The work is devoted to the problem of modernization of the higher education system of Ukraine through the integration of higher education institutions into the European Higher Education Area. Based on the analysis of statistical data, a conclusion was made about the collapse of the higher education system of Ukraine due to a number of problems, which negatively affects the formation of human capital. The importance of international cooperation with the EU in the field of education for the modernization of higher education is substantiated. The institutional principles of formation are investigated, the main priorities of its development at the present stage are determined. The legal bases of European integration of higher education in Ukraine are analyzed. An analysis of the development of international cooperation of Ukrainian universities and their participation in European educational programs. There is a positive tendency to increase the activity of Ukrainian universities in international cooperation, which increases their position in international rankings. Weaknesses of integration processes are revealed and directions of improvement of higher education are offered.

The National Agency for Quality Assurance in Higher Education plays a crucial role in education in Ukraine, as an independent entity creates and ensures quality standards of higher education, which allow to properly implement the educational policy of the state, develop the economy and society as a whole. The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication. The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

The objective of present study is to compare the similarities and differences between the two projects and extract implications for the improvement of higher education quality in other countries. To meet this objective, The study compared and analyzed "The Project of Higher Education Quality Development and Educational Reform of China" and "Technical Education Quality Improvement Programme" of government of India. by using the method of literature research, contents analysis and comparison analysis, this paper employed multi-source materials to examine background and targets, measures and outcomes, deficiencies and future direction of these two projects, and compared the similarities and diversities on each matters by utilizing secondary data from national surveys, government statistics, databases, and third-party agencies. The findings led us to suggest that the well-coordinated and standardized administrative system is a primary guarantee for ensuring the smooth implementation of the programme, and sharing educational resources among higher education institutions is an effective means for promoting their joint development. The improvement of higher education quality relies on the reform of the entire higher education system and the efficient networking between higher education institutions.

The article clarifies and divorces the concepts of distance learning systems "distance learning", "distance education", "distance technologies", "open education". The central concept of the DO system is "distance learning"; - an assessment of the use of distance technologies in the system of higher professional education in Ukraine was carried out, which showed that the dominant teaching technology at the moment is the technology of teaching using cases (case technology on paper and electronic media). It is determined that distance technologies based on the active use of technical teaching aids (network technologies, telecommunication technologies) find little use in the system of higher professional education in Ukraine.

Purpose - For many Vietnamese students, the national high school graduation examination is one of the most important exams in their lives, transitioning from high school to tertiary education. Considering that the national examination is exceptionally important for admission of higher education, failure of management system and educational inequalities lead to serious academic concerns. By using the concept of justice and motivation, the current study aimed to explore the effects of justice dimensions and motivation on student satisfaction in the context of education, specifically focusing on the national examination for higher education. Research design, data and methodology - In this regard, this study proposed a conceptual model and conducted an online survey to test relevant hypotheses. Result - The empirical findings of the study found that procedural, distributive justice, and intrinsic motivation affected the level of student satisfaction. The results found that distributive and procedural justice and intrinsic motivation showed significant on satisfaction. Conclusion - The results of this study would be useful for policymakers to make more informed choices and also suggest further programs and projects of the Vietnamese government, aiming to develop the system of university admissions in the future. This study suggests that adoption of better management system and policies will significantly affect academic satisfaction and higher education environment.

The intensification of the processes of the digital economy development is leading to the transformation of the higher education system. Universities are forced to digitalize their own educational, research, international, marketing, financial and economic activities in order to maintain a competitive position in the global market of educational services. The purpose of the article is to study the role of information and communication technologies in the development of the higher education system and to ensure its adaptability to modern challenges of digital economy. To achieve this goal, methods of content analysis, logical generalization, systematization and a structural-functional method are used. In the article, the authors substantiate the urgency of forming a holistic strategy to ensure the adaptability of higher education to the challenges of digital economy. In the structure of this strategy, the information-technological block is singled out and described. The authors specified a set of positive synergetic effects from the introduction of modern information and communication technologies in the activities of universities. The main information threats to the digitalization of higher education related to the protection of personal data and university systems from cyberattacks and fraudulent schemes are identified. In conclusion, the authors detail the measures for the strategy implementation to ensure the adaptability of higher education to digital economy.

This paper examines government-supported university programs in South Korea over the last decade. To do this, we review the current status and issues of recent programs supported by the Ministry of Education. Thereafter, we draw some lessons and suggest policy implications for improving the effectiveness of government-supported university programs. The issues addressed include 1) low consensus amongst stakeholders in the higher education sector and top-down goal setting led by the government, 2) frequent reshuffling of the structures and contents of programs, 3) ineffectiveness due to redundancy of projects, 4) disparity between 'haves' and 'have-nots' in the higher education system, and 5) an inadequate evaluation system and assessment indicators. We suggest that government-supported programs should be realigned to stimulate the reform of higher education aimed at strengthening its publicness. The role of government needs to transit from 'leading' to 'supporting', while the universities should take initiatives in reforming the higher education system.

Digital education has emerged all over the world with a new wave of learning innovations and opportunities. In this aspect, the strategy for evaluating the results of the educational achievements of future specialists is important. The purpose of the article is to analyze the use of distance technologies in higher education institutions in the context of the development of a system for assessing the quality of education. The article analyzes the main theoretical approaches to the formation of managerial competencies and establishes the degree of development of the problem. The content of the concept of "managerial competence" has been clarified, to determine the structure of managerial competencies of a future specialist in the education system and indicators of the formation of managerial competencies. The organizational and pedagogical conditions necessary for the effective process of forming the managerial competencies of future specialists are revealed. The following research methods were used in the work: theoretical (analysis of regulatory documents and scientific literature on the problem under study, comparison, generalization, modeling), empirical (diagnostics of the level of formation of managerial competencies of students of the system, questioning, observation, peer review, comparative qualitative and quantitative analysis of diagnostic results the level of formation of managerial competencies).
