, also Northeast Asia's gross domestic product(GDP) is 22 percent of global and containers trade come up to 36 percent. Each country intend about integration of economic region for activity of mutual economic cooperation, for steady development and prosperity of each country economic all over the world, and Northeast Asia countries are in debate. There is a quite possibility of integration by a single economic region in Korea, China and Japan. Accordingly these countries should have expansion of traffic infrastructure, when the economic region is going to integration.

  • The development of Korea in the Northeast through trade is not a matter of choice as far as national strategy is concerned, but is an important national policy that is a matter of life or death which will determine the future fate of Korea. This thesis will attempt to arrive at a general, tangible plan for the development of Korea in the Northeast centered around trade by examining the change in naval environment at home and abroad, the given economic situation in the Northeast, and the present state of essential port development in Korea-China-Japan. Its objective will be to provide strategies for the development of Busan port confrontation. For the last ten years, China has been growing at a rapid rate. Since a lot of the volume of naval trade is being transferred from Korea to China, we must do everything we can to improve the service and reduce cost. In addition, Japan also is losing international position. Japan's government and the private industry are trying to make Super Core Ports a prominent feature of their port system. If the Busan port system is to remain competitive, these aspects of the Japanese port system must be kept in mind to prevent trade from going to other ports with more competitive systems.
