The main purpose of the study is to determine the main elements of the state management of the development of national cybersecurity. Cybersecurity ensures the protection of the properties of information resources and the operability of technical and software users and is directed against relevant cyber incidents. Therefore, today it is impossible to ignore the importance of public administration of the processes taking place in it. The methodological support of our study is determined by its goals and objectives and is based on the use of a combination of general scientific and special methods of scientific knowledge, which ensured the completeness and reliability of the results obtained. The article has limitations and concerns the lack of practical implementation of the research results. The study is purely theoretical to reflect the main aspects of the modern system of state management of the development of national cybersecurity. Further research requires an analysis of the world experience of state management of the development of national cybersecurity.

Effect of growth and survival rate on different densities in the cage culture of juvenile abalone (Haliotis discus hannai) were determined in Myoduri Yeosu, Jeollanamdo from April 2000 to April 2001. The shell length growth was conducted using $32.35{\pm}1.35$ mm abalone juveniles for 374 days at densities $15{\%}\;(230\;indv./m^{2}),\;30{\%}\;(460\;indv./m^{2}),\;45{\%}\;(690 \;indv./m^{2}),\;60{\%}\;(920\;indv./m^{2})$. The result showed that the hightest growth rate was observed in lowest $(15{\%})$ density experimental group. Survival rate of Juvenile abalone was the highest in $15{\%}$\; density group and lowest in $45{\%}$ density group and distribution rate of shell length showed the highest as $30{\%}\;in\;230\;indv./m^{2}\;(15{\%})$ group.

In order to produce Laminaria japonica in Jeju as feed for abalone, a transplant experiment was performed with the Baekryungdo and the Wando cultivar stocks at the Udo aquafarm from January to July 2003. Eight water conditions at the aquafarm and eleven traits of the two cultivar stocks were measured once a month. The water temperature ranged from 12.9$^{\circ}C$ to 23.5$^{\circ}C$. The salinity was 31.3-36.8‰ the DO was 5.40-9.86 mg ${\cdot}$ $l^{-1}$ the pH was 7.82-9.61. Concentrations of $NO_2-N,\;NO_3-N,\;NH_4-N\;and\;PO_4-P$ were 0.02-0.15 $\mu$M, 2.27-3.49 $\mu$M, 0.16-0.56 $\mu$M and 0.07-0.99 $\mu$M, respectively. The whole frond length of the Baekryungdo and the Wando specimens were 173.84 and 153.67 cm. The blade width, stipe length, blade length, fascia length, blade thickness, total weight and substantiality of the Baekryungdo and the Wando specimens were 14.61 and 13.05 cm, 3.94 and 3.02 cm, 169.88 and 150.65 cm, 155.81 and 137.10 cm, 1.01 and 0.96 cm, 258.04 and 200.96 cm, and 101.56 and 94.62, respectively at the conclusion of the experiment in July. The measurements of the Baekryungdo specimens were slightly higher than those of Wando specimens. The fascia width, stipe thickness and fascia thickness of the Wando specimens were slightly higher than those of the Baekryungdo specimens. The relative growth rates of these traits of two cultivar stocks during the growth test were very similar. Generally, the performance of the Baekryungdo cultivar stock seems to be better than that of the Wando samples. Further study of the physiological ecology for cultivation and breeding is needed in the future.

President Lee, Syngman was ROK supreme commander at the Korean war. But, it is doubt that he executed his authority and responsibility by the ROK constitution and law. At the phase of the Korean War conduct, his role may be divided into 'military operation execution one' and 'political-diplomacy one'. He appointed unqualified person to the important position of the national defence, didn't make war execution system, and was not make to meet the war. And, after transferring the ROK force operation commanding authority to the Commander in Chief, UN Command, his role was extremely trivial at the military operation execution phase. Any way, he intended to recover the inferior national strength and military capacity with USA aid, and concentrated his effort toward diplomacy with USA. At last, he succeeded in making a mutual defence treaty and gained a big result to harden Korea national security after war. In sum, president Lee was shrewd politician and diplomat than military leader. And, it can be evaluated that he supplemented the lost part of military affairs side with diplomat one.

