  • The study show that things about the noise control are indicated at The Noise & Vibration Control Act and the other Act. Also, the details program and total government ministries' program for the noise control are indicated what are the advance noise control plan. The study consist of the four part which are "Draw up the environmental noise infrastructure plan; the install shall be done the noisemap & the automatic noise measurement devices", "Resetting of environmental noise standard at the application area and Introduce of indoor noise; the guide for region classification of the noise standard & indoor noise", "Setting of aircraft noise standard and Program of measurement point operation; the noise-assessment-standard shall change from WECPN to new index($L_{den}$, $L_{dn}$, $L_{Aeq\;24h}$) & the operation and control of aircraft noise measurement changes from local environmental office to central control center" and "The method of noise regulation at construction site and the plan on making of standard for vibration regulation; It shall be made that the guideline of construction noise should include a target-construction, noise standard etc & the ministries shall unify control about construction vibration of the blasting vibration". The advance noise-policy will improve efficiency to deal with civil appeal & damage on residents about noise.

  • The road traffic noise has emerged major noise as the overcrowding of the urban population and the explosion of car storage capacity. There are limits for establishing the measures to meet noise standard because of the increase of high-rise building and insufficient distance between residential areas and road in urban center areas. Therefore, this study analyze the problem of the application of national road noise standard, and present the alternatives to achieve environmental standards in conjunction with the soundproofing measures. To reduce the population ratio exposed to road noise on seoul motorway, we suggest some action plane are as follows: i) Roadside noise standard of nighttime beside daytime is the first noise reduction goals ii) Noise standard of Noise and vibration control act is priority in case of existing area iii) Noise standard of basic environmental policy act is priority in case of new area.

Excess Noise Map for Environmental Standard and Assessment of Noise with Using GIS Data (GIS 자료를 이용한 초과소음지도 작성과 소음 평가)

  • Using GIS data of C-si as basic data when making noise map of road traffic, we estimated exactly the noise excess areas and consequently suggested the population and the area exposed to road traffic noise accurately. We made 3D noise map to assess regional distribution of noise quantitatively. The noise map consists of noise prediction model based on data base such as traffic volume and speed changes for estimating quantitatively the noise and 3D urban space model which includes locations of noise sources, 3D buildings, topography and roads. We made noise standard map according to land use conditions and compared this map to road traffic noise map, and consequently made excess noise map. Using excess noise map, we assessed areas which exceed environmental noise level standards and noise guidelines quantitatively and effectively through GIS spatial analysis, and consequently more accurate noise exposed area and noise exposed population could be estimated. To show buildings' outer walls noise exposure, we analyzed 3D urban noise distributions using 3D-analysis of GIS.

  • The purpose of this study is to propose calculation and application method of a common factor from different noise source unit such as $L_{eq}$ and WECPNL, A calculation was conducted by method that propose TNO-PG. Also, An applied example is a noise environmental standard of Korea and Japan. After %HA of two country are calculated, noise standards of two countries were compared by using %HA. The result by a equation of %HA is to convert a noise level($L_{dn}$) into a %HA. To calculate a %HA, First $L_{eq}$ is converted into $L_{dn}$. Then, $L_{dn}$, has inputted into and %HA has deduced from a %HA equation of TNO-PG. If the same area is applied the same %HA value according to area categories, it can be applied the same %HA to different noise sources. As a results. a noise levels have computed different values because responses of human change in accordance with a noise sources. This results can be applied to the noise environmental assessment for a domestic railway and aircraft noise.

  • Noise maps of a city in Korea have been made using commercial noise map softwares by measuring the basic data in the city. The result in this study will be used to evaluate the environmental impact of noise from various noise sources and to implement the Korean noise map standard.

  • Korean society is faced with various new problems arising from the development projects of new towns, industrial cities, large-scale residential complexes, etc. started from the 1970s. Particularly with the construction of residential and industrial complexes by the roadsides, they are openly exposed to road traffic noise and vibration. Thus, the objective of this study is to examine using noise maps how increasing traffic volume affects road traffic noise and what problems it causes in areas where new towns or complexes are constructed by development projects. According to the results of this study, in areas around the sites of development projects, the noise level increased by road traffic noise compared to that before development and was 1.16~6.92 times higher than the environmental noise standard, but measures to reduce road traffic noise was lukewarm. In addition, areas with soundproof facilities showed a noise level 1~3 step lower than other areas, and in individual buildings, the noise level on the side facing the road was 1~2 step higher than that on the rear side.

