The purpose of this study is to establish a linkage between local forest human resources policies and the analysis of forest resource conditions in Gyeongsangbuk-do. In particular, the study aims to gather insights from students enrolled local formal education institutions through a demand survey and their opinions. These findings would serve as basic data for the formulation of medium- and long-term policies. According to the results of the analysis, all surveyed groups expressed a desire to pursue careers, entrepreneurship, or further school education based on their forestry majors. Among, the most important needs identified for local human resources, receiving training related to field practice and access to information emerged as paramount. In addition, it was observed that educational programs were conducted on weekends and during school vacations, with integration into the school curriculum to ensure participants not only benefit from self-development but also receive administrative support. A notable observation in the survey results was the absence of a network among forest professionals, signifying a key weakness within the forest sector in Gyeongsangbuk-do. The results of this study hold significant value in terms of analyzing and sharing the educational preferences of forest human resources in Gyeongsangbuk-do, thereby serving as basic research data for proposing policies. In the future, by expanding the scope to include case studies and forest human resource preference analyses through cooperation with other local governments and institutions, the research can contribute to the establishment of national-level policies for forest human resources on a broader scale.
Objectives : This study was conducted to review the diffusion process and factors affecting the adoption of the Health Center Information System (HIS). Methods : Data were collected from POSDATA (private company), MOHW, other Ministries and local governments. To specify the date of adoption, supplementary information was collected from 40 health centers. The following three kinds of factors were analyzed. Internal factors included type, size, and innovativeness of health centers. Community factors were composed of population sire, economic status, and level of education. Organizational environmental factors consisted of information score of the municipalities, financial support of the from central government, and the neighborhoodness of innovator health centers. Results : All health centers in the metropolitan cities of Seoul, Gwangju and Jeju adopted the HIS. The laggards were those in the metropolitan cities of Busan (18.8%), Incheon (20.0%) and Daejun (20.0%), and cities with population more than 300,000 (54.8%) and counties with health center hospitals (47.1%). Financially supported rural health centers adopted the HIS more rapidly than those not supported. The factors identified as being statistically significant (p<0.05), from a univariate analysis by Kaplan-Meier method, were: (1) internal factors of the type, size and innovativeness of health centers; (2) community factors of population size and economic status; (3) organizational environmental factors of the central government financial support and the neighborhoodness of innovator health centers. A multivariate analysis, using a Cox proportional hazard method, proved the innovativeness of health centers, central government financial support and the neighborhoodness of innovator health centers, were statistically significant (p<0.05). Conclusions : The innovativeness of health centers, financial support from central government and the neighborhoodness of innovator health centers, rather than community factors related to regional socioeconomic status, affected ffe adoption of the HIS in health centers. Further in-depth studies, modifying the MOHW's strategy to propagate the HIS to the laggard health confers, are recommended.
Purpose - International trade leads to the international division of labor, improving the efficiency of the global economic system. Transport costs are a more serious barrier to international trade than customs tariffs. An increase in competition in the transport sector may thus lead to a reduction in transport costs. However, if a carrier's nationality significantly influences transport costs, simply adding more competing carriers of different nationalities would be ineffective. Therefore, it is necessary to establish national or regional carriers to influence competition and reduce transport costs. This study investigates this "nationality effect" by treating Hanjin Shipping's collapse as a natural experiment. Design/methodology - The theoretical basis of this study is the 3rd-degree price discrimination in container shipping market. By using the monthly data of container freight rates of Korea, China and Japan, this study shows the so-called Korea Premiums, which are the empirical counterparts of nationality effect in Korea container shipping market. For this empirical investigation, the structural model with state-space form is used and the dummy models are also estimated. In addition, because China has been also affected by the Hanjin's collapse, the China premiums are considered too. Findings - Compared with Japan's case, it is shown that there had been the so-called Korea premiums since the collapse of Hanjin Shipping. These results are robust from both the state-space model and dummy models. The time pattern of Korea premiums was consistent with the market evolution, especially the pattern of substitutability in container shipping markets. In addition, this paper shows the magnitude of Korea premiums. Originality/value - The argument of this study that the nationality effect can be interpreted as an extended concept of the home market effect is original, which is expected to evoke future research efforts. Further, the discussion on the shipping industrial policy from both horizontal and vertical aspects will provide the relevant policy makers with solid information, especially for the policy coordination in a global scale.

