Analysis on the Effects of Particular Matter Distribution on the Number of Outpatient Visits for Allergic Rhinitis (지역별 미세먼지 농도의 알레르기비염 외래이용에 대한 영향 분석)

  • Background: This study aims to analyze the effects of air pollutants, such as particular matter, to the number of outpatient visits for allergic rhinitis in eup, myeon, and dong administrative boundaries. Methods: Dependent variable was the number of outpatient visits for allergic rhinitis per 10,000 people by region. Independent variables were air pollutants such as PM10, PM2.5, SO2, O3, CO2, NO2, and temperature that estimated by using Kriging analysis in all eup, myeon, and dong boundaries. Panel analysis was applied for the analysis to prove the relation between outpatient visits and the concentration of air pollutants. Results: Analysis results showed that particular matter concentration varied by regions and season. Panel analysis showed that outpatient visits for allergic rhinitis had positive relationships with PM10, PM2.5, SO2, O3, and CO2 in all panel models. Conclusion: Regional variation of particular matter concentration should be considered in establishing regional policies for allergic rhinitis.

The Dynamics of University-Industry Linkage: The Case of Mekelle City, Tigray Regional State, Ethiopia

  • In the past few decades, the importance of dynamics of University-Industry Linkage(UIL) in strengthening national and regional innovation competency and global competitiveness has been progressively more acknowledged. However, establishing an effective UIL for a better economic development is still a challenging endeavor in Ethiopia, particularly in Tigray region. This study is aimed at assessing the status of UIL and in order to achieve such aim it analyzed the determinants of firms' intensity of interaction with the Mekelle University (MU) and the effect of the intensity of interaction on the relevant firms' innovation performance. The findings of the study showed that the status of UIL between the firms and the university in Tigray region was at an infant stage. The study also found that firm size, firm age (startups) and government supports have had a significant effect on firms' intensity of interaction with the MU. However, the firms' intensity of interaction with the MU did not have any significant effect on the firms' innovation performance. In contrast, cooperation with customers, other groups and suppliers, firm size, firm age, and in-house R&D activities were found to have a significant effect on the firms' innovation performance. In conclusion, the acquisition of knowledge and technology from university does not have an important role in firms' innovation performance in the studied region. Consequently, the government should design effective strategies and assign responsible bodies to implement the strategies, create awareness, and organize both firms and university to meet and work together in order to enhance firms' innovation performance.

A Study for Exploring the Prevalence and Associated Factors of Unmet Health Care Needs due to Reduced Mobility: Evidence for Estimating Subjects of Visiting Health Care (거동불편 사유로 인한 미충족 의료의 규모와 관련 요인 탐색 연구: 방문의료 대상자 추계를 위한 근거)

  • Background: This study was designed to examine regional proportions for people who experienced unmet health care needs due to reduced mobility or unhealthiness and factors associated with experience of unmet health care needs by them. Methods: A total of 11,620 people were retrieved from the Korea Health Panel data (2014-2018). Regional proportions for people who experienced unmet health care needs due to reduced mobility or unhealthiness were estimated using cross-sectional weights and the factors associated with them were analyzed using generalized estimating equation. Results: The number of people who experienced unmet health care needs due to reduced mobility or unhealthiness was estimated as 278,083 in 2018. Women, the aged (65+), below elementary school, single as marital status, low income, bad self-rated health, people with disabilities, and long-term insurance beneficiaries were statistically significantly associated with experience of unmet health care needs due to reduced mobility or unhealthiness. Conclusion: Given high and dispersed demand for visiting health care, government need to expand the infrastructure and finance to facilitate visiting health care.

Evolution and Evaluation of Digital Trade Rules in Regional Trade Agreements in the Asia Pacific Region (아·태지역 디지털 무역 관련 지역무역협정을 통한 규범화 발전 동향과 평가)

  • Despite the fast growth and rising importance of digital trade, there still exists no multilateral agreement governing digital trade. Significant differences in policy directions regarding key digital trade issues among the U.S., EU and China are the main stumbling blocks for reaching agreement on the multilateral front. To overcome this deficiency in digital trade rules, there has been active movement among mainly countries in the Asia-Pacific region for rule-making on digital trade. Starting with the CPTPP chapter on E-Commerce in 2018, there has been a series of digital trade rules agreed in bilateral or plurilateral formats, such as the USMCA, USJDTA, DEPA, DEA and RCEP. Korea is currently only member of RCEP, which contains an e-commerce chapter with lower levels of commitment as compared to other digital trade agreements. This paper provides a broad analysis of the recently concluded digital trade agreements, comparing the different coverage of rules, levels of commitment, and rules templates. The analysis aims to provide implications for the desirable direction of rule-making on digital trade and Korea's digital trade strategy.

  • The purpose of this paper is to measure the productive efficiency and competitive strength of Regional Maritime Affairs and Fisheries Office using the DEA. Using EMS(Efficiency Measurement System) which is LP solver, quantifies in one way or another a "distance" to the efficient frontier of the technology. An input oriented measure quantifies the input reduction which is necessary to become efficient holding the output constant. Symmetrically, an output oriented measure quantifies the necessary to become efficient holding the inputs constant. A non-oriented measure quantifies necessary improvements when both inputs and outputs can be improved simultaneously. According to the analysis result of the DEA method, inefficient Regional Maritime Affairs and Fisheries Office should recommend benchmarking reference Regional Maritime Affairs and Fisheries Office in order to enhance the productive efficiency of port administration and a public institution. Besides data on productive efficiency serves as a tool for policy-makers at all levels of activity and is essential for improving the efficiency with which the various systems operate.

