Marine accidents related to the tug-barges are frequent recently, such as oil spill caused by collision between oil tankers and tug-barges. There are many causes of these accidents, but poor working condition of operators takes up a considerable part of most causes. That is, the danger of accidents caused by fatigue accumulation exists in tug-barges of less than 200 gross tonnage engaged on near-coastal voyages or short shipping, because of the long-distance navigational watch by only one master. This paper aims to deduce problems of human element part out of the plan of sqfe navigation, and to propose legal amendments for preventing marine accidents by tug-barges.
In this paper, a MetaSearch algorithm for navigational queries is presented. Previous MetaSearch algorithms focused on informational queries. They Eave a high score to an overlapped document. However, the overemphasis of overlapped documents may degrade the performance of a MetaSearch algerian for a navigational query. However, if a lot of result documents are from a certain domain or a directory, then we can assume the importance of the domain or directory. Various experiments are conducted to show the effectiveness of overlap of a domain and directory names. System results from TREC and commercial search engines are used for experiments. From the results of experiments, the overlap of documents showed the better performance for informational queries. However, the overlap of domain names and directory names showed the $10\%$ higher performance for navigational queries.

The revision of SOLAS, Chapter V, which entered into force on 1 July 2002, has firmly established the electronic navigational chart as part of the international maritime safety system. Its possible recognition as a paper chart equivalent confirms the considerable safety benefits provided by the official Electronic Chart Display and Information Systems (ECDIS). Elaborated by the Author IAMU Model Course on operational use of ECDIS aims to provide answers to some of the most commonly asked questions regarding various types of electronic charts (ENC, RNC, DNC) and electronic chart systems (ECDIS, RCDS, ECS). Following the earlier adoption of the International Convention STCW 78/95 and IMO model training courses, e.g. IMO Model Course on ECDIS [2], to assist in the implementation of the Convention and the associated IMO Assembly resolutions, a number of IAMU Member Universities had suggested that IAMU should develop model training courses on higher academic level to assist in achieving a more rapid transfer of information and skills regarding new developments in marine technology. The provision of model courses could help instructors improve the quality of their existing courses and enhance their effectiveness in meeting the requirements of the IAMU. In this paper the Author presents the results of two IAMU research projects sponsored by Nippon Foundation, titled 'IAMU Model Course on Training in Operational Use of ECDIS' and 'IAMU Handbook on ECDIS'.
There are several ways to implement charter parties in the operation of the vessel. Under the time charter party, the charterer borrows the vessel from the shipowner and uses the vessel to benefit his business. The time charter party's legal relationship can be divided into internal and external relationships. This article deals with an internal relationship. The legal matters between the shipowner and charterer are regulated by the agreement. The NYPE is the most widely circulated type of time charter party. According to the NYPE, navigational matters fall upon the shipowner while business matter falls upon the time charterer. There are vague parts in interpreting NYPE articles. NYPE Art. 8, called the employment clause, is one of them. The Master employed by the shipowner should follow the order of the charterer. Whether the charterer has the right to order the Master of the vessel to follow the navigating route recommended by him was addressed in the Hill Harmony case by the UK Supreme Court. The court was affirmative. Under the Ocean Victory case, whether the time charterer has an obligation to order the Master to go out to escape heavy weather from the berth at the port was at issue. The Japanese lower court decided negatively. There is a tendency that many countries insert default rule in the maritime law to apply it to the case at issue in a case where there is no agreement. It serves the enhancement of legal stability; China, Japan, and Germany are such countries. The author thinks that Korea should follow the above three countries' revision of their maritime law.

The fairway within the area of Yul-do and Songdo located near the Myeongnyang-sudo approaches south of Mokpo harbor is well guided by traffic separation scheme and other navigational aids. However, that part of the waterways where Yul-do is located sits at the cross-roads of marine traffic and is subjected to some potential risks in the voyage navigation: the effect of climatic phenomenon, the disregard of most ships in using the western sector of the fairway creating a congestion in the eastern sector, and lastly, the disadvantageous erect of the location and height of Yul-do island that hinders good lookout. This study investigates the environmental conditions that prevailed in the area in the span of 5-year period and the marine traffic situation taken from the data within the 72-hour period The navigational hazards and marine casualties are also be presented. The results are analyzed and are made the basis of a proposal for an improved separation of traffic. Thereafter, an evaluation is carried out by using the components of marine traffic flow simulation and ES modeling index. It is evaluated through simulation by the use of full-mission ship handling simulator.

