An Analysis for the Causality between Regional Knowledge Production Activity and Regional Economic Growth (지식창출활동과 지역경제성장 간의 인과관계 분석)

  • The purpose of this study is to analyze the causality among GRDP, patent, investment of R &D, and researcher among 16 Metropolitan cities and provinces in Korea. Using the annual data ranged from 1998 to 2008, the causality test for time-series data such as unit roots test and Granger causality test were performed. We estimate the Panel-Var of the four variables to find out the various Granger causal relations for two groups which are classified by the patent productivity. The panel data causality results reveal that there are bidirectional causality relations among four variables for the more patent-productivity group. The patent has bi-directional effects on GRDP and R&D. The patent cause GRDP and vice versa, patent cause R&D and vice versa. Patent not only has strong direct impact on GRDP and R&D but also has affected by the increase of GRDP and R&D through the interactive feedback mechanism. However, the causality patterns are somewhat different between the more patent-productive region and the less patent-productive region. There exists one directional causality between the R&D and GRDP for the less patent-productivity group. Such result may imply that the type of regional innovation policy should be differentiated between two groups. Regional economic policy efforts should be placed on increasing the knowledge productivity and on strengthening the regional competitiveness through the regional innovative infrastructure.

  • As a new duty of universities, contributions to localities and regions are magnified as an important issue and overseas universities are creating it as the index to use self evaluations and public relations actively. The universities in Korea are expanding resources usage of university and proceeding various businesses to enhance co-operation with local government, civic groups and companies lately. However, it is still in an embryo. This study is aiming to analyze cases of foreign universities and the socio-economic impacts of university on the region and discover evaluation index based on the results to be applied to the universities in Korea. This study had considered the evaluation of local effect by the university conducted by the Higher Education Funding Council for England(HEFCE) which is the representative case to analyze the impacts of university on the region at the level of government and independent organizations. The applicable common index had been extracted for universities in Korea from case studies on University of Rochester in the US and University of Birmingham in the UK considered as a representative university in North America and Europe respectively which are publishing a white paper on local and regional impacts of the university by using various index. As a result, 24 items in six areas(economic influence, research, education, art & cultural services, regional development, and the field of university specialization) had been deducted as the evaluation index which represents the local and regional impacts of university. This index could be secured through holding materials of each university and 'Higher Education in KOREA' as university information disclosure service and it might be applied to the universities in Korea.

A Study on the Current Status and Sustainability of Regional Documentation Programs Conducted by Local Governments (지방자치단체의 지역 기록화 사업 현황과 지속가능성 검토)

  • This study analyzes the system and operational status of regional documentation programs conducted by local governments and aims to propose considerations for the sustainability of regional documentation programs. With the government's balanced national development policy, the city or culture departments of local governments promoted regional documentation programs as part of their urban and cultural policies. Each local government enacted landscape ordinances and the ordinances concerning the establishment and operation of urban historical and cultural archives and promoted urban regeneration projects. Based on this, local governments performed urban landscape documentation, urban historical and cultural archives, and urban regeneration project documentation. Consequently, this study compared and analyzed ordinance enactment, budget, acquisition, management, and utilization of records for a total of 55 cases. The study has found that legislation is an essential factor in the sustainability of local governments' regional documentation programs. In addition, it suggested that regional documentation programs should evaluate the performance of programs, ensure residents' participation, and create digital archives to secure the budget continuously. This study is significant because it evaluates the overall regional documentation cases of local government city or culture departments as part of the city or culture policy rather than a specific region or case and presents more objective and general considerations for sustainability

Latin American Regional Study Trend and Individual Nation Study (라틴아메리카 지역연구동향 및 개별국가연구)

  • With the beginning of systemized research on Latin American region as a part of the third world in the mid-60s, Latin American regional studies in Korea acquired a steppingstone for development through the establishment of Hankook University of Foreign Studies Central & South American Regional Study, the creation of Central & South America Research Center, and Latin American Society established in the mid-80s. Latin American regional studies achieved quantitative and qualitative growth with the natioal globalization policy in the 90s, and research centers related to Latin America in Seoul National University, Pusan University of Foreign Studies, Dankook University, and Sunmoon University have contributed to the activation of regional studies. In spite of such achievements, Latin American regional studies, which have developed with 40 years of history, still possess problems that need to be solved. This study achieves qualitative analysis on theses published from 2000 to March 2001 in main Latin America regional study academic journals in Korea to analyze Latin American regional study trend of the recent 10 years in order to search measures for activating Latin American regional studies. Academic journals used in analysis include "Ibero America Research" of Seoul National University Research Center of Central & South America, Spain, "Central & South America Research" of Hankook University of Foreign Studies Research Center of Central & South America, "Ibero America Research" of Pusan University of Foreign Studies Central & South America Center, and "Latin America Research" published by Latin American Society. According to analysis on publication ratio of published theses according to field, it was presented that culture and politics fields occupied the highest ratio. Social and cultural fields, the elementary studies of regional research which have previously presented a weak research tendency, have achieved noticeable development during the past 10 years. According to analysis on researched nations, Latin America regional study was weighted in particular nations, and nations of economic size and political influence within region were selected as main subjects of research. Furthermore, several nations were not researched at all. For the last 10 years, the depth and width of the Latin America regional study had been decided by the degree of political, economic, social, and cultural significance occupied by the nation. It can be said that studies based on overall understanding on regional countries of Latin America have been relatively weak in individual nation study. Furthermore, studies that separate issues to achieve analysis based on the awareness theory of individual branches can be regarded dominant among studies based on entire Latin America. These studies still possess limitations in failing to deviate from the outline of particular region and topic.

