1982년 특정연구개발사업이 시작되면서 국가연구개발 성과의 확산과 촉진을 위해 국가연구개발 기술료 제도를 운영하고 있다. 그동안 기술료 제도의 개선방안에 대한 다양한 연구가 시도되었으나, 주로 기술료의 징수와 배분체계에 국한하였다. 본 연구에서는 기술료 제도를 운영하는 [징수배분집행-사후관리]의 전주기적 관점에서 접근하였다. 이를 위해 기술료의 실태조사와 산학연 설문조사 등을 실시하였다. 이 분석결과에 근거해서 (1)기술료 제도 법령의 합리화와 (2)기술료의 징수배분체계 개선,(3)기술료 사후관리의 효율성 제고의 세 가지 측면에서 개선방안을 모색하였다.

A prerequisite for making R&D more productive is to able to measure its productivity. Most of the previous studies on this topic have attempted to measure R&D productivity at the firm or industry levels. In this study, however, R&D productivity is measured at the national level to provide R&D policy implications, particularly for Asian countries. Contrary to the previous studies where total factor productivity was adopted, this study employs the data envelopment analysis (DEA) approach to measure R&D productivity. DEA is a multi-factor productivity analysis model for measuring the relative efficiency of each Decision Making Unit (DMU). In addition to the basic DEA model that includes all inputs and outputs, five additional models are constructed by combining single input with all outputs and single output with all inputs in order to measure specialized R&D efficiency. In this study, the twenty-seven countries are classified into four clusters based on the output-specialized R&D efficiency: inventors, merchandisers, academicians, and duds. Then, the characteristics of the Asian countries with respect to R&D efficiency are identified. It is found that Singapore ranks high in total efficiency, and Japan in patent-oriented efficiency. Meanwhile, China, Korea, and Taiwan are found to be relatively inefficient in R&D. We expect that the findings from this study will be able to provide directions for R&D policy-making of the Asian countries.

In this paper, we offer a new strategic portfolio model for national IT R&D project selection in Korea. A risk and return (R-R) portfolio model was developed using an objectively quantified index on the two axes of risk and return, in order to select a strategic project and allocate resources in compliance with a national IT R&D strategy. We strategize using the R-R portfolio model to solve the non-strategy and subjectivity problems of the existing national R&D project selection model. We also use the quantified evaluation index of the IT technology road map (TRM) and the technical level reports (TLR) for the subjectivity of project selection, and try to discover the weights using the analytic hierarchy process (AHP). In addition, we intend to maximize the chance for a successful national IT R&D project, by selecting a strategic portfolio project and balancing the allocation of resources effectively and objectively.

국가 R&D 데이터는 기초과학 연구부터 산업화 부분까지 전 분야에 대한 정보를 포괄하고 있지만 전문적인 용어로 표현되며 이로 인해 대중의 이용에는 어려움이 있다. 이에 NTIS 는 국가 R&D 데이터를 이용한 데이터 큐레이션 서비스를 개발하여 국가적인 현안과 사회적 이슈에 대해 국가 R&D 정보를 선별하여 제공하고 있다. 이에 본 연구에서는 NTIS 의 데이터 큐레이션 서비스인 이슈로 보는 R&D 서비스 분석을 통해 국가 R&D 정보를 이용한 데이터 큐레이션 서비스 구축 방안을 제안하고자 하며 이 서비스가 국가 R&D 정보에 대한 사용자의 접근성 향상에 미친 영항도 분석하였다. 이슈로 보는 R&D 서비스는 뉴스기사에서 추출한 이슈와 관련된 국가 R&D 과제, 성과, 주요 연구기관 등을 매핑하여 정리, 제공한다. 패키징에 이용된 데이터는 모두 오픈되어 있고 관련 자료는 보고서 형식으로 정리돠어 PDF 파일로 제공된다. 또한 해당 프로세스를 자동화 하여 관리자 뿐 만 아니라 NTIS 이용자라면 누구나 개인적인 이슈패키징을 가능하게 하였다. 이 밖에 Special Issue 코너를 개설하며 주요 현안에 대한 사용자의 접근,이용 편의성을 높였고 코너 개설 이후 접속자의 페이지뷰가 증가한 것으로 나타났다.
