Different multimedia services over networks not only require different amounts of bandwidth but also have different Qualify of Service (QoS) requirements. For example, QoS guarantees for higher priority calls is an important issue in multimedia communication networks. In this paper, we develop an adaptive bandwidth management algorithm, which is able to provide QoS guarantees for higher priority calls while accommodating as many heterogeneous multimedia call connections as possible. Our scheme, based on reservation and bandwidth adaptation, manages bandwidth based on real time estimates of current network conditions. Simulation results indicate the superior performance of our scheme providing excellent trade off between contradictory requirements.

The continuing pace of technological change and the trend toward larger and faster ships is evident as shipping lines compete in seeking economies of scale in the global market and ports. become increasingly reliant on sophisticated equipment. Across the Asia and Pacific region some of the worlds most modern container ships are calling at an extensive network of mainline and feeder ports. This paper shows that during the period from 1999 to 2011, Asian container trade is expected to continue to increase more rapidly than the world average, i.e., 7.2 per cent per annum compared with the world average of 6.3 per cent. It is forecast that the total volumes of international containers handled at the ports in Asia and the Pacific will increase at an average growth rate of 7,2 per cent per annum. In order to handle the anticipated port container traffic in 2011, new container berths are required in nearly every country in the Asia and the Pacific region. This will entail very significant capital investment requirements. If countries in the UNESCAP region are to position their ports to meet the challenges of the next decade, there is an urgent need to implement more robust strategies to address important issues including prioritisation of port development projects, promotion of private sector participation in ports, emphasis on productivity and preparation for intermodal integration and logistics growth.

State information policy is an important component of foreign and domestic policy of the country and covers all spheres of society. The rapid development of the information sphere is accompanied by the emergence of fundamentally new threats to the interests of the individual, society, state and its national security. The article considers the components of the state information policy to ensure information security of the country and identifies the main activities of public authorities in this area. Internal and external information threats to the national security of Ukraine and ways to guarantee the information security of the country are analyzed. Information security is seen as a component of national security, as well as a global problem of information protection, information space, information sovereignty of the country and information support of government decisions. Approaches to ensure the process of continuity of the information security system of the state in order to monitor new threats, identify risks and levels of their intensity are proposed.

The article is devoted to the study of the features of administrative liability for offenses in the informational sphere, the definition of the concept and features. Based on the examples of implementation of instruments of European legislation into the national legal system and examples of national legal practice, the authors have identified the features of informational and legal sanctions aimed at restricting the rights of access of subjects to information, prohibiting them to disseminate certain information, restricting the rights to disseminate certain information, and suspending informational activities. It has been substantiated that the administrative liability for informational offenses as a protective legal institution is created to contribute to the solution of such acute problems of legal support of human and society interests in the new informational dimensions.

The article considers the possibilities of increasing the accuracy of estimates of the parameters of the trajectory of the target with the provision of a given probability of stable support of the air object, in particular, during its maneuver. The aim of the work is to develop a filtration algorithm that provides a given probability of stable tracking of the air object by determining the regular components of filtration errors, in particular, when maneuvering the air object, and their compensation with appropriate correction of filter parameters and estimates of air object trajectory parameters.

In the recent past enormous enterprise applications have migrated into the cloud computing (CC). The researchers have contributed to this ever growing technology and as a result several innovations strengthened to offer the quality of service (QoS) as per the demand of the customer. It was treated that management of resources as the major challenge to offer the QoS while focusing on the trade-offs among the performance, availability, reliability and the cost. Apart from these regular key focuses to meet the QoS other key issues in CC are data integrity, privacy, transparency, security and legal aspects (DIPTSL). This paper aims to carry out the literature survey by reflecting on the prior art of the work with regard to QoS in CC and possible implementation of block chain to implement decentralised CC solutions governing DIPTSL as an integral part of QoS.

The growth of digitalization processes around the world, covering almost all areas of human life, including the Fintech sector. In the field of financial technology, radical changes are taking place with increasing levels of automation, openness and consumer focus. In addition, in the context of the spread of coronavirus infection, quarantine and forced isolation, the role of digital technology is coming to the fore worldwide, including in Ukraine. The purpose of the article is to assess the development of Fintech ecosystem of European countries and outline the strategic parameters of domestic Fintech development. The study concluded that the investment raised for the Fintech industry increases annually and the quality and size of transactions gradually increases. Today, Fintech maintains its position as one of the most attractive markets for venture capitalists and the image of an industry with high potential, especially in the era of open banking. The most attractive markets for investors are mature markets, such as the United States, Germany and the United Kingdom, and the preferred niches for investment - the vertical of payments and lending. Trends in investment activity in terms of investing in financial technologies are studied. Moreover, investors prefer businesses that already have a significant scale or considerable potential to achieve it and become sustainable businesses.

The research is devoted to the substantiation of the system approach to the involvement of digital marketing tools as a guarantee of international business development. It is proved that digital marketing, as a type of marketing based on the use of digital technologies allows to make a profit, to promote the brand, as well as goods and services in the market. The digital marketing toolkit system is a set of elements with existing relationships that ensure the effectiveness of the entire digital marketing, which in total is greater than its individual components. The study highlights the features and trends of digital marketing for international business. The dynamics of the number of users of social networks in the world is analyzed, which allowed us to conclude about the steady trend of increasing the number of users of the Internet and social networks, as well as the time spent by users on social networks. The most effective digital marketing tools for international business, including artificial intelligence, conversational marketing, chatbots, personalization, video marketing, live shopping, social media stories, interactive content, omnic marketing, augmented reality and technology immersion, native advertising, green marketing and mobile commerce.

The main purpose of the article is to study the peculiarities of the formation of information support mechanisms for economic growth and security under the influence of COVID-19. The cyclical nature of economic growth is a well-established and proven fact. In this context, one of the main tasks of the state is to develop measures to mitigate the impact of economic crises on the entire economic system of the state, individual economic entities, as well as to introduce anti-crisis mechanisms and tools to support the economy. When the cyclical nature of economic crises coincides with destabilizing processes in society, such as natural disasters, military actions or epidemics, the role of the state and adequate information support for economic growth is sharply actualized. As a result, an analysis was made of the main aspects of information support for economic growth and security in the context of COVID-19.
