Exploration on the construction of ecological system of undergraduate Entrepreneurship Management Education for female college students (女大学生创业管理本科教育生态体系建设探索)

  • Innovation and entrepreneurship education is becoming an important development opportunity for colleges and universities to realize curve overtaking. Affected by the physical and mental development characteristics, female college students in innovative undertaking showed different growth characteristics. In order to further promote female college students' innovative undertaking, we should combine the characteristics of female design with innovation entrepreneurship education path. As one of the three women's colleges, the general innovation and entrepreneurship course system of Shandong Women's University provides a wide education of innovation and entrepreneurship consciousness and thinking for all students. The undergraduate major of business Administration (entrepreneurial management) provides the whole system education of entrepreneurship, and through "system guarantee, professional construction, course system, competition assistance and project cultivation", female students' entrepreneurial consciousness is cultivated and their entrepreneurial ability is improved.

  • In year 2003, the Daedeok Science Town(DST) has celebrated its 30 years of anniversary and achievement in science and technology development. However, there is a criticism that DST has not played its expected role in Korea's National Innovation System. Recognizing this criticism, the development of DST was evaluated in the perspective of innovation cluster. The research shows that DST has been following the downstream path of evolution - from S&T development to business development - and is in the early stage of R&D-driven Innovation Cluster. Not only the development factors of DST innovation cluster were identified but the DST was compared with other internationally recognized innovation clusters. Finally, it is suggested that the business related functions should receive due attention in innovation cluster policy.

  • The collaboration among academia, industry, and public research sector gains importance in these days. This is essential for implement competent regional and national innovation systems. There have been many governmental programs for activating collaboration among innovation actors. Most policy programs for collaboration have aimed at increasing S&T and innovation potential and constructing S&T infrastructure. However, Korea has not produced a sufficient level of collaboration, especially on regional level. Most policy programs could not reach regions and many regions have no enough innovation actors. In order to activate R&D collaboration, therefore, we suggest that Korean S&T community should build and implement "collaborative research centers" all over the regions. This concept is very new approach, especially because it focuses on collaboration among regional innovation actors. In this paper, we discuss a concept, type, and execution strategy of collaboration research centers. We expect that these centers will play an important role in implementing successful regional innovation systems, as they will link regional innovation actors very closely.

  • Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.

  • This paper examines the social development process of technological innovation for national emergency management. There are relatively few studies on how technological innovations are developed and deployed within social context. This paper investigates innovation processes within social contexts and the role of innovation actors such as citizens, government, and private sector. The the Real-time Disaster Management System (RDMS) is an innovation for citizens to transmit digital images and video clips on disaster toward professional organizations to respond to disasters. This case shows how an innovation in disaster management was developed by social interactions, how open innovation mechanism was deployed, and how end-users involved in innovation processes for disaster management. Finally this paper suggests implications to accelerate innovations for social welfare and social change.

  • This study reviews the emergence of new innovation policy paradigm in advanced countries and their impacts on the development of innovation theories in 1980s and 1990s. It shows that the characteristics of new policy paradigm are the emphasis on the user-orientedness and the socio-economic aspects of innovation and the preference of capability enhancement of innovators over resource subsidy This new perspectives of innovation policies had effects on the emergence and development of 'the innovation system theory' which is based on the key concepts such as interactive teaming, innovating capability and national systems of innovation. In spite of the development of the innovation system theory, it has some problems to be solved for the innovation policy design because 'the social' is still peripheral factors in the constitution on the innovation system theory. This study makes some suggestions to incorporate the social dimension of innovation into the innovation system theory.

  • National balanced development and regional innovation have been one of the most important national agendas under the Participatory Government. National balanced development gives a central focus on realizing self-sustaining localization which is based on regional innovation. The core policy goal is to build competitive regional innovation system and innovative clusters in the regions of the country. In this vein, this paper aims to evaluate the present government's policies of regional innovation and innovative cluster. It needs to point out that the regional innovation and cluster policies show some critical problems. Firstly, the policy-making process is based on the top-down approach rather than the bottom-up one. Secondly, regional innovation policies, in many cases, expose the redundancy of similar policies and a lack of linkages between similar policies. Thirdly, the regional innovation policies are too much social infrastructure building-centered, even though the basic principle of regional innovation policy should be based on building superstructure such as networking and social capital.

  • The Republic of Korea developed a national project to construct a new administrative capital, Sejong city and to relocate administrative organizations of the central government for improvement of overpopulated capital, Seoul and regional balanced development. By the way, to relocate the central administrative organizations was not a sufficient condition for the sustainable development of the city. An industrial infrastructure development has been tried to attract universities, enterprises and research institutions in the region as a demand for internal growth power of the city was increased. In addtion, a basis for regional endogenous growth through projects to establish innovation system based on industry-academia cooperation was prepared as well. This paper reviews the major contents of the development plans for Tech-Valley project and looks into major introductory functions, characterization plans, strategies for fostering strategic industry, cooperation system of the inside and outside the region, and a strategy for building innovation platform. This case can be regarded as a significance of constructing technology infrastructure for the sustainable growth by preparing foundation for establishing innovation system and a cluster based on this system in the process of building and developing new city which did not have any industrial platform in the region.