A cost effective analysis was performed for comparing leflunomide+methotrexate, etanercept monotherapy and etanercept+methotrexate for 6 months. For the patients with methotrexate-resistant RA, ACR20 data were extracted from the published clinical trials searched from Pubmed. The direct medical cost was estimated based on ACR guideline and Korean National Health Insurance reimbursement. Combination therapy of etanercept+methotrexate was found to be more cost-effective than etanercept monotherapy, which meant it was a better therapeutic strategy for methotrexate- resistant RA.

This study aimed to quantify antibiotic consumption and expenditures for acute upper respiratory tract infections (URIs) (J00-J06) in outpatients from 2009 to 2011. We used WHO ATC classification and DDDs in measuring antibiotic consumption. National Health Insurance and Medical Aid claims data were analyzed. Antibiotic consumption has decreased from 4.44 DDD/1,000inhabitants/day in 2009, to 4.43 in 2010 and 3.74 in 2011. The estimated expenditures were 8,206 won/1,000inhabitants/day in 2009, 8,379 in 2010, and 7,004 in 2011. Clinics accounted for 89.8% and 86.0% of antibiotic consumption and expenditures respectively for the acute URIs in 2011. We need to monitor antibiotic consumption consistently, and promote judicious antibiotic use.

The paradigm of rural development projects has shifted and expanded from agricultural production based on the way of improving the residential environments in order to achieve the quality of life staying in rural areas. The purpose of this study is to evaluate policy directions of rural development projects by investigating government projects conducted successively starting from the Participatory Government of President Roh in 2003 and to the present Government of President Moon. In consideration of administrative affairs, the projects include the Balanced National Development Project, Quality of Life Improvement and Regional Development for Rural Villages Projects. The study examined changes in visions and key agendas proposed in national affairs as well as those in the visions and strategies exhibited by local development project plans through various governments. The core contents examined are the project characteristics, transformation process through government changes, and the law of status pertaining to rural development projects. The direction of implementation for the rural development projects implemented by each government provide an opportunity of understanding the transformation process in each project that has been still effective currently. This study is expected to provide a basic set of data to be used for a proposal for new rural development projects while still being useful to be referred or integrated to other national and regional projects.

The paper proposes to consider information technologies and their application in the educational process as a preparation of presentation material for students of higher educational institutions. The definition and place of information technologies in the educational space are considered. The object of research of this work is the pedagogical technology of presentation of educational information, which substantiates the pedagogical technology of visualization of educational information in higher education, as well as determine its composition and structure. The practical side of pedagogical technology of educational information presentation is considered.

자살시도는 결코 개인만의 문제라고 치부할 수 없는 사회적인 중요한 문제임에도 불구하고 국가차원에서의 관심과 예방계획은 아직도 미비한 수준이다. 본 연구에서는 NEDIS 등록자료를 이용하여 응급의료기관에 내원하는 자살시도자의 규모 및 특성에 대한 현황을 파악함으로써 응급실에서의 자살시도자에 대한 효과적인 관리 방안과 정책 마련 등을 위한 기초자료를 제공하고자 한다. 자살시도자는 여성 비율이 상대적으로 높았고, 연령은 20대~40대에서 많이 발생하였다. 서울특별시와 경기도에서 발생률이 가장 높았고, 자살시도 환자 수가 여름, 일요일에 많은 것으로 나타났다. 자살 시도 후 직접 내원하는 비율이 높았고, 약물 및 농약, 열상으로 인한 내원이 점차 증가하는 추세인 것으로 나타났다. 자살시도에 실패한 사람은 재발 가능성이 높은 것을 고려할 때, 응급실을 내원한 자살시도자들에 대한 지속적이고 전문적인 맞춤형 사후관리 프로그램이 절실히 요구되며, 자살 재발 위험을 방지할 수 있는 포괄적인 국가적 관리프로그램을 적극적으로 모색하는 등 다각적인 정신보건정책이 마련되어야 한다.