Any development plan of a Korean space-based navigational system has been neither designed nor introduced yet. However, the demand for the development of a domestic regional satellite navigation system can be originated from the outside of market. The growing dependency on satellite navigational systems in Korea eventually requires the retainment and the operation of a domestic navigational satellite system. There is not many choices on the orbit designs and the system design concepts of a regional augmented navigation satellite system or a regional navigation satellite system for the service on the vicinity of the Korean peninsular. Space situational awareness (SSA) has been a rising issue for both national security and more realistic space business in Korea. Also SSA related technologies in Korea is a newly inaugurated area and is necessary to generate a navigation messages and maintain a future Korean navigation satellite system. In this study, the availability of Japanese Quasi Zenith Satellite System (QZSS) expected to be deployed definitely sooner than Korean counter-part is analyzed. The availability of the similar configured system over Korea is investigated with assumed QZSS type orbit. Also, feasible configuration of orbits for domestic navigation satellite system is suggested. And the observability of a ground-based optical tracking system as a secondary tracking capability is analyzed.

International law provides for fundamental navigational rights called the right of transit passage in international straits as defined by UNCLOS. However, the Australian government published Marine Notice 8/2006 and the associated Part 54 of Australian Marine Orders which requires ships transiting the Torres Strait to engage the services of a pilot and imposes significant penalties for non-compliance on the basis of the IMO MEPC 133(53) which is just a resolution as a recommendation. This paper aims to study legal aspects in UNCLOS on the pilotage in the Torres Strait following the extension of the Great Barrier Reef PSSA neighbouring Australia.

About 90.5 % of barge-towing tugs weigh less than 200 gross tonnage and most are served by the master alone. They are also not subject to the regulations on the working hours and manning levels stipulated in the Seafarers' Act. Therefore, the master of barge-towing tugs cannot take sufficient rest during the navigational watch. Moreover, barge-towing tugs do not satisfy the human seaworthiness due to the inevitable performance of the navigational watch which must be alternately undertaken with an unqualified person, called the "Boatswain". Furthermore, there are many cases in which the master or owner of a tug fails to comply with the additionally required minimum manning levels stipulated in the Ship Of icers' Act when a tug tows a barge. This study reviews the following: (1) the regulations on the working hours and manning levels that are stipulated in the Seafarers' Act, (2) the regulations on the minimum manning levels for ship of icers of the tug's deck part that are stipulated in the Ship officers' Act, (3) marine accidents in the barge-towing tugs. As a result I suggested that one additional deck officer should be on board when a tug tows a barge through the revision of the minimum manning level for ship of icer on the deck part in order to prevent marine accidents of tugs effectively. Especially, the Act on the Punishment, etc. of the Serious Accident came into effect on January 27, 2022. If marine casualties occur continuously at sea due by the same cause, and the cause of such marine casualties would be turned out by the fatigue of the ship of icer caused by insufficient institutional arrangements, the administrator of competent Authorities of Maritime and Port could be punished, so it seems to prepare for it.

Harbor design and construction plan in Korea becomes the most hot issue both in the Maritime Affairs and Fisheries Office and in the related port industries. Production of the plane and cross section maps together with the profile map for harbor project is done firstly and is important in all procedure because it is the most basic datum in counting the constructional expense for determination of the area and capacity. As the expense assigned on surveying part among the total expenses of harbor planning and construction in Korea is very small, it is difficult to make exact maps. Moveover, because the method used to make such maps is mostly traditional surveying such as plane table surveying , offset surveying, stadia surveying and level surveying, etc, it is difficult to get precise three dimensional maps. Therefore, for making more precise map in the harbor project, we have to use the newest surveying equipment. This study discusses the method of old surveying and recent surveying used for the three dimensional map of the site for lighthouse which gives navigational aids for the in-and out-bound ships. The authors are proposing a method for more precise three dimensional positioning in this study.
It is said to be very difficult to maintain the aids to navigation such as buoys end lighthouses due to their geographical characteristics. This paper, as a part task of the construction of aids to navigation control center, describes the method to make the module for remote-controlling lighthouses and buoys. We become to be able nor only to get informations such as the condition of lights and batteries, but also to control remotely the aids to navigation by using microwaves so as to maintain them in good condition.
