The aim of this study is to examine the regional features of shipbuilding-allied industries comprehensively. Inaddition, this study would offer groundwork to construct spatial networks of shipbuilding-allied industries. Relatively in short term, large modem shipbuilding firms of South Korea have developed under the national strategic support, around southeast coast region. Although small shipbuilding firms and marine equipment firms have supported regional economy, these firms have scaled down their functions and roles due to the national policy. In the long tenn, Korean shipbuilding-allied industries have limitations in stable development, because they have separated their roles. Consequently it is necessary the balanced development of large, medium, and small shipbuilding firms and linkage system with marine equipment firms for overall development of shipbuilding-allied industries. This study suggests two spatial strategy for shipbuilding-allied industries development. First, we need to construct a shipbuilding specialization area which agglomerates competent parts firms adjacent to large shipyards. Second, in national strategy, a long term strategy is required to utilize extremely synergy and external effects induced from a shipbuilding duster of southeast coast region which systematically combines shipbuilding-allied industries, universities, the government authorities, and research institutions.

This study is to analyze the Korean translation of "Goseong Chongswaerok" by O Hoeng-muk as a local governor through political ecology. It focuses on how O Hoeng-muk recognized and wrote the interrelation among weather, agriculture, local resident's life, and local policy. The results are summarized in the followings. Firstly, weather was recorded into three types of expression, simple and dynamic expression and agriculture-related expression. Its dynamics was much meaningful and important when weather was related to local resident's life and local or non-local economy and politics. Secondly, weather and local government were conflict under a particular natural condition like severe drought. And society and politics are affected by such a conflict. Thirdly, local people's demonstration was occurred under a certain condition. Bounded agency can be founded in O Hoeng-muk's behavior as a local governor like jinhyul(賑恤), rain rituals, tax collection. Fourthly, the interrelation among weather, agriculture, local people's life, and local policy implemented in a particular local like Goseong ought to be interpreted in terms of multiple scales.
Defining sustainable development as the challenge of continuously balanving economic, social and ecological values, a European research project sought lessons from experiences of a forty year period to frame criteria of appropriate scale for contextually-sensitive environmental policy. A network of case studies conducted by partner teams in Gemany, lreland, the Netherlands and Sweden examined changes of scale in the territorial, functional and socio-political contexts of life and landscape between 1950-1990. Themes central to the project included landscape transformations, tensions among area-and sector-based ways of life [genres de vie], and changing horizons of discretionary reach. With illustrations drawn mainly from the lrish case studies in Tipperary, this lecture outlines some regional differences in response to externa-policy and market-driven-influences. Implications for cross-cultural research and the framing of contextually-sensitive environmental policy are outlined, and suggestions made for their modulation through European Union, national, regional, and local levels.

This research analyzed reality of multicultural education of Korea and suggested policy implication through a questionnaire survey of teachers, students, and parents in elementary schools, Daegu City. Multicultural policies in Korea mainly helped a member of multicultural family who immigrated into Korea to learn Korean language and culture. Thus, the common people have a few chances to have multicultural education; however they mainly experienced multiculture indirectly through mass media. Therefore they had low level of understanding and satisfaction and their consciousness was narrow. Most of people completely come out in sympathy with that multicultural education should be taught at school. To overcome the current issues of multicultural education, its goals, contents and tasks should be clearly established. Multicultural education is taught from elementary school in holistic approach; however, methods of learning and teaching are different according to a curriculum.

Many Asian countries are suffered from various problems on water, which include the need for increased access to improves water supplies and sanitation through investments in infrastructure and capacity building, the balances water management system between development and ecosystem, and the need to reduce the human populations'vulnerability to water-related disasters, in particular, from climate variability and evolution. Decison makers are the most influential people in policy making and solving global water problems is central issue in eradicating poverty and achieving sustainable development (MDG). They across the world form an integral part of the architecture of national or regional governance. Their role covers a range of decision-making processes including passing legislation, scrutinizing government policy, and representing citizen through the election. We must ensure that these quiet but important issues get the political space, financial priority and public attention they deserve. Regional bodies such as the EU have also enacted legislation which introduces rules on water quality and other enforceable mattera across state boundaries. With this growing body of laws and policies on water issues, the role of decision makers is growing. Recognizing this role, decison makers' platform is essential to provide an opportunity to discuss crucial water issues in each country or region and for the purpose "2010 Parliaments for Water in Asia" has planned and organized to investigate our common issues and goals. During the meeting, we have an opportunity to observe water policy of Bangladesh, Bhutan, China, Mongolia, New Zealand and the Philippines and share the views on what needs to be done to move forward by decision makers for the future of water. In conclusion, the process of developing the decision makers' platform in each region would be ultimately essential point to increase the awareness of the developed and developing countries' roles, knowledge to clarify roles and responsibilities of each stake holders and finally be a major actor for resolving not only water challenges also issues of human settlements.