A Study on Greenhouse Gas Emission Characteristics for Regional Governments (A Case Study of Jeonbuk Province) (지자체 온실가스 배출특성 분석연구-전라북도 14개 시·군 사례)

  • For each local town (6 cities and 8 counties) affiliated with Jeonbuk provincial government, characteristics of greenhouse gas (GHG) emissions were analyzed and key emission areas were drawn to establish mitigation policies of the regional greenhouse gases. National Institute of Environmental Research (NIER) reported that the total greenhouse gas emission of Jeonbuk was 20.93 million $tCO_2e$ in 2006. The inland area of 5 cities and 1 county (Jeonju, Gunsan, Iksan, Jungeup, Kimje, Wanju) covered 82% of total greenhouse gas emission in Jeonbuk, while the rest local towns of the province, mostly from mountainous areas were responsible for the rest of the total GHG emission. The cities and counties having relatively higher emission in Jeonbuk province were influenced dominantly by the emission from energy and waste sections. Also, agricultural section showed similar tendency except industrial cities such as Gunsan and Jeonju. In the internal portion of city and county, energy section showed the highest portion at the range of 72.1 (Sunchang)~97.0% (Jeonju) and agricultural section was at the range of 1.2% (Jeonju)~26.6 (Sunchang). When the portion of energy section was higher, the lower agricultural section. The emission index was applied to decide the key city and county and the potential city and county with two methodologies in this study. It was required that the key emission areas were drawn to establish regional greenhouse gases mitigation policies.

  • This paper is to examine the trends and structures of unemployment as well as its spatial patterns in Germany. Germany once achieved a well-developed employment system and full employment. Since 1970, however, unemployment has been one of the major issues in Germany. During the last three decades the unemployment rate has risen to unprecedented levels and stayed high. After the German unification, especially, labor market is characterized by the mass unemployment and the structural selective process of unemployment to be imposed on German workers. And regarding to the spatial patterns of massive unemployment, this study shows critical disparities between South and North Germany being overlapped with new disparities between East and West Germany. We can explain the regional differentiation of unemployment on the base of typical mismatch of labour market allocation. It is also shown that massive unemployment is related not only to policy shifts in labor market but also to structural transformation after the unification.

  • The Korean government issues the policy that regional government mat change the regional tax rates for economic growth. On the ground that change in regional tax rate incurs the disturbance in regional economy and entails tax competition, regional government does not accept the proposal. The CGE simulation result shows that tax competition reveals the trade-off relation between efficiency, balanced national development, and equity. Thereby, the stance of regional government can be justified by the results. Therefore central government has to grope for some reconcile means that efficiency and equity can be harmonized. The proposal can be justified by the analyses.

A Study on the Analysis of work efficiency to the tax reorganization project of regional headquarters of Korea Asset Management Corporation (한국자산관리공사 지역본부의 조세정리사업 성과에 대한 효율성 분석)

  • This study analyzed the index change in efficiency and productivity for the tax reorganization project of the regional headquarters of Korea Asset Management Corporation using panel data for 3 years from 2017 to 2019 using the DEA-Malmquist analysis model. According to the DEA analysis result, the average of the efficiency by the CCR model of the regional headquarters tax reorganization project of the Korea Asset Management Corporation was 0.671 in 2017, 0.772 in 2018, and 0.699 in 2019, and the average of the efficiency by the BCC model was 0.798 in 2017, 0.851 in 2018 and 0.771 in 2019. As a result of analyzing the Malmquist productivity index, the time series average productivity index MPI increased by 4.5%. These results appear to be attributable to the increase in technological efficiency, technological change, and scale-efficiency change rather than the decrease in net efficiency change. Looking at the change in MPI by year, it decreased by 14.6% in 2017-2018, but increased significantly to 27.8% in 2018-2019. Through the results of DEA analysis of specific tax projects of public corporations, each regional headquarters of Korea Asset Management Corporation will be able to contribute to reinforcing business capabilities through mutual benchmarking.

  • This research was conducted by applying a bibliometric analysis to determine the dynamics of research topics from ten percent of research output (international publications) generated by Indonesian scientists from the period of 1945-2021. This study utilizes VOSviewers version 1.6.18 for analysis and visualization of bibliometric networks. The research results indicate that 50.24% of Indonesian international publications are published in the form of articles, with subjects such as: Agricultural and Biological Sciences, Medicine, and Earth and Planetary Sciences as the most dominating subject areas. Regarding the author, Tjia, MO from Bandung Institute of Technology was acknowledged as the top author in terms of the number of publications produced for two periods. The article entitled "Global, regional, and national prevalence of overweight and obesity in children and adults during 1980-2013: A systematic analysis for the Global Burden of Disease Study 2013" (Ng et al., 2014) became the most cited one.
