A Study on the Development of the National Assembly Archives and Records Integrated Management System (국회기록정보 통합관리시스템 개발 방향에 관한 연구)

  • The National Assembly Archives of the Republic of Korea has been using the National Assembly Archives and Records Management System, which added some archival function to the Standard Records Management System that they had previously developed. However, the Standard Records Management System has limits in order to reflect all the business functions of the National Assembly Archives, which also acts as an archival institution, because the system had been developed and distributed to perform the function of a records center. Moreover, the current National Assembly Archives and Records Management System focuses on the management of official records transferred in accordance with the regulations. For this reason, it is difficult to register and manage various record types such as records of the members of the National Assembly (related to legislative activities), oral history collected from the National Assembly leader, audiovisual records of proceedings, and so on. As such, this study analyzed the problems of the current National Assembly Archives and Records Management System and conducted case studies of the systems in the National Archives, the Presidential Archives, Changwon City, and the Cultural Heritage Administration. Through this research, it proposed that system functions, metadata, the target system of the National Assembly Archives, and the Records Integrated Management System need a development plan.

  • The cloud records management system has the following problems. It has not been accompanied by a change in the legislative system and has not been exploited the benefits of cloud technology. In addition, it has not been considered for changes after system construction. To solve this problem, the contents of the Fourth Industrial Revolution should be reflected in the improvement of the legislative system and the long-term development strategy of the national archives system. A fundamental review of the records management system is also required, and in the process of e-government, the National Archives should act as a pan-government records management control tower.

A preliminary study on modeling for University Archives Management System (대학기록물관리시스템 모델링(Modeling)을 위한 기초 연구)

  • This paper illustrates preliminary modeling for University Archives Management System(UAMS) construction. University must install Intermediate Archives(records and archives) facilities and management system by Public Records and Archives Act(PRA). But it is very difficult to generalize UAMS because University co-exists public and its own characteristic. For UAMS modeling, this paper first identifies University document's production creators and documental boundary. Then it is studied how University archives management is operated and what archives system by PRA means in University. Second systematic connection plan of Intermediate Archives(records and archives) facilities and manuscripts management is surveyed through National Universities and complementary things are presented. Finally through the above study UAMS model is suggested as future-oriented University archives management. UAMS model suggested from this study includes as follows. First manuscripts management as present Records and Archives system's standard function extension. Second manuscripts management system as system management area's extension using in Universities. It is desirable to extend to expert archives system. Finally integrated operating system model for using actively records, archives and manuscripts management systems operating in Universities.

Reformation of the Korea's National Archiving System (한국 국가기록관리체제의 개혁과 국가기록원 개편)

  • This study aims to analyze the features and problems of the Korea's national records archiving system established in 1999, as well as to suggest the countermeasures. First, in Korea, permanent records are archived by the administration, legislature and judicature separately. However, around the world there are very few cases where a national archives controls the records of the administration alone, whereupon there is the need to set up an integrated archiving system regarding the records of the administration, legislature and judicature. Second, in Korea, the records archiving system leans too much towards the centrally-controlled system, which is urgent to be solved. 'Record Management Act' stipulates that all the public records, including nonpermanent ones, shall be managed by National Archives, wherewith National Archives is overburdened. Hereat, it may be desirable for National Archives to manage very important records that deserve to be archived permanently and for Record Center to archive other records, which needs to be made into law.

  • In 1999, "Records management of public instituition Act" was enacted. Since then, records management system has been developed, but the level of records management is still low in reality. This article is to present suggestions in policy of national records management. To flourish national records management, 'governance' should be performed during policy propulsion and National Archives of Korea should be politically neutral and independent. In addition, records management system needs to be wide-spread, many different archives should be established, also archives should have archivists. Not only that, managers of archives need to cooperate and thrive with autonomy, decentralization of authority, and solidarity.

An Analysis for basic Concepts of The Integrated Management of Records and Archives in China (중국의 '문건·당안 일체화' 개념 분석)

  • This paper analyses the theories and practices of the integrated management of records and archives in china which means that records and archives management departments should be interrelated each other with organic association and their records and archives be managed in an integrated manner. In 1930s chinese nationalist regime had conducted a campaign for reforming documents and archives management system to increase administrative efficiency called "The Connection of Documents and Archives Management Act(文書檔案連鎖法)". Although this campaign has not been continued to the present, It has been proved to be a quite successful attempt at that time in china and also regarded as an origin of the integrated management of records and archives in china. The practical types of the integrated management of records and archives as follows: first is to establish institutional documents/archives department in charge of managing records and archives in an integrative manner; second, to reform filing system, that is, to file on a case basis or abolish filing system and arrange records on an item level instead; third, to install software application for the integrated management of records and archives in order to make arranging operations convenient by increasing data processing efficiency. The chinese case shows us that the integrated management of records and archives could not be realized until records and archives departments make united efforts to build up a new national records and archives management system based on advanced and scientific principles.

