As the Korean navy's capabilities increase, it becomes increasingly necessary to develop sufficient navigational capabilities and train proficient seafarers. However, in terms of securing personnel resources, seafarers will need to be utilized more effectively due to the population decline of recent years. This paper reviews the use of civilian maritime personnel to research potential resources and uses the U.S. military sealift command as a benchmark. As a result, it has been found that it is possible to increase naval combat capability through the establishment of like a military sealift command organization to operate defense civilian support vessels. In addition, it is possible to train civilian seafarers by utilizing the current national education system through existing maritime universities. Furthermore, taking these actions will allow the ROK navy to operate its onboard ship reserve service and designated international ship system more efficiently.
Aid to navigation is a navigational aid facility that informs a sailing vessel of its location and direction as well as a location of a specific obstacle by means of a light, shape, color, sound, radio wave, etc. It can be valuable in improving the safety of day and night vessel navigation at sea. For the safety of the tug boat, the minimum equipment requirements for each type of tug boat are arranged. Despite these preparations, the collision accidents between tug boats, barges, and light buoys can occur when the tug boat turns due to the length of the tow-line, tidal current, and the barge's momentum etc. The purpose of this study was to propose the basic system that analyzes the physical relationship between two vessels regarding the tug boat-barge-light buoy dynamics and propagate the corresponding data through the aid to navigation management & operation systems in use at each regional oceans and fisheries.

The navigation area approach to Mokpo port consists of narrow channels with 30mile section, and the route is crossed with many fairways. In particular, fairway routeing except Mokpogu is not assigned and there are many threatening factors against the safe operation of vessel because fishing and mining areas are designated. Therefore, this paper proposed elements for safe passage through a marine traffic environmental assessment with the analysis of surrounding environment, dangerous elements, traffic survey and marine casualty.

According to the development if the ships navigational equipment, a bridge system has been improved but a marine accidents by human error haven't been reduced Recently our interest is concentrated on a suitable ergonomic arrangement and design of the ships bridge equipment to reduce an error due to human factors. The bridge alarm system should be designed to recognize the alarm informations as soon as possible and to deliver it clearly. Internationally, the matter is being discussed on the BAMS(Bridge Alarm Management System) in a view if a ergonomic bridge design, but a practical design method is not getting result.. Navigational charts in Korea have been increasingly published in line with the development of harbour for 60 years without a detailed planning. Recently, charts cause inconvenience to use and make navigator confused because they have not been adjoined to adjacent chart effectively and have been to overlap with other charts of the same scale. In this paper, we propose new chart system through adjusting area of the chart and rearranging its scale. This newly proposed scheme was first designed by researchers who have on-board career, then has been verified and revised by questionnaire and pilots' opinion. As a result, total number of Korean chart could be changed from 309 to 334.
The e-Navigation promoted by the International Maritime Organization is a technology that provides marine-related information necessary for ship and shore side by electronic means for marine safety, security and protecting marine environment. The IHO S-100 standard is a geospatial standard that can express various hydrographic information. Various specifications including S-101 for electronic charts are being developed. In this paper, to help developers who are interested in implementing the technology of S-100, we not only analyze the process to portray the S-100 based data but also implement a case study on S-129 under keel clearance management. The portrayal process consists of data encoding and portrayal engine. Data encoding includes generation of application schema and data set. Portrayal engine is performed by the reform of the generated data set, the XSLT processing, and then the generation of drawing instructions.

Since 2020, according to the International Convention for the Prevention of Pollution from Ships (MARPOL) amended in 2016, each Administration shall transfer the annual fuel consumption of its registered ships of 5,000 gross tonnage and above to the International Maritime Organization (IMO) after verifying them. The Administration needs stacks of materials, which must not be manipulated by ship companies, including the Engine log book and also bears an administrative burden to verify them by May every year. This study considers using the Automatic Identification System (AIS), mandatory navigational equipment, as an objective and efficient tool among several verification methods. Calculating fuel consumption using a ship's speed in AIS information based on the theory of a relationship between ship speed and fuel consumption was reported in several examples of relevant literature. After pre-filtering by excluding AIS records which had speed errors from the raw data of five domestic cargo vessels, fuel consumptions calculated using Excel software were compared to actual bunker consumptions presented by ship companies. The former consumptions ranged from 96 to 123 percent of the actual bunker consumptions. The difference between two consumptions could be narrowed to within 20 percent if the fuel consumptions for boilers were deducted from the actual bunker consumption. Although further study should be carried out for more accurate calculation methods depending on the burning efficiency of the engine, the propulsion efficiency of the ship, displacement and sea conditions, this method of calculating annual fuel consumption according to the difference between two consumptions is considered to be one of the most useful tools to verify bunker consumption.

Currently, the drone is considered as a mobile base station of USN as a method to act as a base station using USN in existing LTE-M and LTE networks for data transmission in unmanned ships. Therefore, the drone, which is a mobile base station, is a sink node equipped with an LTE modem or a short-range communication modem, and can collect safety information of ship operation from the sensor node and transmit the safety information to the ship or transmit the information between the ships. As, if a short-range network is formed by using drones, it will form a communication network around unmanned ships and will be advantageous for collecting information using security and environmental sensors. In this paper, we propose a method to transmit environmental sensor data and to utilize communication between ships using drones to secure the surrounding information necessary for AI operation of unmanned ships in the future.

For autonomous ships to be commercialized and be able to navigate in coastal water, they must be able to detect maritime obstacles. One of the most common obstacles seen in coastal area are the farm buoys. In this study, a maritime object detection system was developed that detects buoys using the YOLO algorithm and visualizes the distance and bearing between buoys and the ship through geometric interpretation of camera images. After training the maritime object detection model with 1,224 pictures of buoys, the precision of the model was 89.0%, the recall was 95.0%, and the F1-score was 92.0%. Camera calibration had been conducted to calculate the distance and bearing of an object away from the camera using the obtained image coordinates and Experiment A and B were designed to verify the performance of the maritime object detection system. As a result of verifying the performance of the maritime object detection system, it can be seen that the maritime object detection system is superior to radar in its short-distance detection capability, so that it can be used as a navigational aid along with the radar.

In many cases, fishing vessels operate on a schedule that leads to departure, sailing to the fishing spot, fishing, and sailing to the port of return. Consequently, most of the captains of fishing vessels operated on a single-person navigation duty system rarely have time to rest, resulting in frequent accidents owing to drowsy operation. In addition, accidents frequently occur when a tired captain leaves his duty to an unqualified seaman who does not have the basic knowledge of navigation and sleeps in the bedroom. This problem has been discussed for a long time; however, it has not been solved yet because of lack of proper countermeasures. As a measure to reduce these accidents, this article proposes a certification system for navigational-duty crew of fishing vessels.