The present study analyzed what policies are being executed for deteriorated apartments in Japan and what characteristics each policy had in order to examine policy direction and implications for the improvement of vitalization of remodeling business of deteriorated apartments in Korea. The study results are as follows. Japan recognized social problems of deteriorated apartments and pushed forward a national level remodeling actively by preparing financial support of central government and supporting plan by city and province. First, Japan maintained initial performance of buildings through phased maintenance for deterioration of buildings and aimed to reduce environmental load and maintain asset values of buildings through enlarging durability of buildings by responding to lifestyle according to social changes. To this end, they promoted the long life of buildings through the establishment of systematic long term repair plan from the stage of moving in the buildings. Second, in order to reduce the risk of remodeling projects, they prepared an environment where business could be carried out with an easy mind in various aspects by introducing remodeling business registration system and large scale repair construction defect insurance system. Third, they reduced economic burden of main agents of remodeling business with tax preferential treatment and financial support policies. Fourth, they have established remodeling support system based on overall social issues and connected it with social effect that could be obtained through this. The remodeling policies of Japan were carried out in the direction of solving social problems and considering economic aspect rather than just improving individuals' residence environment.
It is known that socioeconomic status(SES) of the cancer patient is associated with survival in recent studies, performed in other countries. The purpose of this study was to determine whether the association between status of national health insurance and survival is also present in a community in Jeonnam province, South Korea. The Gwangju-Jeonnam Cancer Registry, a population-based cancer registry, provided information to identify the cancer cases of study community diagnosed from 1998 to 2007. Total of 2,046 cases were identified during the period. There were significant associations between the status of national health insurance and survival for total cancer after adjusted by age, geographic accessibility to health care, and stage at diagnosis. However, this differences were not found in the analysis using only stomach and colorectal cancer cases. Despite of some limitations, this results suggest that the policy for reducing the difference according to the SES is required in national cancer management program.

The purpose of this study is to analyze the impact of agricultural polices on the change of regional structure based on the specialization during the productivism period. Analysis are carried on through the comparison of distribution in 1950s and 1997. Since the 1950s, governmental policy has played a leading role in shaping the pattern of farming in Great Britain. The range of British measures have also been employed in an attempt to improve the efficiency of agriculture and raise farm income. Three fairly distinct phase can be identified in the developing relationship between government policies and British agriculture in the postwar period. In the 1st phase, The Agricultural Act of 1947 laid the foundations for agricultural productivism in Great Britain until membership of the EC. This was to be achieved through the system of price support and guaranteed prices and the means of a series of grants and subsidies. Guaranteed prices encouraged farmenrs to intensify production and specialize in either cereal farming or milk-beef enterprise. The former favoured eastern areas, whereas the latter favoured western areas. Various grants and subsidies were made available to farmers during this period, again as a way of increasing efficiency and farm incomes. Many policies, such as Calf Subsidy and the Ploughing Grant, Hill cow and Hill Sheep Schemes and the Hill Farming and Livestock Rearing Grant was provided. Some of these policies favoured western uplands, whilst the others was biased towards the Lake District. Concentration of farms occured especially in near the London Metropolitan Area and south part of Scotland. In the 2nd stage after the membership of EC, very high guaranteed price created a relatively risk-free environment, so farmers intensified production and levels of self-sufficiency for most agriculture risen considerably. As farmers were being paid high prices for as much as they could produce, the policy favoured areas of larger-scale farming in eastern Britain. As a result of increasing regional disparities in agriculture, the CAP became more geographically sensitive in 1975 with the setting up of the Less Favoured Areas(LFAs). But they are biased towards the larger farms, because such farms have more crops and/or livestock, but small farms with low incomes are in most need of support. Specialization of cereals such wheat and barely was occured, but these two cereal crops have experienced rather different trend since 1950s. Under the CAP, farmers have been paid higher guaranteed prices for wheat than for barely because of the relative shortage of wheat in the EC. And more barely were cultivated as feedstuffs for livestock by home-grown cereals. In the 1950s dairying was already declining in what was to become the arable areas of southern and eastern England. By the mid-1980s, the pastral core had maintained its dominance, but the pastoral periphery had easily surpassed arable England as the second most important dairying district. Pig farming had become increasingly concentrated in intensive units in the main cereal areas of eastern England. These results show that the measure of agricultural policy induced the concentration and specialization implicitly. Measures for increasing demand, reducing supply or raising farm incomes are favoured by large scale farming. And price support induced specialization of farming. And technology for specialization are diffused and induced geographical specialization. This is the process of change of regional structure through the specialization.
The purpose of this study is to estimate the forward impact of water supply bottleneck using a supply-side input-output model. The failure cost analysed in this study can be used to estimate the values of the water supply reliability and can provide the bases of policy decision for the effective reallocation when water supply constraint will occur. So the position of water supply in the national economy is identified, and direct and indirect impacts are estimated by means of the interindustry analysis. Also the failure cost index is suggested to determine the prior order of water supply important in drought. By the way, the occurrence of drought having regional properties, the failure cost of the regional level using a national input-output table may be overestimated or underestimated. For the preceding reason, the failure cost estimated by a national input-output table is compared with and analysed to a regional input-output table for Kyung- Nam.g- Nam.

Japan and Korea have developed forest therapy policies, but their policies differ in several respects. First, Forest therapy projects are managed by local governments and residents in Japan, while they are operated by Korea Forest Service. Second, Japan adopts the certification system of forest therapy areas, emphasizes medical and scientific evidences, maintains the quality of forest therapy by inducing competitive participation of local governments and residents, and cultivates forest therapists through Forest Therapy Society. In contrast, Korea has adopted the licence system, improved institutional framework, and cultivated therapists, but it is at early stage. Third, Japanese forest therapy policy aims at regional development of the mountain villages, overlapping with other local policies. However, in Korea, the primary policy goal is to expand forest services and thereby having its own policy framework and being promoted strongly.
