  • As population grows and urban facilities are concentrated in specific areas due to recent urbanization and industrialization, cities have structures vulnerable to both natural and man-made disasters. Most of these structures, whether buildings or residential houses, are left in a defenseless state if not given the appropriate check-up before they are built. The process of rapid urbanization without establishing the proper urban fire risk assessment will surely lead to disasters. This phenomenon occurred during the process of rapid urbanization and maybe said the result of chaotic urban expansion where modern urban infrastructure is not yet equipped in the city. Under the said circumstances, propagation processes of Korean urban fire cases were investigated to establish fire risk assessment system. Moreover, this paper explains the experiment performed for establishing urban risk assessment model. The said experiment was conducted using the new urban fire risk assessment model.

Spatial Relations of the Urban Expansion Intensity and Flooded Buildings (도시확장강도와 건물침수의 공간적 관계성)

  • The paper is intended to explore the spatial relations between flooded buildings and urban expansion phenomena by employing urban expansion intensity index and hotspot analysis methods for the case of Gangneung. Two major results are as followed; first, flooding susceptible areas are found in the regions where the highly intense development occurs within a short period of time, so called pseudo-urbanization. Second, less flooded buildings exist in old towns where it is believed that there is the lack of urban infrastructure services. This study indicates the possibility that the highly intense development and pseudo-urbanization with a relatively short time period relate to flooded building events. In addition, the possibility leads to another issue that new developments might be increasing the flooding vulnerability worse than before, particularly, to the adjacent old towns. For the better understanding, it is desirable to have further related case studies in the near future.

  • In today's rural area, diverse community has formed with the progress of urbanization, congestion, underpopulation, and aging according to the change of socio-economic conditions. In this situation, local residents are cooperating to overcome many problems about rural society. That is, various counterplans are established to induce the forming of new ural society in the aim for the development of rural area and promotion project of rural area. In this text, the effects for events of rural society and future directions are suggested by studying the case of Pyongchang, Kangwon-Do.

  • 1990년대에 들어서면서 세계 곳곳에서 새로운 도시화가 폭넓게 발견된다. 이른바 '새로운 도시화'(new urbanization)로 규정할 수 있는 이러한 양상에서 우리나라도 예외는 아니다. 오늘날 (대)도시의 변화와 성장, 그리고 그 발달은 복잡 다단한 전개과정과 함께 국가와 지역에 따라 적잖은 분화와 차별성을 보여주고 있다. 하지만 이 새로운 도시화는 기본적으로 산업사회에서 탈산업사회로의 사회구성 원리의 전환과 밀접히 관련되어 있을 뿐만 아니라, 구체적으로는 1980년대에 뿌리를 둔, 하지만 1990년대에 들어서서 보다 뚜렷한 면모를 드러내며 진행되어온 정치, 경제, 사회, 환경 등의 제 조건에 있어 결정적인 변화와 결부외어 있다. Analytical Model of Salt Budget in the Upper Indian River Lagoon, Florida USA

  • Effect of freshwater discharge on the long-term salt balance in the Northern and Central Indian River Lagoon (IRL) is successfully simulated by a new analytical solution to a water balance-based one-dimensional salt conservation equation. Sensitivity tests show that the salinity levels drop abruptly even during the dry season (November to May) due to the high surface runoff discharge caused by tropical storms, depressions, and passage of cold fronts. Increasing surface runoff and direct precipitation has risen by ten times, lowering the salinity level down to 12psu in the Northern Central zone, and to 17 psu in the Northern zone. However, the salinity level in the Southern Central zone has decreased to 25 psu. High sensitivity of the Northern Central zone to freshwater discharge can be partially explained by a rapid urbanization in this zone. During the dry season, less sensitivity of the Southern Central zone to the increased surface runoff is attributed to the proximity of the zone to the Sebastian Inlet and a strong diffusion condition possibly resulting from the seawater intrusion to the surficial aquifer at the Vero Beach. During the wet season, however, the whole study area is highly sensitive to freshwater discharge due to the weak diffusion conditions. High sensitivity of the IRL to the given diffusion conditions guarantees that the fresh-water release occurs during strong wind conditions, achieving both flood control in the drainage basin and a proper salinity regime in the IRL.

A Study on the Actual Conditions about Use of Ritual Space of Beommul-dong in Daegu-city (대구 범물동의 동제(洞祭)공간 이용실태에 관한 조사연구)

  • The ritual for community is a group ritual performed by the regional community of a village for the safety of the residents and abundant harvests. However, many ritual places have been destroyed by the anti-superstition movement, New Community Movement (Saemaul Movement), industrialization and urbanization since the 1960s. Under the circumstances, this study researched the status of use of the ritual place in Beommul-dong in Daegu where the ritual was revived in 2004 after having been suspended since the end of the 1980s due to urbanization. The revival of the ritual for community in Beommul-dong in Daegu, which had been maintained by the village people alone, is the prime example of the vitalization of local community as the recreation of local community, since the ritual has been transformed into a kind of festival involved with and financed by the local government. The study on analyzing the usage pattern of the ritual place may provide useful sources to come up with the modernized functions of the ritual place as a community place, where the heads of the ward office and cultural center, lawmakers and most of the residents perform the ritual, share foods and tread on the God of the Earth across the village at 11:30 in the morning on every January 16 of the lunar calendar.