This study analyzed the role of innovation intermediaries on the performance of technology-based firms in Korea. Technology-based firms are important to the economy because they contribute to regional economic development and national competitiveness. In Korea, various types of intermediaries, such as Techno-parks and incubators have been established to foster technology-based firms. Researchers analyzed various factors influencing the performance of technology-based firms. On the other hand, there have been few studies on the relationship between the innovation intermediaries and the performance of technology-based firms in Korea. This study identified the firms' capabilities, institutional and environmental factors in the light of the literature. A total of 2,313 technology-based firms in Techno-parks, business incubator of public institutes and universities were surveyed. Of these, 110 respondents were used for empirical analysis. OLS techniques were applied to analyze the data. The empirical results showed that the marketing competence, R&D capacity, which is a firms' innovation capacity, have a positive effect on the performance. The support of intermediaries positively affects the performance of technology-based firms. The economic aspects of regional innovation infrastructure, and cooperation with the customer has a positive effect on the performance of technology-based firms.
Purpose: To investigate the spatial distribution of diabetes-related lower limb amputations and analyze the relationship between the spatial distribution of diabetes-related lower limb amputations and regional factors. Materials and Methods: This study was performed based on the data from the Korean Health Insurance Review and Assessment Service, in 2016. The unit of analysis was the administrative districts of city·gun·gu. The dependent variable was the age- and sex-adjusted incidence of diabetes-related lower limb amputations and the regional variables were selected to represent two aspects: socioeconomic factors, and health and medical factors. Along with traditional ordinary least square (OLS) regression analysis, geographically weighted regression (GWR) was applied for spatial analysis. Results: The age- and sex-adjusted incidence of diabetes-related lower limb amputation varied according to region. OLS regression showed that the incidence of diabetes-related lower limb amputation had significant relationships with the health and medical factors (number of healthcare institution and doctors per 100,000 population). In GWR, the effects of regional factors were not consistent. Conclusion: The spatial distribution of the incidence of diabetes-related lower limb amputations and the effects of regional factors varied according to the regions. The regional characteristics should be considered when establishing health policy related to diabetic foot care.
This paper builds a system of indicators representing rural regional development level. Indicators were classified into two groups, that is, living environment indicator group and regional vitality indicator group. Living environment indicator group consists of four indicators including housing, road, water supply, and sewage system, while regional vitality indicator group consists of five indicators including regional economy, public finance, and demography. Real data of the year 2002 and 2006 were used to do the basic statistical analysis and estimate the suitable statistical distributions for each indicator. Data were applied for the three city/county type, general city, urban-rural combined city, and county. General cities have the strongest urbanization tendency among the three types, while counties have the weakest tendency. General cities turned out to be superior in housing condition, road density, water supply system and sewage system. Indicators of employment and local finance showed the highest levels in counties. The results of this analysis are expected to provide local governments with the appropriate reference for their rural regional development policy.
This research analyzed 168,010 cases of death of the aged over 65 from 244,867cases of death excluding 7 unknown age cases from 244,874 all age cases of death by using the death data of the National Statistical Office for 2007 to figure out factors affecting the quality of causes of death statistics of the aged and to suggest the ways of improving the quality of death statistics of the aged in korea. This research tried to derive factors affecting ill-defined cause of death category in acordance with WHO's guidelines and to find causes of lowering the accuracy of causes of death statistics of the aged. This research identified the problems of causes of death statistics of the aged by using both demographic characteristics such as sex, age, marital status, educational attainment, residential region, region size and factors of death items as independent variable to find causes of ill-defined cause of death of the aged. Logistic regression analysis was executed to calculate the hazard ratio about the ill-defined causes of death of the aged and multiple regression analysis was conducted to derive factors affecting the ill-defined cause of death by regional groups through using these independent variables such as the component ratio of over age 65, female death rates, doctors insitutions rate, medical institutions rate, attaching rates of death certificate by neighborhood. As a results of this research, R-code was the highest of ill-defined causes of death, accounting for 82.1%, and senility death(R54) of R-code was the highest, accounting for 91.2%. through subdivided order distribution of the ill-defined causes of death of the aged. As ill-defined causes of death by regional groups, attaching rates of death certificate by neighborhood was the most important factor(p<0.05) and also showed regression model's description with 83.8% ($R^2$=83.8%). Furthermore, Jeon-nam was the highest in the regional groups and these regions such as Je-ju, Jeon-buk, Chung-nam were not only attaching the death certificate by neighborhood but also were high at the rate of ill-defined causes of death. Therefore, this research found that both reconsideration about death certificate by neighborhood and education for doctors who write death certificate were needed the most.