Prefectural Archives and Records Management at Prefectural Governments in Japan (일본(日本)의 지방공문서관(地方公文書館)과 지방기록관리(地方記錄管理) -문서관(文書館)과 역사자료관(歷史資料館)의 설립과정을 중심으로-)

  • This thesis aims to study the founding process and operation of the prefectural archives of Japan and to put that knowledge to the founding regional archives in Korea. Now 28 among 47 Prefectural Governments in Japan have founded and operated the prefectural archives. While Kyoto Prefectural Library and Archives, Nagano Prefectural Museum of History, Gifu Prefectural Virtual Museum of History, The Archives of Hyogo Prefectural Government, Ibaraki Prefectural Museum of History and Hukushima Prefectural Archives are on the type of Prefectural Museum of History, the rest of them are on the type of Archives. The Prefectural Museum of History in Japan has a complex function as the museum, the library, and the archives. But the Prefectural Museum of History seems to be a sort of transient phenomenon to Archives. The reason which Prefectural Museum of History can not develop into the Archives is not so much owing to financial difficulties as lack of understanding on the function of Archives. The thesis shows founding process of each prefectural archives. Especially, the case study on the Kanagawa Prefectural Archives, Okinawa Prefectural Archives was arranged by the detailed data investigation. Comparing with other prefectures, these three prefectural archives have a system in the collection and arrangement process of current official records, paleography and many other materials, and construct records management system with institutionalizing accession, arrangement, and opening of official records by regulations, rules and so forth. But because of historical background and character in each region, the difference may exist in the founding process of three prefectural archives. Before central archival institution, National Archives of Japan, is founded, the prefectural archives have been founded at each region and they have gained relatively independent status so that decentralism in the system of managing records could be possible. And the private historical organizations had many influences on the founding process of National Archives of Japan. Of course the Japanese Archives system may have many differences from Korean regional archives. While Japan established Archives institute for itself with localism, Korea has not settled the system of self-government still. Moreover, financial difficulties on founding regional archives and lack of understanding of the Archives remained in Korea. And yet with regard to the founding regional archives in Korea, the case of operation and founding process of prefectural archives of Japan may be of great value.

A Comparative Study on Archives Management System in North America (북미지역 기록관리체제에 관한 비교 연구)

  • Archives managements practices and laws are different according to various histories and traditions of nations. And it depends on a various of specific conditions of each nation. This paper reviews each laws, regulations, and organization concerned with archives managements of America and Canada that lead in archives managements, although they have relatively short histories. And this paper reviews acquisitions, classification and cataloging, and user access of archives in central archives management institutions. Finally, it reviews education system and professional positions of archivists in America and Canada.

  • This article adapts the democratic approach to the National Archives System. We must now search for a new archival landscape. Authors are agreeing that democracy is a basic principle for the new national archives model. This research looks into the direction of reform of the national record organizations in terms of individuality, integrity, and professionalism. It is, the fact that there are discussions rising on the need to reform the national records organization in the recent perspective of democracy. Democracy is a system that takes responsibility of even the results. This article describes all the discussions on what the best model for national archives system could be. In this social regulation, the archives carry out a noble mission of accountability. The discussion that suggests a clear perspective of democracy must be taken in to notice. Authors try to represent the voices of records managers. They also argue that records managers are the common wealth for our society. The national archives system is now the signature for the moral identity of national ruling powers. We argue that the new archives model should be derived from the point of the Candle Revolution.

A Study on the Archives Management System in Cloud Computing (클라우드 컴퓨팅 환경 영구기록물관리 시스템 구축 방안 연구)

  • This paper proposes a cloud system model for incorporating the existing Records Management System (RMS), Archives Management System (AMS), and Central Archives Management System (CAMS) into a cloud-based national records management system. To do this, research on concrete and stepwise ways to transform AMS, including CAMS, into a cloud computing environment was carried out. This study developed a cloud system design strategy and goal model to integrate national records-related systems into a single cloud system to share and utilize information resources, manage them efficiently, and reduce costs. In particular, this study analyzed technical security and operational security that are exposed in the cloud environment and suggested measures to solve them. As a result, cloud computing technology can be applied to achieve low-cost and high-efficiency effects.
