본 연구의 목적은 제주도정에 협상기법을 도입함으로써 도로신설 혹은 확장과정에서 나타나는 갈등의 문제를 기능적으로 해결할 수 있는 기법을 찾기 위한 것에 있다. 제주특별자치도 서귀포시 중정로 도시계획선관련한 사례를 가지고 협상측면에서 분석을 하였다. 2011년 2월 부터 12월 사이에 있었던 중정로 추진활성화위원회가 펼친 협상과정을 사례로 하였다. 사례분석을 통해서 얻게 된 협상과정상의 문제점을 해결하고 행정전반적인 체계에서 협상관련 개념이 정착되는 시스템을 구축하기 위한 방안을 제시했다. 첫째, 협상관리팀을 도청내에 구성하고 전방위적 지원을 해야 한다는 것이다. 둘째, 협상팀이 구성되면 협상팀의 결정에 권한을 부여해주는 절차가 필요하다는 것을 제안했다. 셋째, 협상과정을 원만히 수행하기 위해서 그라운드 룰을 규정하고 철저히 지키도록 해야 한다는 것이다. 넷째, 제주특별자치도내에 협상진료팀(negotiation clinic team)을 구성하여 운영할 필요가 있다는 것을 제안하였다. 다섯째, 협상에 대해 학습할 수 있는 협상학교를 인재개발원내에 두는 것을 제안했다. 여섯째, 관료들의 경우 협상당사자로서 역할을 긍정적으로 수행했을 때는 보상체계를 확립하여 보상을 할 수 있도록 제안하였다. 일곱째, 행정전반에 협상이라는 개념이 스며들 수 있도록 하자는 제안을 하였다.

All kinds of commerces are begun from the contract and the claims are frequently raised by the problem in the contracts. Therefore, the negotiation is very important to make a contract and resolve the claim. This article compared and analyzed the negotiation practice of Korean, American and Islam to strengthen the negotiation power of the Korean domestic companies and suggested the some guidelines when the Korean companies negotiate with the foreign companies. For the negotiator to make a effective negotiation with the foreigners and a make the negotiation performance, The negotiator has to prepare for the negotiation practice and strategy of the foreign countries. Secondly, the negotiator has to be accustomed to the foreign country and make the win-win strategy by giving the benefit to the foreign company as well as him. Especially, in the negotiation with American, it is very necessary that the negotiator persuade him logically by preparing the objective data and include the lawyer into the negotiation team. In the negotiation with Islam, making the personal relationship and, if possible, frequent contact with the person who has the responsibility in the contract is very important.

A new climate regime was intensively negotiated from 2011 to 2015, culminating in adoption of the Paris Agreement. The Agreement went into effect on 4th of November 2016. Follow-up negotiation to implement the Paris Agreement has continued since May 2016 and is expected to be finalized by 2018. This paper reviews and analyzes the process of establishment of the new climate regime based on the Paris Agreement, focusing on the main issues and the negotiating positions of major groups of developed and developing countries. This paper details various important issues determining the final outcome of the Paris Agreement and discusses the follow-up negotiation in the years 2016 and 2017. It concludes with discussion of the various implications of the Paris Agreement, which will determine important aspects of our future socioeconomic life well into the 21st century.

I have done a case study on group level based-organizational behavior textbooks published in Korea and USA. The objects are 'organizational behavior' by Su Yong Jung and 'organizational behavior' by Im Chang Hee in Korea, and 'organizational behavior' by Schermerhorn, Osborn, Uhl-Bien, & Hunt and 'organizational behavior' by Robbins, & Judge. The goal of this study is to identify the differences of the perspectives on the group level based-organizational behavior between Korean and American textbooks. This research finding shows that it is valid to classify organizational behavior into such categories as group & team, communication, decision making, leadership, power, and conflict & negotiation in the Korean textbooks for the better future study.

2015년 3월 5일 리퍼트 주한 미국대사 테러사건과 2월 25일 세종시 엽총 사건으로 3명이 사망한데 이어 2월 27일 화성 남양에서도 엽총살인사건이 연이어 발생하며 우리 사회도 더 이상 총기로부터 안전지대가 아니라는 것이 현실화 되고 있다. 국제적으로는, 2015년 1월 18세의 김00이 자발적으로 가입한 이슬람 수니파 원리주의 무장단체인 이슬람국가(IS)등 국제 테러조직으로부터 우리나라도 더 이상 테러로부터 안전지대가 아니라는 우려가 높아가고 있다. 우리나라 경찰위기협상은 1988년 올림픽을 대비하여 대테러 위주로 창설 운영되어 왔으나, 20여 년간 대테러 사건은 한건도 발생하지 않으면서 존재에 대한 회의 및 발전 방향에 대한 논의가 활발히 이루어지고 있는 시점이다. 우리나라는 각종 살인 테러 강도 등 위기상황을 해결하기 위해 전통적인 물리력 행사가 여전히 선호되고 있고 전술적 역량을 강화하고 있다. 그러나, 국민의 신체와 재산을 보호하는 경찰의 기본 임무를 수행하기 위해서는 미국 등 선진국에서 강조하는 위기협상 기법에 대한 교육 확대로 어떤 사건이 발생하던지 초기에 위기협상이 가능한 체계 확립이 필요하다. 본 연구에서는 최 일선 경찰관들이 기본 협상가로서의 역할을 수행할 수 있도록 경찰의 위기협상 운영 실태를 파악하고, 내부 교육 자료 및 언론을 분석하여, 경찰 위기협상의 교육, 선발 등 발전 방향에 대한 대책을 제시하고자 한다.

