우리나라는 매년 풍수해에 의한 피해가 증가하고 있으며, 대부분의 피해가 하천, 도로시설물을 중심으로 주로 일어나고 있다. 이들 피해에 따른 국가복구지원의 문제점은 매년 많은 금액의 피해 복구비가 투입되었음에도 불구하고, 개선복구 보다는 원상복구 위주의 복구비 지원으로 반복적 피해가 발생하고 있다는 사실이다. 이러한 재난의 비효율적 반복피해를 예방하기 위해서는 자연재난으로 인한 피해의 원인을 보다 정확히 진단하고 항구적인 방어대책의 마련을 위한 보다 구체적인 기준이 필요하다. 본 연구에서는 최근 국내에서 발생하고 있는 풍수해에 대한 전반적인 실태조사를 통하여 피해현상의 유형별 구분과 분석을 각각의 피해에 대한 복구방법이나 대책방법으로 각각 체계적으로 다르게 분류하고 보다 선진화된 예방적 복구 개념을 도입하기 위하여 피해 유형별로 새롭게 정리하였다. 이를 통하여 피해유형에 따른 피해분류 및 피해사례를 보다 체계적으로 수립, 계획할 수 있는 유형화 도감 및 평가방법을 국내외 수많은 기 선행 개선복구 사례를 토대로 분류, 개발하였다.
Based on the main technologies of the 4th Industrial Revolution, industries including the smart home, transportation, agriculture, factory, energy, and medical care industries are rapidly developing. Disaster management technologies and services based on state-of-the-art convergence technologies are being widely applied for the purposes of public safety. State-of-the-art scientific technologies including the Internet of Things (IoT) are expected to offer alternative solutions to pending issues of disaster and safety. Particularly in disaster management, a "prevention activity"to avoid and control disasters in advance is essential, and thus disaster prevention and safety monitoring technologies based on hyper-connected intelligence are fundamental for society during the 4th Industrial Revolution. IoT technologies are being actively applied and utilized in various fields to prevent social and natural disasters. In this article, we introduce the development trends of disaster prevention and safety monitoring technologies based on IoT technologies.
When natural disasters occur, including earthquakes, tsunamis, and debris flows, they are often accompanied by various types of damages such as the collapse of buildings, broken bridges and roads, and the destruction of natural scenery. Natural disaster detection and warning is an important issue which could help to reduce the incidence of serious damage to life and property as well as provide information for search and rescue afterwards. In this study, we propose a novel computer vision technique for debris flow detection which is feature-based that can be used to construct a debris flow event warning system. The landscape is composed of various elements, including trees, rocks, and buildings which are characterized by their features, shapes, positions, and colors. Unlike the traditional methods, our analysis relies on changes in the natural scenery which influence changes to the features. The "background module" and "monitoring module" procedures are designed and used to detect debris flows and construct an event warning system. The multi-criteria decision-making method used to construct an event warring system includes gradient information and the percentage of variation of the features. To prove the feasibility of the proposed method for detecting debris flows, some real cases of debris flows are analyzed. The natural environment is simulated and an event warning system is constructed to warn of debris flows. Debris flows are successfully detected using these two procedures, by analyzing the variation in the detected features and the matched feature. The feasibility of the event warning system is proven using the simulation method. Therefore, the feature based method is found to be useful for detecting debris flows and the event warning system is triggered when debris flows occur.
Since most of the industries have adopted automation system, the industrial disaster has been declined sharply. Also automation system has offered many benefits such as productivity and assured quality. However, the construction industry is still relying on man power and because of this there are many victims occurring due to the industrial disaster. Construction industry has to overcome uncertainty of incidents and changing natural surroundings to actualize automation. Therefore, the efficient working plan and intelligent decision making process are needed to run more developed techniques and automations. Specially to decline the rate of industrial accidents occurred in basic construction in earth work, the automation via excavator is necessary and also the development of planning process system is too. This research is to establish Task Planning System to prevent disaster which is used for planning automated earth work.
Civil infrastructures are always subjected to various types of hazard and deterioration. These conditions require systematic efforts to assess the exposure and vulnerability of infrastructure, as well as producing strategic countermeasures to reduce the risks. This paper describes the needs for and concept of advanced sensor technologies for risk assessment of civil infrastructure in Japan. Backgrounds of the infrastructure problems such as natural disasters, difficult environment, limited resource for maintenance, and increasing requirement for safety are discussed. The paper presents a concept of risk assessment, which is defined as a combination of hazard and structural vulnerability assessment. An overview of current practices and research activities toward implementing the concept is presented. This includes implementation of structural health monitoring (SHM) systems for environment and natural disaster prevention, improvement of stock management, and prevention of structural failure.
본 연구에서는 지역별 재해 발생 위험과 피해규모를 재해연보상의 다양한 유형으로 재구성하고 시설물별 재해 저감능력 및 예방정도를 평가할 수 있는 지표를 개발하였다. 각 지표는 기상학적, 수문학적 취약성과 재해 발생 확률과 같은 내용을 포함하고 있다. 이러한 내용을 GIS 기반의 DB 시스템으로 구축하여 시설물별 저감능력 대비 피해규모를 매칭하여 지역안전도를 진단하였다. 개발된 안전도 지표는 지역의 인명을 보호하고, 피해를 감소하며, 방재 시설물을 보호하는 내용을 담고 있다. 또한 재해 유형별 피해유형분석을 GIS 기반의 자료를 이용하여 시행하였다.