  • The purpose of the study is to examine how the apartment housing became common and how it became the main structure type of housing in Korea, as well as the social backgrounds. The study also focuses on how such phenomenon caused the housing problems which become social problems, and how new trials in terms of housing supply were performed to provide solutions to meet various housing needs of households. The purpose was accomplished by the examination of related literature since the liberation from Japan in 1945 to the early 1990s. In fact, it was uncommon to have apartment housing as the main figure of housing style. However, it became the major housing culture in Korea. Even if there have been lots of blames for apartment housing for last forty years, they were able to settle in Korea. Major reasons for such phenomenon include desperate needs for a larger quantity of housing due to industrialization, urbanization, etc.

Planning Models for Detention Ponds with Consideration of the Urbanization Effects (도시화 영향을 고려한 유수지 계획모형)

  • A number of planning models that are used for preliminary design of detention ponds in urban area were compared with consideration of urbanization effects. The characteristics of hydrological parameters $\alpha$, $\gamma$ which are used in planning models wee analyzed. And a new planning model for detention ponds was suggested. The required storage volumes of the Sinjung I, Myunmock, and Hannam detention pond were calculated by the planning models with the catchment data. The applicability of planning models to estimate the required storage volume of detention pond was investigated. Mori and Rational model have the trend of overstimation of storage volumes of detention ponds, on the other hand Abt & Grigg and Kadoya model show the trend of understimated values, and the rest of the planning models show the reasonable volumes.

Influence of New Town Development on the Urban Heat Islands - ln the Case of Pan-Gyo Area and Bun-Dang New Town - (신도시 개발이 도시열섬 형성에 미치는 영향 - 분당신도시와 판교지역을 중심으로 -)

  • The main purpose of this research is to discuss the urban heat island which will be caused by urbanization, especially by the construction of new town on a wide green zone. Over the last ten years, five new towns have been developed around the Seoul metropolitan area. However these new towns become bedroom communities and create traffic problems between Seoul and its surrounding areas because of an increase in population and a lack of roads and other infrastructures. The construction of another such new town is under consideration in the Pan-gyo area. But it is important that Pan-gyo remains a wide green zone. Many studies show that green space can play an important role in improving urban eco-meteorological, ameliorative capability and air hygiene. The objective of this study is to analyze the urban heat islands of Bund-Dang Si which was constructed in 1996 and of the Pan-Gyo area planned as new town. To investigate the local thermal environment and its negative effects caused by change of the land use type and urbanization we used LANDSAT TM images for extraction of urban surface temperature according to change of land use over 15 years. These data were analyzed together with digital land use and topographic data. As a study result, we found that the thermal island of this area from 1985 to 1999 rapidly increased with a difference of mean temperature of more than 12'E. Before construction of Bun-Dang Si the temperature of this area was the same as the forest, but during the new town construction in 1991, an urban heat island developed. The temperature of forest with a size of over 50% of the investigation area was lowest, which leads us to conclude that the forest cools the urban and its surroundings. The mean temperature of the residential and commercial area is more than +4.5$^{\circ}C$ higher then forest, so this method of land use is the main factor increasing the urban heat island. Urban heat islands and green space play an important role in urban wind systems, i.e. Thermal Induced Air Exchange and Structural Wind Circulation, because of their special properties with regard to energy balance between constructed urban and land. The skill to allocate land use types in urban areas is a very important planning device to reduce air pollution and induce the fresh cold air from green space. An urban climatic experiment featuring a numerical wind simulation study to show the air corridor will be published in a following research paper.

The Distribution of New Town Development Paradigm against COVID-19: Lessons and Prospects

  • Purpose: This article aims to explore the new town development paradigm against infectious diseases. The distribution of COVID-19 constricts economic activity. The high frequency of outbreaks of COVID-19 nationwide is due to neither malnutrition nor unhygienic environment. Research design, data and methodology: The research question starts with the idea that understanding the features of the outbreak of pandemic diseases could help public health authorities to better cope with upcoming risks in the future. We have employed a big data-based methodology to explore the outbreak of pandemic diseases. Also, an idiographic approach is used to describe the distribution of new towns against COVID-19. Results: The results demonstrate that the rapid spread of COVID-19 has had a strong impact on regional economies and urban development. It was found that there is a close relationship between infectious diseases outbreaks and new town development. Conclusions: The findings could be used to deal with new town development against infectious diseases better in other cities or countries as well. The distribution of COVID-19 may become an unexpected opportunity for a paradigm shift in the distribution of new town development to prevent not only an excessive concentration in Seoul, but also an imbalance between national and local development.