실시간 전략 시뮬레이션 게임에서 각각의 팀은 다수의 에이전트로 구성하고 상태 팀을 이기기 위한 전략을 수행한다. 전략은 팀에 속한 에이전트들의 협력을 필요로 하며 이를 위해서는 다중 에이전트 시스템이 필요하다. 다중 에이전트 시스템의 의사 결정방법 중에서 중앙 집중적인 의사 결정 방법은 조정 에이전트를 사용해서 팀을 위한 작업을 선택한다. 비 중앙 집중적인 의사 결정 방법은 에이전트가 각각 주체가 되어서 다른 에이전트와 의사소통을 하기 때문에 비용이 많이 든다. 본 논문에서는 조정 에이전트를 사용할 때 다수의 에이전트를 그룹으로 관리하는 방법, 경매 시스템을 사용해서 에이전트에게 작업을 할당하는 방법 그리고 할당한 작업 중에서 수행에 실패한 작업은 다른 에이전트에게 다시 할당방법을 제안한다. 실험에서는 스타크래프트 게임에서 제안한 시스템을 적용할 때 공격력과 방어력이 향상되는 것을 볼 수 있었다. 제안한 방법을 사용한 에이전트의 팀 승리 비율은 8대 2로 높아졌다.

This is a study on hostage crisis and effective resolution of the crisis. First, we surveyed the theoretical guidance for our study: definition, patterns, of hostage crisis; psychology of hostage-takers. And we explores a great variety of hostage crisis cases to develop principles and methods for negotiation and subjugation. We suggest, throughout this study, some action program to be developed, as follow: First, we need to broaden and deepen the understanding on the issue of hostage-crisis by expanding educational opportunity on the issue, while raising hostage negotiators. Second, information sharing system among hostage management related offices, and complete training for SWAT team are required. Third, when a hostage-crisis is raised, police enforcement must corporate with mass-media in a way of close manner. Fourth, in a critical hostage crisis, the commander should appear on site for effective command. Lastly, the top-priority for the commander who is in charge of the crisis should be put on the security of hostage and hostage-taker, as well.

Recently, the cases of lawsuit are growing on residential defects. Though, mostly residential construction companies are trying to mitigate resident's dissatisfaction due to keep the company's brand image by operating customer service team, some representatives of apartment buildings initiate litigations without any negotiation with countrepartner companys incited by planned suit lawyers. But lawsuit takes longtime to sentence(about more than one year), and judged amount of money are very few (averaging about 14%) compared with asserted amount of it. To suggest the improving alternatives, the types and problems of defect lawsuit on apartment complex are analyzed.

현재 조직의 성공적인 운영을 위해서 정보시스템의 중요성은 더욱 증가하고 있으며, 또한 정보시스템 구축에 대한 감리는 감리 의무화에 따라 더욱 확산되고 있다. 그러나 아직까지도 우리나라의 정보시스템 감리는 정보시스템의 다양한 위험에 제대로 대처하지 못하고 있으며, 각종 정보시스템 프로젝트에 대해 감리를 수행하면서 부실 사례가 종종 발생하고 있어 이에 대한 개선 대책이 절실히 필요한 실정이다. 이에 따라 본 논문에서는 국내 대형 SI업체에서 4년간 수행한 정보시스템 감리 프로젝트 및 위험발생 프로젝트 데이터를 중심으로 통계분석을 수행하여 정보시스템 구축 프로젝트의 품질향상을 위하여 개선된 검토항목을 제시하였고, 또한 이를 실제 정보시스템 프로젝트 사례에 적용하여 본 논문의 결과에 대한 실효성을 검증하였다.

This study discusses two canceled dam projects, Youngwol Dam in South Korea and Two Forks Dam in Colorado of the United States. Both of them illustrate how the new paradigm applies to regional water projects because they became victims of environmental opposition in the new paradigm. While the cases have no apparent close relationships and they occurred in different decades, they offer interesting comparisons. They were basically struggles between water development coalitions and environmental protection coalitions on regional water conflicts. The two proposed projects brought about fierce debates on large dam as they embraced a wide-range of environmental, social, and political issues rather than construction of dams themselves. Huge anti-dam oppositions scrapped them at the cost of nearly ten years for decision-makings and enormous financial resources for feasibility studies respectively. It identifies who the policy actors were, what the policy strategies were, and how the water policies evolved in both countries. The decision-makings on the two projects appeared at first glance to be made under formal institutional frameworks, but in actuality, they relied significantly on decisions of the two important political actors. The Korean society began to learn negotiation and cooperation approaches to solve the water conflict by establishing the Joint Task Force Team on Youngwol project in 1999. The team is recognized as a new conflict resolution method in South Korea because a diverse of stakeholder interests voluntarily participated in the decision-making process and discussed water issues directly. Even though the projects resulted in futile fruits in each country, they illustrate the images of the new paradigm that significantly affected in formulating regional water policies in South Korea and the United States.
