A Study on the System Improvement of the National Assembly Record Management (국회 기록관리 체제정비에 관한 연구)

  • The archive management system for the National Assembly is divided into two ways and propelled by each of them : one is providing the service for the recording purpose by the legislation data processing office and the other is the archiving service by the National Assembly Archives. In this context, a clear analysis is much required for the organization and operation of the archive management system. Also, with the legislation research bureau scheduled to be organized newly, the data processing policy for the National Assembly is being largely modified as the operation plan for the joint computerization center of the National Assembly came out. In relation to the data processing of the National Assembly, the Assembly has requested the research outsourcing to the Korean Research Institute of Electronic Government and had the four possible operation plan of the computerization center as a result. On the basis of four alternatives proposed by the Korean Research Institute of Electronic Government, the Assembly has sought out the desirable way for the archive system of the Assembly. The status of the National Assembly Archives is taken into consideration in finding out the solution for improving the data management system of the National Assembly.

  • The National Assembly Library and its institutions need an integrated exhibition and education programs in order to provide all types of information resources which they produce, manage and preserve as part of history and evidence of democracy. This study aims to present the exhibition and education programs for National Assembly Library based on Larchiveum model. an integrated concept of library, archive, and museum. This study analyzed exhibits and education programs of various national libraries, archives, and related institutions and suggested exhibition and education programs for National Assembly Library based on Larchiveum model.

  • Since 'the National Assembly Electronic Document System' was introduced in September 2004, the amount of electronic records production in the Nation Assembly has been on a rapid increase. The number of electronic records which 'the National Assembly Records Management System' took over until September 2011 is '240,000', 72% of the total transferred records. However, the National Assembly's electronic records management has a number of serious problems concerning electronic records long-term management and preservation. In the context, this study aims at discussing alternative strategies for effective management and preservation of the Nation Assembly electronic records. In the theoretical aspect, it reviews 'parliament records' definition and management trend. As a case study, it explores the present state of 'the National Assembly Records Management System' ranging from legal aspects to technical aspects. Based on these researches the study critically analyzes the Nation Assembly's electronic records management in comparison with overseas cases. As a result it provides alternative plans of four major areas, including law, management body, management object and technical system, to improve the National Assembly's electronic records management.

  • Managing and preserving parliamentary archives are significant national tasks. However, in South Korea significance of these tasks have not been recognized. The first exclusive organization for parliamentary archives management was established in 2000, It took about 50 years after the first South Korean government was established in 1948. The first legislation which regulated parliamentary archives management was enacted in 2001. There were no significant improvement on the regulation for the last decade. In April 2011 it was newly revised according to the amendment of the Act on Public Records Management. In this context this study critically analyzes the regulation and discusses various issues concerning the parliamentary archives management system. It divides the history of parliamentary archives management into four periods. It also explores four contentious issues ranging from parliamentary archive designation to archivists assignment. As a result, the study presents four different aspects for developing parliamentary archives management Each aspect proposes three different phased problems respectively.   • Rep. Roh Hoe-chan is a representative politician in Korean progressive politics. From the labor movement to the workers' political organization movement, they devoted themselves to the movement to build a progressive party. As a member of the 17th, 19th, and 20th National Assembly, he carried out legislative activities. The record he left is the record of the political power of workers, the record of the progressive party, and the record of a politician who suffers and practices. Also, as the son of a displaced person, as a student activist suffering from the restoration period, it is also a record of a human being of cultural literacy who played the cello. Archivist's basic research is expected to play a role in creating a virtuous cycle of archive management by structuring the archive and presenting various access points to various users, allowing more diverse research and use in the future.

Reformation of the Korea's National Archiving System (한국 국가기록관리체제의 개혁과 국가기록원 개편)

  • This study aims to analyze the features and problems of the Korea's national records archiving system established in 1999, as well as to suggest the countermeasures. First, in Korea, permanent records are archived by the administration, legislature and judicature separately. However, around the world there are very few cases where a national archives controls the records of the administration alone, whereupon there is the need to set up an integrated archiving system regarding the records of the administration, legislature and judicature. Second, in Korea, the records archiving system leans too much towards the centrally-controlled system, which is urgent to be solved. 'Record Management Act' stipulates that all the public records, including nonpermanent ones, shall be managed by National Archives, wherewith National Archives is overburdened. Hereat, it may be desirable for National Archives to manage very important records that deserve to be archived permanently and for Record Center to archive other records, which needs to be made into law.