An analysis of Noise Conditions in Elementary Schools Located near Airport and Roads (항공 및 도로 교통 소음권내 초등학교의 소음실태분석)

  • This study is a preliminary investigation into improving the environmental quality of schools. The purpose was to clarify the present conditions and reasons of noise in elementary schools located near airports and roads by noise level measurements and questionnaire surveys of subjective responses. fold measurements on equivalent and instantaneous noise levels, indoor and outdoor, were carried out in 3 schools during the periods 11th~ 13th of February and 2nd~ 7th of July,2003. The respondents were 94 teachers working in the 3 schools. The results were as follows. 1) Indoor noise levels of the 3 schools were 36.g~73 dB(A) in winter, and 46.9~ 91 dB(A) in summer. These values were higher than the indoor noise standard of 50 dB(A), except for the average of equivalent noise levels in winter.2) Outdoor noise levels of the schools were 41.1 ~ 101 dB(A) in winter, and 52.4~ 102 dB(A) in summer. These values were generally inappropriate relative to the standard for environmental noise of 65 dB(A). 3) The respondents showed relatively non- positive responses during school hours for interruptions by environmental noise.4) The frequently checked types of environmental noise of the schools were 'airplane noise','surrounding facilities', and 'traffic noise'. The frequently checked types of damage by environmental noise were 'Interrupting school hours' and 'Interrupting business'.

Noise Test and Evaluation of a 750 kW Wind Turbine Generator (750 kW 풍력발전기의 소음 실증)

  • This study introduces an environmental noise evaluation procedure for wind turbines(W/T) and the evaluation result of a 750 kW wind turbine(W/T) system. Test and evaluation are performed according to the international standard IEC 61400-11 on J48 W/T which is under operation in Daekwanryung W/T test site. With the meteorological data and W/T operational data, noise data are monitored and analysed. An integrated monitoring system is constructed in the test site and is utilized for the evaluation. From the measured noise data, acoustic power level, directivity and tonality of the W/T are estimated under the wind speeds required fly the International standard. The purpose of the study is to establish an W/T noise evaluating system satisfying the international standard and to obtain noise data for home made 750 kW W/T.

Noise Map Analysis for the Design of Noise Barrier at School Site (학교부지의 방음벽 설계를 위한 소음지도 해석)

  • In this study, the noise mapping simulation is executed to design an effective barrier reducing noise levels of a school site. The geographical features of the ambient site and the school buildings are modelled in detail in order to consider sound propagation, deflection, and absorption phenomena etc. The main sound source, sound power level of expressway, is estimated on the basis of measured noise levels at several points of the site. The noise mapping simulation is performed by using ENPro, environmental noise prediction program based on ISO 9613 to analysis the effectiveness of noise barrier. Consequently, the noise barrier is designed to meet an environmental noise standard and satisfy low cost and safety conditions.

  • An investigation of noise and vibration caused by the reclamation of the foreshore around J village resulted in noise measurements of 56-84 dB at the first point, 62-81 dB at the second point, and 68-78 dB at the third point. These measurements were higher than the standard level of environmental noise that is 55 dB at noon and 45 dB at night. The vibration measurements were 61-83 dB at the first point, 63-88 dB at the second point, and 58-77 dB at the third point. These measurements were also higher than the standard level of environmental vibration that is 60 dB at noon and 54 dB at night. The measurements of scattering dust were 80 $\mu\textrm{g}$/$\textrm{m}^3$ at the first point, 120 $\mu\textrm{g}$/$\textrm{m}^3$ at the second point, and 169 $\mu\textrm{g}$/$\textrm{m}^3$ at the third point. These measurements were lower than the standard level of environmental dust that is 300 $\mu\textrm{g}$/$\textrm{m}^3$/day. Although the maximum vibration level was higher than the standard level of environmental vibration, it had no influence on the construction.