  • Regional innovation and cluster policies are the new agenda of regional policy, an agenda that began to spread over recent years throughout different countries and regions. In this context, our main question arises: how are we going to evaluate regional innovation and cluster policies? What models and methods are we going to use? Since 1990, regional and national governments have put more emphasis on evaluation as a tool directed to produce knowledge to design better policies. The objective of this article is to summarise the main challenges arising from the evaluation of regional innovation and cluster policies and make some methodological proposals that can contribute to produce better evaluations. In the first section, there is a brief presentation of regional innovation and cluster policies, followed by a more detailed analysis, in the second section, of their principal characteristics and of the main challenges posed by their evaluation. In the third section, some evaluation proposals that can help to improve current evaluation practice are presented. The paper concludes with a short number of general recommendations that we should bear in mind when designing an evaluation of regional innovation and cluster policies.

Regional linkages of Producer Service -A Case Study of Chinju Region- (생산자서비스의 지역적 연계 -진주지역을 중심으로-)

  • This paper is a case study on regional linkages of producer services in Chinju region. Producer service appeared as the most rapid growth sector in service industry. In Chinju region. manufacturing firms purchase generalized producer service within the region. However the higher-order service, they demand; the remoter metropolis especially Seoul, they depend on. Linkage patterns among manufacturing sectors are similar; but then the firms whose managers are from Chinju or Gyeong-nam region had stronger regional linkages than others. Public institute such as Chamber of Commerce & Industry, University Research Institute of Industrial Technology. Korea Technology Credit Guarantee Fund, Korea Silk Research Institute have made important role as suppliers of public producer services in Chinju Region. As present stage, their services of industrial technology, fiancing, and information are not only fit regional demand but also spatially limited within region. The facts that large firms purchase high-order services from other region and small firms have not good demand of producer service suggest regional policy implication about supplying relevant producer service in the region.

Selection of candidate sites for agrivoltaics in Chungnam Province: utilizing AHP analysis and ArcGIS

  • As the importance of renewable energy diffusion spreads, promotion of sustainable renewable energy projects such as agrivoltaics is expected to accelerate. Furthermore, to promote agrivoltaics projects, it must be considered the legislation related to agrivoltaics and Chungnam Province's local policy. This research focuses on the selection of the most suitable sites for agrivoltaics installations in Chungnam Province in South Korea. Therefore, the process of this research was as follows. First, the legislation related to agrivoltaics and local policy in Chungnam Province were identified. Second, it employs an analytic hierarchy process (AHP) to consider important criteria and their weights for site selection. Third, based on the weights calculated AHP, geographic information system (GIS) was performed to select most suitable location selection of agrivoltaics installations in Chungnam Province. The analysis identified approximately 60 promising most suitable location for agrivoltaics installations in Chungnam Province, primarily in the northern part of Chungnam Province. These areas are expected to meet electricity demands in nearby regions since these are relatively adjacent to Gyeonggi Province. According to the results of research, policy suggestions related to agrivoltaics were presented separately into the agricultural sector and the electricity power sector. The study's results serve as a valuable resource for future national-level candidate site selection for agrivoltaics projects.

Comparatie Study on the Characteristics and Development Stage of Micro Manufacturers Clusters: Focused on Apparel Sewing Clusters in Changsin and Jangwi, Seoul, Korea (소공인클러스터의 특성과 발달단계에 대한 비교연구: 서울시 창신 및 장위 의류봉제 클러스터를 중심으로)

  • The support policy of Micro manufacturers clusters should reflect the regional characteristics of Micro manufacturers clusters, but only similar policies are proposed based on the normal collection of information from related companies. Since the regional characteristics of Micro manufacturers clusters are not understood, they are not reflected in the support policy. Therefore, this study analyzed the characteristics of Micro manufacturers clusters as the formation factors of localization, networking/embeddedness, and innovation synergy/collective learning which are the characteristics of clusters, and applied the development stage based on the analyzed formation factors. Since regional characteristics may be different in the same industry, Micro manufacturers clusters in Changsin and Jangwi, which are representative clusters of apparel sewing industry in Seoul, were compared and studied in terms of regional characteristics and developmental stages. As a result of analyzing the characteristics of Apparel Sewing Micro manufacturers clusters, clusters of peers were found to be higher in Changsin than in Jangwi in localization. However, in the synergy and group learning, the Changsin area was mainly centered on designers and the Jangwi area was centered on Micro manufacturers, the Changsin area was active while the Jangwi area was passive in participating in fairs and seminars, and in sample and production. As a result of examining the two formation factors, the development stage of Micro manufacturers clusters in the two regions is progressing beyond the industrial district in the case of Micro manufacturers clusters in Changsin apparel sewing, and the Micro manufacturers clusters in the Jangwi apparel sewing are analyzed to stay in the industrial district. Innovative and long-established garment sewing clusters suggest that the government's support policy needs to reflect the characteristics and development stages of the two regions for sustainable growth.

  • This study is to analyze the ripple effects of Jeju International Wind Ensemble Festival on Jeju regional economy and to explain the influence of the festival on Jeju regional society and culture. This study analyzed the economic ripple effects of the tourism industry with the Jeju inter-industry relation table. To explain the influence on Jeju regional society and culture, this study examined society-integrating part, policy-advertising part, culture-developing part, and industry-developing part.