Objectives: The objective of this study is to investigate associations between contextual characteristics and unmet healthcare needs in South Korea after accounting for individual factors. Methods: The present study used data from the 2012 Korean Community Health Survey (KCHS) of 228 902 adults residing within 253 municipal districts in South Korea. A multilevel analysis was conducted to investigate how contextual characteristics, defined by variables that describe the regional deprivation, degree of urbanity, and healthcare supply, are associated with unmet needs after controlling for individual-level variables. Results: Of the surveyed Korean adults, 12.1% reported experiencing unmet healthcare needs in the past. This figure varied with the 253 districts surveyed, ranging from 2.6% to 26.2%. A multilevel analysis found that the association between contextual characteristics and unmet needs varied according to the factors that caused the unmet needs. The degree of urbanity was associated with unmet need due to "financial burden" (odds ratio [OR], 0.53; 95% confidence interval [CI], 0.42 to 0.66 for rural vs. metropolitan), but not unmet need due to "service not available when needed." There were no significant associations between these unmet need measures and regional deprivation. Among individual-level variables, income level showed the highest association with unmet need due to "financial burden" (OR, 5.63; 95% CI, 4.76 to 6.66), while employment status showed a strong association with unmet need due to "service not available when needed." Conclusions: Our finding suggests that different policy interventions should be considered for each at-risk population group to address the root cause of unmet healthcare needs.

This study examined the effective uses of an ecosystem service value assessment in the fields of rural planning and development through archiving and reviewing/analyzing existing concepts, evaluation methods and prior examples of Ecosystem services. Based on land cover analysis, this study evaluated the usability changes in the ecosystem service value for a period spanning 1975 to 2000. The results from the countrywide data survey (with an exception of Jeju island) showed a 33.15% decrease in ESV by 2000. The total ESV represented 5,385 million USD in 1975, and 3,600 million USD in 2000 of the study area. In addition, the ecosystem service value with a scale of metro cities and provinces was also examined. The ESV of most regions decreased by 2000, but Daejeon and Kyeongnam, and Kyeongbuk provinces increased. The trends of year to year changes in the ESV were very diverse throughout the country. Jeonnam showed the smallest decrease, 747 million USD, which is 59% of the ESV in 1975. Nevertheless, the despite the regional differences in available natural resources, the natural resource assets value is ultimately determined by rural development policies and regional economic attributes. Therefore, an ecosystem service must be considered as an important criterion for rural planning and development policy.

In this study, it was promoted for the purpose of direction for rural landscape planning and management through the analysis of the factors of change in the rural landscape. In the course of research, through literature review study and field surveys, to derive the 25 factors that influence the change in the rural landscape. Later, 25 factors were evaluated in the impact on landscape by experts. 25 factors of the rural landscape were a comprehensive analysis and the results of literature review study and field surveys about the five villages of research area; Ji-San village, Non-Gae village, etc. Expert evaluation was carried out by the rural landscape, and architecture professionals of various related fields. As a result of the analysis, the flow of rural development policy and the business had a great effect on the physical changes in the rural landscape. Furthermore, additional factors such as population structure and lifestyle have made the change in the complex landscapes. Meaning the study has is to provide information on what need there are considered factors in the rural landscape planning and management. The reason is that, since the rural landscape characteristics are different, in order to develop the more efficient rural landscape plan and management.