최근 기후변화로 빈번히 발생하고 있는 자연재해의 피해를 정확히 예상할 수는 없으나, 중대한 현상이 예상될 때 그에 맞는 적절한 예방활동을 통하여 피해를 최소화할 수 있다. 하지만 우리나라는 2000년 들어 기상재해에 의한 피해가 수조원에 달하는 만큼 자연재해에 의한 피해를 많이 입고 있는 실정이다. 따라서 본 논문에서는 2005년 9월 $5{\sim}7$일 동안 한반도에 영향을 끼친 태풍 Nabi와 1998년 일본 4개 현(懸)에 큰 피해를 입힌 호우에 관하여, 기상청과 방송, 신문의 기상정보 발표 현황과 보도내용, 기상정보 전달체계, 사후 평가에 대하여 분석함으로써 방재기상정보의 활용 효과를 높이기 위한 기초 자료를 제시하고자 하였다. 중대한 현상이 예상될 때는, 기상정보에 대한 국민들의 이해도를 높이고 사태의 심각성을 알리기 위해 기상청에서 보다 많은 보도자료를 발표해야 하며, 좀 더 정확한 피해 규모를 제시하기 위해서 국내 현황에 맞는 재해피해 예측 모델 개발이 필요하다. 방송사와 신문사는 공공기관의 재해대응, 현상의 자세한 정보와 예측, 방재상 주의점, 피해내역 및 복구 등 시민들이 알고자 하는 내용을 재해대응 단계에 맞게 적극적으로 보도할 필요가 있다. 또한 재해종료 후에 기상청과 소방방재청, 방송사 등은 방재관련 유관기관과 주민들을 상대로 반드시 사후검토를 실시하여 제공하고 있는 방재기상정보의 문제점을 파악하고 효과적으로 개선하여야 한다.
Drawing on its extensive experience with natural disasters, Japan has been dispatching Japan Disaster Relief (JDR) team to disaster-stricken countries to provide specialist assistance in rescue and medical operations. The JDR team has assisted in the wake of disasters including the 2004 Indian Ocean Earthquake and the 2008 Sichuan Earthquake in China. Information about the affected area is essential for a rapid disaster response. However, it can be difficult to gather information on damages in the immediate post-disaster period. To help overcome this problem, we have built on an Earthquake Damage Estimation System. This system makes it possible to produce distributions of the earthquake's seismic intensity and structural damage based on pre-calculated data such as landform and site amplification factors for Peak Ground Velocity, which are estimated from a Digital Elevation Model, as well as population distribution. The estimation result can be shared with the JDR team and with other international organizations through communications satellite or the Internet, enabling more effective rapid relief operations.

Floods are the most common natural disasters and are annually causing severe destructions worldwide. Human activities, along with expected increased extreme precipitation patterns as a result of climate change enhance the future potential of floods. There are proven evidence that infrastructure based responses to flood disaster is no longer achieving optimum mitigation and have created a false sense of security. Nature-based solutions(NBS) is a widely accepted sustainable and efficient approach for disaster risk reduction and involves the protection, restoration, or management of natural and semi-natural ecosystems to tackle the climate and natural crisis. Adoption of NBS in decision-making, especially in developing nations is limited due to a lack of sufficient scenario-based studies, research, and technical knowledge. This study explores the knowledge gap and challenges on NBS adoption with case study of developing nation, specially for flood management, by the study of multiple scenario analysis in the context of climate, land-use change, and policies. Identification and quantification of the strength of natural ecosystems for flood resilience and water management can help to prioritize NBS in policymaking leading to sustainable measures for integrated flood management.
하천의 홍수범람 예보시스템개발을 위한 초기연구로 부정류 모형인 FLDWAV 모형을 사용하여 홍수범람을 해석하고, 모형결과인 홍수 범람 현상의 시간적 변화를 그래픽을 사용하여 효과적으로 볼 수 있도록 한 홍수범람 가시화 시스템을 개발하였다. FLDWAV를 이용한 모형결과의 신뢰성을 확인하기 위해 HEC-RAS 모형을 동시에 적용하여 모의결과를 비교한 결과, 두 모형에 의한 결과는 거의 일치하였다. 본 연구에서 개발된 가시화시스템을 활용하면, 강우로 인해 발생되는 자연하천에서 홍수파 전파와 하천 범람을 신속하고 자세하게 그래픽으로 관찰할 수 있다. 본 시스템은 수리학적 지식이 없는 사람들도 홍수범람 모의 결과를 쉽게 이해하게 하며, 홍수범람 예보와 하천 범람으로 인한 재해의 방지대책을 신속하게 수립하는 데 도움을 주어 홍수범람으로 인한 자연재해를 경감하는 데 기여할 것이다.
